    "ocrText": "J. 333305-MONO-State\nGalley\n10\nUNCORRECTED GALLEY PROOF\n(2) Conference Documents-This category comprises proposals,\nmemoranda, and correspondence, of American, British, or Russian\norigin, that were actually submitted or exchanged as a part of the\ninternational negotiations at the conferences. It also includes, of\ncourse, the international documents signed at Yalta. For both\nMalta and Yalta, documents of this type have been included for\nmilitary, as well as political, subjects.\n(3) Intradelegation DocumentationThis type of documentation\nincludes minutes or notes on discussions within the United States\nDelegation bearing directly on the subjects under negotiation at the\nconferences with either the British or the Russians or both. It also\nincludes memoranda and correspondence on such subjects within the\nUnited States Delegation or between the Delegation and other\nofficers of the United States Government. At Malta and Yalta\nthere were frequent meetings of top civilian advisers with the Secre-\ntary of State or the President to discuss political subjects under\nnegotiation at the conferences, but apparently no minutes of these\ndiscussions were prepared. Such notes as could be found on these\ndiscussions have been included, together with all significant intra-\ndelegation memoranda dealing with international conference subjects.\nOn the military side, minutes were regularly kept of the meetings\nof the Joint Chiefs of Staff at Malta and Yalta. Those portions\nof\nthese minutes which relate to subjects under international negotia-\ntion at the conferences are included in this volume, together with\nsuch related documents as are not adequately summarized in the\nminutes themselves.\nUNPUBLISHED SOURCES\nOnly a small proportion of the total documentation published in\nthis volume was found in the indexed Central Files of the Department\nof State. Documents which came from those files are indicated by\na file number, in the usual style of Foreign Relations. The great\nmajority of documents in this volume came either from unindexed\nfiles (i. e., special collections) within the Department of State or from\ndocumentary collections outside the Department. These sources\nare indicated by brief headnotes above each document. The files\nand collections so indicated are described in the following paragraphs.\nA. INSIDE THE DEPARTMENT OF STATE\n1. Bohlen Collection-This collection consists of the Yalta minutes\nand documents collected by Charles E. Bohlen, then Assistant to the\nSecretary of State, who served as interpreter for the President at\nYalta. It contains all the minutes of the plenary meetings at Yalta\nwhich were prepared by Bohlen. It also includes one memorandum\nof conversation dictated by Averell Harriman and the minutes of the\nmeetings of the Foreign Ministers at Yalta which were taken by\nEdward Page, Jr., then Second Secretary of the American Embassy\nat Moscow, who served as interpreter for Secretary Stettinius. Also\nin the collection are copies of the more important conference docu-\nments and one paper of British origin dating from Malta. The\nBohlen Collection, while by no means complete, has been regarded\nby the Department and the White House as the nearest approach to\nan official American record of the Yalta Conference.\n2. Hiss Collection-This collection consists of the notes and docu-\nments pertaining to Malta and Yalta, which were collected by Alger\nHiss, then Deputy Director of the Office of Special Political Affairs.\nThe Hiss Collection, which comprises only one file folder, contains the"
