april DEG 3 2945 EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON 25, D. C. NOV 301945 My dear Mr. Latta: The Congress has enacted H. R. 1961, "For the relief of Florentine H. Keeler, Harold S. Keeler, and Genevieve M. Keeler." It is the purpose of the bill to pay the sum of $3,000 to Florentine H. Keeler, the sum of $17.50 to Harold S. Keeler, and the sum of $1,070.90 to Genevieve M. Keeler, in settlement of all claims against the United States for personal injuries, medical and hospital expenses, loss of earnings, and property damage sustained as the result of an airplane crash at Hunt- ington Beach, California, on June 27, 1943. It appears that on the date in question a flight of four twin-motored Army planes, piloted by flight officers on en of- ficial practice mission, took off from the Orange County Air- port at Santa Ana, California; that after approximately one hour of combat maneuvers a motor of one of the planes failed; that the pilot trimmed the plane for single-engine flying, but the power of the remaining motor gradually decreased and the plane rapidly lost altitude; that at an altitude of about 3,000 feet the pilot bailed out while his machine was headed out to sea; that the plane then circled, headed toward land, and crashed on Huntington Beach. As a result of the crash an explosion resulted and the plane was consumed by fire and several civilians who were on the beach near the spot where the crash occurred were injured by the fall- ing plane or were burned by exploding gasoline. Harold S. Keeler sustained a laceration and contusion of the left upper arm and incurred medical expenses in the amount of $17.50. NARA
