Introductory Note The Firsti Cairo Conference. was the only Allied wartime conference of Heads of Government devoted entirely to: a' consideration of questions dealing with the war against Japan. President Roosevelt; : Prime Minister Churchill, and Goneralissimo Chiang Kai+shek met together for the first and only time de Cairo, Egypt, from November 22 to 26, 1943, on the initiative of President Roosevelt The .President and : Prime Minister were accompanied by their respective military and diplomatic advisens. Anthony Eden, British Foreign Secretary, was in Mr. Churchill's party. John G: Winant, Laurence A. Steinhardt, and W. Averell Harriman, American Ambassadors to the United Kingdom, Turkey; and the Soviet Union; respectively, and Alexander C. Kirk, American Minis- - ter to. Egypt, as !well as Harry L. Hopkins; Special Assistant to the President; were members of the United States Delegation, which included a large contingent of high-ranking military; mavalylandiair officials. Apparently neither the officersifrom the Department of State nor those from the Foreign Service present at Cairo participated in the Far Eastern deliberations on either -the (political or military level. The Generalissimo was accompanied by Madame. Chiang, Chinese military and naval officers, and United States : Army officers thenion duty in the hina-Burma-India theater. There was: no definitive agenda. The Secretariat of the Combined Chiefs. of Staff irecorded the military discussions in which the three Heads: of Government participated. No record hasi been found of the the political discussions among the Heads of Government and there is no indication that such a record was even made.
