authority should exercise its powers and functions
through a High Commissioner and an Executive Coun-
cil composed of one representative for each of the
States comprising the administering authority; and
that the High Commissioner and Executive Council
should promote as rapidly as possible the progres- -
sive political, economic, and social advancement of
the Korean people, and should establish a popularly
elected Korean legislature and an adequate Korean
judicial system, all for the purpose of bringing
into being an independent Korean Government within
a
period of five years, which might be, extended if
necessary by agreement among the four states repre-
sented on the administering authority for a further
period not to exceed five years.
