Res. 270] The Committee on the Judiciary, to which was referred the resolu- tion (S. Res. 270) to establish a special committee to be known as the Special Committee To Investigate the Problem of Overpopulation in Western Europe and Programs of Assistance to Refugees From Com- munist Tyranny, having considered the same, reports favorably there- on with amendments and recommends that the resolution, as amended, do pass. AMENDMENTS 1. On page 2, line 11, immediately following the period insert the following sentence: "The members from each committee shall be ap- pointed by the chairman of each committee" 2. On page 5, line 2, immediately following the dollar sign insert the sum '65,000". 3. On page 5, line 6, strike the period and insert the following: 'January 31, 1953" STATEMENT One of the most serious problems which is facing the free world today is the problem of the surplus population of the free countries of Western Europe. It is a problem which is becoming increasingly more acute because of the additions to the Western European popu- lations caused every month by thousands upon thousands of refugees from behind the iron curtain. Although it is principally a humani- tarian problem, it is likewise an economic and political problem which has a direct bearing on our efforts to strengthen the free world against Communist encroachment. The resolution establishes a special committee to be known as the Special Committee To Investigate the Problem of Overpopulation in
