TOP SECRET G-35 DOCUMENT N President Truman to Secretary Byrnes, telegram no. 351 from the White House to London, September 24, 1945 (files of the Executive Secretariat) The following is Stalin's reply to my second message of 22 September: "I have received your second message regarding the Council of Ministers. I have received today a reply from Mr. V. M. Molotov who informed me that he is acting in accord- ance with the decision of the Berlin Conference and considers that this decision should not be violated. On my part, I have to remind you that at the Berlin Conference neither a decision was adopted nor was it agreed among us that the members of the Council who did not sign the Terms of Surrender could par- ticipate in the discussions but could not vote. I consider that the position of Molotov to adhere strictly to the decision of the Berlin Conference cannot make a bad impression and should not offend anybody.' Please inform the Prime Minister and tell him that I am in agreement with his message number 11.1 a DECLASSINED L a and a ron dy a ¹See Doc. 0, p. G-36. mop SECRET
