O. 31. id 5(D) or SECRET Depr. of St.te Aug. 9, em M-1 Bu He NARS Date 7-20-66 COUNCIL OF FOREIGN MINISTERS, SIXTH SESSION the Paris, 1949 Introductory Note The Sixth Session of the Council of Foreign Ministers was held in Paris from May 23 to June 20, 1949. The United States was represented by Secretary of State Dean Acheson; the United Kingdom by Ernest Bevin; the Soviet Union by Andrei Y. Vyshinsky; and France by Robert Schuman. China was not represented. The Sixth Session was held in accordance with the New York Agreement of May 4, 1949 which provided for the termination of the Berlin blockade on May 12, 1949 and for the convening of the Council of Foreign Ministers on May 23, 1949 "to consider questions relating to Germany and problems arising out of the situation in Berlin, including also the question of currency in Berlin" At the first meeting on May 23 the conferees adopted an agenda consisting of the following items (1) problems of German unity; (2) Berlin; (3) prepara- tion of the German peace treaty; and (4) discussion of the Austrian treaty. During the discussion on the German peace treaty the question of the participa- - tion of China in the preparation of this treaty was not raised. The communiqué issued at the close of the Session indicated the limited agreements which the Foreign Ministers had reached on the Austrian and German problems. Summary of Far Eastern Questions Discussed The only Far Eastern matter raised at the Sixth Session of the Council of Foreign Ministers was the question of a Japanese peace treaty. After the agenda had been agreed upon at the opening meeting on May 23, the Soviet Foreign Minister stated that he "desired to find out when the CFM, with China participating as prescribed, would meet to discuss the draft treaty with Japan" Secretary Acheson commented that presumably Mr. Vyshinsky desired consideration of this question before the end of the SECRET
