announced their war aims with regard to Japan in the
Cairo Declaration, issued on December 1, 1943. The
organization of a combined Anglo-American-Chinese
operation for the recapture of Burma, a military
question with political overtones which had been
under close consideration even before the Casa-
blanca Conference (January 14-24, 1943), was treated
at great length at both the First and Second Cairo
Conferences 1
Specific Subjects
1. The Cairo Declaration
The three Heads of Government, on December 1,
1943, 2 issued the Cairo Declaration which set forth
the war. aims of the three major Allies engaged in the
struggle against Japan. It appears that no record
was made of the discussions preceding the drafting
of this document. The three Powers indicated in the
Declaration that they icoveted no: gain for themselves
and had no thought of territorial expansion. They
agreed that their purpose in prosecuting the war
was to strip Japan of all the islands in the Pacifi c
which it had obtained since 1914; that Manchuria,
Formosa, and the Pescadores Islands were to be
restored to China; and that Japan was to be expelled
from all other territories which she had taken "by
violence and greed", The Declaration also stated
that the three Powers were determined that Korea, in
due course, was to become free and independent; and
that they would continue. to press military operations
until the unconditional surrender of Japan was
procured (Doc. K, p. C-44).
2. Chinese Aspirations in the Far East
When discussing operations, in the Southeast Asia
Command with Prime Minister Churchill at the Second
Plenary Meeting on November 24, 1943, President
