The President's Advisory Commission on Universal
Training held its fourth session yesterday and today. By
invitation, Col. John Thomas Taylor of the American Legion
presented the Legion's views on a universal training program
and outlined the Legion Plan. The Chief of Chaplains, Major
General Luther D. Miller, described the Army's proposed pro-
gram in the fields of religion and morals and, together with
the Surgeon General, Major General N. T. Kirk, discussed
various plans for safeguarding the health and welfare of
trainees.
Vice Admiral F. P. Sherman, Deputy Chief of Naval
Operations (Operations) and Vice Admiral L. E. Denfeld, Deputy
Chief of Naval Operations (Personnel) discussed the question
of a universal training program in relation to the problems
that might be encountered by the Armed Forces, and particularly
by the Navy, in any possible future war. In addition, Major
General Butler B. Miltonberger, Chief of the National Guard
Bureau, and Major General Edward S. Bres, Executive for Reserve
and ROTC Affairs of the War Department Special Staff, outlined
the organization and character of the civilian components of
the Army, discussed their problems in the procurement of personnel,
and especially the relation of these problems to a universal
training program.
The Commission will hold its next session on
January 15 and 16.
