Part I, paragraph 4 -Composition - of the Conference

MR. MARSHALL
referred to the suggestion
of Mr. Bevin to return to further consideration of
paragraph 4, Part I, regarding the Composition of
an
the Peace Conference, stating that he understood
as
that Mr. Molotov wished to refer to the question of
China as a Convening Member of the Peace Conference.

soms MR. MOLOTOV remarked that he had no comments to
make on this paragraph.
MR. MARSHALL then stated that he wished to dis-
regard, in his comments, the first bracket in the
paragraph and make some remarks on the subject of
China. At Potsdam agreement had been reached for
the establishment of the CFM representing the Four
Powers at the present table and also China. He ex-
pressed his belief that not only because of this
agreement but also as an act of courtesy, China's
membership as a Convening Power for the Peace Con-
ference in the Council should be recognized. Three
Delegations had accepted this proposal.
MR. MOLOTOV explained that there was no change
in the view of the Soviet Government in this respect.
The Potsdam decision had provided for China's participa- -
tion in the CFM for the consideration of Far Eastern
matters. He added that the Soviet Government had pro-
posed China' inclusion with the CFM to be called in
January of 1948 to consider the question of the Peace
Treaty with Japan. In quoting the following from the
Potsdam decision he began by saying that China's
participation in the German Peace Treaty had not
previously been mentioned. This quotation was:
"For the solution of each of these tasks the Council
shall consist of the members representing those States
which signed the terms of capitulation against that
