SECRET B-1 CONFERENCE OF THREE FOREIGN SECRETARIES Moscow, 1943 8. - (THIS) e SERVICEN Introductory Note is A Conference of the Foreign Secretaries of the United States, the United Kingdom, and the Union of Soviet Socialist Republics met in Moscow from October 19 to October 30, 1943. The three powers were represented by Cordell Hull, Anthony Eden, and V. M: Molotov, who headed the respective dele- gations: The Conference was held for the purpose of exchanging views on the problems of war and post-war collaboration among the three powers/ and dealt pri - marily with European questions arising from the war. It set up machinery for insuring the closest coop- eration between the three Governments in the examin- ( ation of European questions which arose as the war developed, and it laid the groundwork for continu- ing wartime collaboration into the period following the end of hostilities. The Conference adopted a number of declarations respecting European matters. The Declaration of Four Nations on General Security, signed on October 30, 1943 by the three Foreign Secretaries and by Foo Ping-sheung, Chinesé Ambas- sador to the Soviet Union, was the only state paper issued. by the Conference to which China was a party.
