MEMORANDUM FOR MR. MURPHY
SUBJECT: Progress Report on Immigration and Escapees.
I. New Immigration Legislation.
1. I have tuo versions of a draft message to
the Congress, prepared by Jin MoTigue and John Gibson.
Copies are attached.
2. Roger Jones tells me that MeTigue is working
on draft legislation to carry out this messago.
3. Budget will tako over the draft legislation
this week and work out the organisational problems of the new
progras.
I hope that we can send this mossage and
draft legislation up to the Hill before the President leaves
for Key West.
II.
PSB Program for Care and Resettlement of Escapees
under the Kirsten Amendment.
1. I reported to Sam Berger the sonse of yesterday's
meeting and our strong feeling that MSA should release the necessary
funds to the State Department to eget this progran started
before hearings begin on the MSA legislation.
2. Sam Borger is worling on the necessary papers to
put this through.
3. Sam Berger says that Ted Tannenwald is still
opposed to this step and wants to talk it over with Harriman.
I an trying to reach Ted on this.
After this step is taken, I think we should
tay to get the whole program on escapees shifted out of MSA.
III. Military Aspects of the Escapee Program.
1. I vant to talk to Frank Nash about this as soon
as he gets back from Lisbon. He is expected to return today.
