Denfeld, Deputy Chief of Naval Operations (Personnel) discussed the question of a universal training program in relation to the problems that might be encountered by the Armed Forces, and particularly by the Navy, in any possible future war. In addition, Major General Butler B. Miltonberger, Chief of the National Guard Bureau, and Major General Edward S. Bres, Executive for Reserve and ROTC Affairs of the War Department Special Staff, outlined the organization and character of the civilian components of the Army, discussed their problems in the procurement of personnel, and especially the relation of these problems to a universal training program.
