SECRET I-16 DOCUMENT H Mr. Benzoni, Acting Representative of the Italian Government, to Mr. La Grandville, Secretary-General of the Council of Foreign Ministers, letter dated at Paris, June 21, 1946 (C.F.M. (46)125, June 21, 1946) The Italian Government's Representative presents his compliments to the Secretary-General and has the honour to forward herewith five copies of an aide- - mémoire concerning the retrocession by Italy to China of the Italian concessions in Shanghai and Tientsin and the renunciation of Italian extraterritorial rights in China. The Italian Representative would be obliged if the Secretary-General would kindly transmit to each of the Delegations represented on the Council a copy of this aide-mémoire. He thanks the Secretary-General in advance and requests him to acknowledge receipt of the present communication. exs diatation AIDE-MEMOIRE According to press reports, the Council of Foreign Ministers if Deputies contemplate including in the Peace Treaty with Italy clauses dealing with the retrocession by Italy to China of the Italian concessions in Shanghai and Tientsin and the renunciation of Italian extraterritorial rights in China. In this connexion the Italian Government wish to inform the Council of Foreign Ministers that they have already notified the Chinese Government that they are prepared to effect such retrocession and renuncia- tion by means of an exchange of Notes between China and Italy. Such an agreement would, moreover, cover a situation which has, in fact, already been settled since 1944 between the pseudo Italian Government in Northern Italy and the pseudo Government of Nanking.
