synopsis or intimation to be given out or published until the
READING of the President's Message has begun in the Senate.
Extreme care must therefore be exercised to avoid premature
publication.

TO THE SENATE OF THE UNITED STATES:
With a view to receiving the advice and consent of the Senate to
ratification, I transmit herewith a supplementary protocol, signed at
Washington on June 6, 1946, modifying in certain respects the con-
vention between the United States of America and the United Kingdom of
Great Britain and Northern Ireland for the avoidance of double taxation
and the prevention of fiscal evasion with respect to taxes on income
which was signed at Washington on April 16, 1945.
I also transmit herewith, for the information of the Senate, the
report of the Secretary of State with respect to the protocol.
