MESSAGE
To the Congress of the United States:
I recomment that the Congress authorize a special program
of aão to refugees from behind the Iron Curtain and that a limited
number of these people be admitted to the United States. I recoumend
further that admisal on to this country be authorized for a limited
nunber of persons now living in the overpopulated areas of Western
surope.
The adaission of displaced persons under the Displaced
Persona Art of 1948 1a approaching the termination date fixed by
the Congress. The Congresa and the American people have every
räght to be proad of the achievements sade under this farsighted
hummitariar legislation.
Under this law, almost 330,000 viotims of tyranny have
been resettled in the United States. The major phase of the pro-
gram was completed with the issuance of practically all of the
341,000 visas authorized to be insued by midnight, December 31, 1951.
