My dear Mr. Latta:
The Congress has enacted H. R. 3834, "For the relief of Mrs. Eunice
C. Hardage. "
It is the purpose of the bill merely to waive the time limitation
fixed by statute for the filing of claims under the Federal Employees'
Compensation Act in order that the claim of Mrs. Eunice C. Hardage on
account of the death of her husband, Newton G. Hardage, former rural mail
carrier, at Dallas, Georgia, whose death of pneumonia occurred on January 8,
1936, alleged to have been caused by exposure, may be filed and adjudicated
on its merits. The bill provides that the claim must be filed within six
months from the date of the approval, and that no benefits shall accrue
thereto prior to the date of approval of the act.
A facsimile of the enrolled enactment has been referred to the Em--
ployees' Compensation Commission and the Post Office Department, and
their replies, interposing no objection to the approval of the bill, are
attached.
I am authorized by the Director of the Bureau of the Budget to recom-
mend that the bill be approved.
