Foreign Minister Wang to Secretary Byrnes,
message dated at Nanking July 8, 1946, contained
in telegram 1105 from Nanking, July 8, 1946, 1 p.m.¹
(file 740.0011 E. W. (Peace)/7-846)
The forthcoming peace conference in Paris should,
in accordance with the clear provision of the Moscow
Agreement of December 1945, be convoked by the Coun-
cil of Foreign Ministers and not by any four powers
of that council. The Chinese Government considers
any deviation from this provision not only as an
insult to China, but as a breach of international
good faith. In agreeing to the said Moscow Agree-
ment, which modifies the agreement reached by the
five Foreign Ministers meeting in London on Septem-
ber 11, 1945, the Chinese Government already showed
her utmost cooperation to facilitate the process of
peace settlement in Europe. China cannot accept any
alteration in the said Moscow Agreement. I assume
that the American Government cannot concur in any
action amounting to a breach of international under-
taking, to which the American Government is a party.
