My dear Mr. Latta:
On April 30, 1945, you advised this office that H. R. 2625,
"To extend the Selective Training and Service Act of 1940, as amended, "
had been received at the White House, and requested reports and recom-
mendations as to the approval of the bill.
The two principal objectives of the bill are: (1) to extend the
Selective Training and Service Act of 1940, as amended, from May 15,
1945, to May 15, 1946, or the date of the termination of hostilities in
the present war, or on such earlier date as may be specified in a con-
current resolution of the two Houses of Congress for that purpose; and
(2) to amend Section 3 (a) of said Act, as amended, so as to provide
that no man under nineteen years of age, who is inducted into the land
or naval forces under the provisions of this Act, shall be ordered
into actual combat service until after he has been given at least six
months of military training of such character and to the extent neces-
sary to prepare such inductee for combat duty, with the proviso that
this shall not be construed as preventing the assignment of enlisted
men of the Navy or Coast Guard and the reserve components thereof to
duty for training on combat vessels of the Navy or Coast Guard and at
naval bases beyond the continental limits of the United States.
A facsimile of the enrolled enactment has been referred to
the War and Navy Departments, and the Selective Service System, and
their replies, ei ther recommending approval of the bill or inter-
posing no objection to its approval, are attached.
I recommend that the bill be approved.
