Extreme care must therefore be exercised to avoid premature publication, CHARLES G. ROSS TRUMA Secretary to the President NARA GREEN TO THE SENATE OF THE UNITED STATES: With a view to receiving the advice and consent of the Senate to ratification, I transmit herewith a consular convention between the United States of America and the Republic of Costa Rica, signed at San Jose on January 12, 1948.
