Minutes of the Twenty-Third Meeting, Second Part,
June 20, 1949, 4:30 p.m.,
Mr . Bevin presiding
(USDEL (49) (P) 23rd Meeting, Second Part)
Japanese Treaty
MR. VYSHINSKY raised the question of the date
on which the Japanese Treaty would be discussed by
the CFM, with China participating. Mr. Bevin had
stated on May 23 that he desired to consult his
Government on the question. Mr. Acheson had said
that it would depend to some extent upon how much
progress had been made at this Session. While the
Council had not settled the basic questions regard-
ing Germany, it had decided on a number of other
questions. Mr Vyshinsky, therefore, thought that
it was appropriate to discuss the date for a CFM
on Japan.
MR. BEVIN stated that the UK was not in a
position to agree upon a date for CFM discussion
of Japan.
MR. ACHESON read a statement 1 outlining the
U.S position on this question, in which he Treferred
to the US proposal of 1947,
M. SCHUMAN remarked that France had accepted
the proposal of the United States to entrust the
Far-Eastern Commission with the task of preparing
the Japanese Treaty. France continued to hold
this view. As far as the question of a date was
concerned, it should be taken up through diplomatic
channels.
MR. BEVIN repeated that the UK had not changed
its position on this question and therefore had
not come to any conclusion concerning the date of
a CFM regarding Japan.
