TOP SECRET H-89 DOCUMENT G EXTRACT Generalissimo Stalin to President Truman, letter dated December 23, 1945 I was glad to receive your letter; 1 handed to me by Mr. Byrnes, in which you write about the most im- portant questions which are now being discussed by us. I agree vith you that the peoples of the Soviet Union and the United States must strive to work together in the cause of the restoration and maintenance of peace and that we must proceed from the fact that the com- mon interests of both our countries are higher than individual differences between them. The Conference of the three Ministers taking place in Moscow hag alrepdy produced its positive results. The steps undertaken by you and by Mr. Byrnes böth on the question of Japan and on the question of peace treaties have done much to facilitate the matter. It may be considered that agreement on these important questions has been achieved and that work has been fulfilled a.t the conference which will have great significance for the establishment of the needed mutual understanding between our countries in this transitional period from war to peace. The question of atomic energy is still in process of discussion. I hope that on this question as well we will arrive at a community of views and that a decision will bei worked out by joint efforts which will satisy both our countries and also the other peoples. You are of course informed concerning my first talk with Mr. Byrnes, We shall also meet with him for othsr talks. But I already believe it possible to say that on the whole I regard optimistically the results of the ex- change of views on current international problems which is now taking place. between us, and I hope that this will open uo further opnortunities for the coordination of the policy of our countries on other questions.
