On its part, the Soviet Government fulfilled the
obligation contracted by it with respect to the with-
drawal of Soviet troops from China in due time.
The evacuation of Soviet troops fromManchuria was
complete on May 3, 1946.
Nearly one year has elapsed since that time, but the
evacuation of American troops from China not only
has not been completed, but it is generally uncer-
tain when the United States of America will carry
out its obligation with respect to the withdrawal
of American troops from China.
In view of such a situation, the Soviet Government
deemed it and continues to deem it desirable for
the Ministers of Foreign Affairs of the governments
which participated in the Moscow Conference, now
present in Moscow; to exchange information with
respect to the fulfillment of the Moscow agreement
on China. Such an exchange of information would
be useful as it could assist in the clarification
of the present situation of the fulfillment of the
Moscow agreement on China, inasmuch as the actual
situation in this respect is unsatisfactory,
arousing doubt among public opinion as to the
readiness to fulfil the obligations contracted
under the said agreement.
I am sending a copy of this letter to Mr. E. Bevin,
and another copy to the Chinese; Ambassador in
Moscow for the information of the Chinese Govern-
ment.
I beg you, Mr. Secretary of State, to accept the
assurances of my highest consideration.
