R. 715, "To provide the transfer by the Secretary of War of the Roseburg Rifle Range, Douglas County, Oregon, to the Reconstruction Finance Corporation, and for other purposes, had been received at the White House, and requested reports and recommendations as to the approval of the bill. It is the purpose of the bill to authorize the Secretary of War to transfer to the Reconstruction Finance Corporation a tract of land known as the Roseburg Rifle Range, situated in Douglas County, Oregon, compris- ing 34.18 acres, in return for which the Corporation would acquire and convey to the War Department, subject to the approval of the National Guard Bureau, a tract of land in the vicinity of Roseburg suitable for use as a target range. The Defense Plant Corporation, a subsidiary of the Reconstruction Finance Corporation, in the erection of a sawmill plant at Roseburg, Ore- gon, found it necessary to construct a portion of the facilities upon the Roseburg Rifle Range, and it was subsequently found necessary to utilize the entire 34.18 acres of land within the rifle range for a reservoir and for other facilities in connection with the sawmill, the cost of which was in excess of $1,000,000. A facsimile of the enrolled enactment has been referred to the War Department and the Federal Loan Agency, and their replies, interposing no objection to the approval of the bill, are attached.
