correct and just and payment thereof has not been received. If This
certification will be signed in ink by the vender or in case the
vender is a company or corporation, it will be signed in the name
of the company or corporation followed by the personal signature of
the person acting for the company or corporation, showing the title
or capacity in which such person signs. The original invoice shall
be attached to the original voucher and the copy of the invoice shall
be attached to the carbon copy of the voucher to be retained by the
auditor of the State Administration.
II REPORTS
1. The State Administration shall send weekly to the Administrator
at Washington by telegraph a State summary of the Civil Works pro-
gram showing specifically:
1. Date of payroll covered by report
2. Number of employees on payrolls
3. Total number of hours worked
4. Total amount of payroll
This telegraphic report shall be followed by a weekly report on
the form prescribed by the Administrator and will serve as a basis
for future releases of funds to the State Administration.
The State Administration shall submit to the Administrator
at Washington a monthly report, by counties and by projects, of all
Civil Works expenditures, and such special reports as the Adminis-
trator may from time to time prescribe.
2. The Administrator will prescribe forms upon which the local ad-
ministration shall report to the State Administration the data
required in the above paragraphs.

1. The procedure herein prescribed applies only to the disburse-
ment of funds allotted from the appropriation, "National Industrial
Recovery, Civil Works Administration, 1933-1935", and not to Recon-
struction Finance Corporation or local funds.
2. The special disbursing officer in each State will, upon the nomi-
nation of the State Administration designate an assistant disbursing
officer for obligations incurred directly by the State Administration.
3. The State Administrations shall provide such additional personnel
as the special disbursing officers may require for the prompt per-
formance of their duties in connection with the-Civil Works Program.
