A Regional Plan.

have an idea, when City Planning or Region-
al Planning is mentionaed that some Highbeow who spells
Art with a capital A is going to tellus how everyone
can live in a palace on a boulevard a hundred feet wide
in a city with no smokestacks, no railyards, no tall
buildings or any of the other things necessary to create
the sinews of war for the building of the palace or
the boulevard.
That is not the case today. A proper and scientific
plan of future growth is something that all great cit-
ies have to face and carry out or else cease to be
great cities. A regional Plan is nothing less than the
proper and scientific laying out of land for the proper
care of large populations. It means transportation sys-
tems:- plenty of them in the right places, Air, Water
Rail, Highways. It means zoning of land for factories,
wholesale and retail business, hotels, apartments, resi-
dences, recreation centers, parks, sanitation and what-
ever else is necessary to make right living conditions
coinside with proper conditions for making a living.
