V 87 STANDARD FORM NO. 64 Office Memorandum UNITED STATES GOVERNMENT TO : Robert N. Golding DATE: January 7, 1952 Robert R. Mullen 1305 FROM : SUBJECT: Proposed Article on East/West Trade I've read this carefully, and while it is as you say somewhat fragmentary, I found it interesting. It seems to me that its great problem is one of structure. You need, in my opinion, a strong and firm outline. Your central, or dominant point, is that war can be averted and peace made secure through wise, if not brilliant, use of trade devices, plus other steps. It seems to me, therefore, that you should nail this down as your proposition right at the start. Then make every- thing else plainly a documentation of that central theme. For example, when you use Aetius' tactics against Attila, carry it through to an illustration of tactics to be employed in East- West trade. Further, it appears to me that you are the only person who can do this. You are literate, it's your idea. Only you can work out the outline as you would want it to be. I suggest that you set down an outline, working it out in some detail. Then, let's look it over together. Attachment
