Dear Harold:
#eplying to your letter of the Twenty-first,
I have just checked with the Navy Department concerning
your status as an alternate appointee to Annapolis.
The young man who was your principal has passed
his physical examination and has been admitted to the
Academy. Therefore, there is no vacancy to which you may
be appointed.
I regret that I cannot send you a favorable
report on this matter.
