The Veterans Administration interposes no objection to
approval of the resolution.
The National Housing Agency interposes no objection to
approval of the resolution.
The Director of the Bureau of the Budget calls attention
to the letter addressed to him by Chairman Cannon of
the House Committee on Appropriations (copy attached)
relative to the manner in which a particular amend-
ment was of ffered and stating that a veto should not
occasion a hurtful delay.
The Director of the Bureau of the Budget feels that dis-
approval of the resolution would occasion some delay
in relieving the immediate ne ed for veterans housing
The Director has prepared draft of memorandum of dis- esta
approval in the event the President feels disposed to
follow Chairman Cannon's recommendation, but the Di-
rector of the Budget does not feel justified in recom-
mending that the President withhold his approval.
The Director feels that the consequences flowing from dis-
approval of this otherwise nuch needed enactment would
be of such a character as to cause a great deal of re-
sentment on the part of many people who are interested
in promoting the welfare of returning veterans.
