MEMORANDUM FOR THE PRESIDENT Subject: Arrangements for International Trusteeship Background This question was not discussed at Dumbarton Oaks because of the desire of our Joint Chiefs of Staff that it not be discussed. The Soviet, British, and Chinese delegations expressed a desire that it be taken up at a later date, and we undertook to give consideration to the question of whether the matter should be postponed until the Conference or a preliminary exchange of papers take place before the Conference. The Department of State has already prepared tentative proposals on this subject. Recommendation It is recommended that 1. The Department of State proceed, in consultation with the military and naval authorities, to a further examination of the tenta- tive proposals; and 2. It be authorized, if you approve the proposals, to transmit them to the British, Soviet, and Chinese Governments prior to the convo- cation of the Conference.
