Proposed Article on East/West Trede
Attached is a copy of material prepared so far. This is
incomplete and is sent to you at this time because ve have reached
the point where a. decision must be mode on what sort of a document
we are going to produce.
From the literary point of viev the article is too dis-
jointed, and too many thoughts are left suspended in mid-air. This
came about becouse the article started out to be on East/West trade
but it soon developed that explaining this subject to a reader un-
femilier with it required e rather complete explanation of Russia,
who is the opponent against whom it is proposed to develop a plan
of compaign.
1 think the principle thing to be decided is the size of
the document. The subject seems much too long to be covered in a
sinple magazine article, and the other alternatives appeax to be n
sort of continued story or a booklet published by ECA, not as an
official statement of policy, but as what, I believe, is celled a.
"think piece" which will be completed by adding much of the material
found in my report on the proper use of trade manipulation as a wea-
pon of attack.
