A check of China military aid cargo shipped on the SS 28 January 1949 indicated a shortage of one box, miscellaneous signal equipment, Port Reference No. AP 8531, Item No. 4047. Verification of this shortage was not practicable until recently because of lack of shipping documents at time of discharge. Certificate of Major General V. S. Pan, authorized to receipt for China aid material is attached. 2. Request appropriate action to replace the missing item or items. The U. S. Military Attache to the Republic of China is being furnished a copy of this letter for his information.
