which the Generalissimo agreed to withdraw his ob jec-
tion to China's being present at the peace confer-
ence and expressing its views (Doc. F, p. H-85).
The question was debated at length by the Con-
ference on December 21. Agreement was finally
reached that all five members of the Council of For-
eign Ministers should be included among those invited
to consider and make recommendations concerning the
peace treaty drafts prepared by the powers which
had signed surrender terms, and that China and France
should be informed of this decision and asked to
agree (Doc. I, p. H-100) Mr. Byrnes on December 22
communicated to the Chinese Government the text of
the agreement on preparation of peace treaties with
Italy, Rumania, Bulgaria, Hungary, and Finland, and
invited its concurrence (Doc. L, p. H-109). On
December 24 Mr. Byrnes announced to the Conference
that China had signified its willingness to concur
(Doc. R, p. H-126). . Foreign Minister Wang verified
this concurrence in a telegram to Secretary Byrnes
transmitted through the American Embassy at Chung- -
king on December 26 (Doc. M, p. H-112).

The terms of the agreement relating to the
satellite peace treaties were made public in the
communiqué signed at the close of the conference on
December 27, but since French concurrence had not
yet been received, the communiqué stated merely
that the Governments of France and China had been
requested to adhere to the agreed procedure (Doc. W,
p. H-134). Only a general outline of this agreed
procedure was included in Secnetary Byrnes' broad-
cast report of December 30 on the conference
(Doc. x, p. H-144).
3. Far Eastern Commission and Allied Council
At the first meeting of the Conference on
December 16, Mr. Byrnes circulated a statement of
the American policy regarding the Far Eastern Com-
mission and the Allied Council (Doc. A, Encl. 3a,
p. H - 35) and also drafts of proposed revisions of
the terms of reference of the Commission (Doc. A,
Encl. 3b, p. H-36) and of the Council (Doc. A,
Encl. 3c, p. H-40) The subject was passed over at
the second meeting (Doc. B, p. H-44) and when it
