been made at the Cairo Conference.

8. Military Aid to China
In the absence of minutes of the President's
conversations with Generalissimo Chiang at Cairo it
is difficult to say with certainty what commitment
the President made with regard to equipping Chinese
forces. From the available evidence it appears
that the President made some sort of a commitment
to equip ninety Chinese divisions,
At the 130th Meeting of the Joint. Chiefs of
Staff on November 25, 1943 General Marshall reported
that the "President had already been spoken to about
the arming of the third group of Chinese divisions" .
(Each group consisted of thirty divisions. ) General
Marshall stated that the President "had postponed
any definite commitment in this connection although
he had made it clear that the United States intends
eventually to provide the equipment for this group
(Doc. F, p.c-31) In a memorandum for the Chief
of Staff, dated December 31, 1943, Major General
General Thomas T. Handy, Assistant Chief of Staff,
wrote: "The commitment regarding the Lend-Lease
equipping of Chinese Divisions the President actually
made at Sextant is not known. We are proceeding on
the assumption that the President' maide no commitment

at Tehran on November 28, 1943, however, President
Roosevelt informed the Marshal that 'we are now
supplying and training 30 Chinese divisions for
operations in Southern China and were proposing to
continue the same process for 30 additional divisions".
