My dear Mr. Latta:
The Congress has enacted H. J. Res. 316, "Making an additional
appropriation for the fiscal year 1946 for readjustment benefits,
Veterens Administration.
It is the purpose of the resolution, as indicated by its title,
to appropriate an additional amount of $500,000,000 for the fiscal
year 1946, for the payment of benefits to or on behalf of veterans as
authorized by titles II, III, and V of the Servicemen's Readjustment
Act of 1944, and to remain available until expended.
An estimate of the additional appropriation was submitted to
the Congress by the President on February 2, 1946 (H. Doc. 445), at
which time it was explained that the 1947 Budget provided an amount
of $366,499,422 to be expended for the same purpose in the fiscal year
1946, but that due to the demands on this fund by reason of the very
heavy demobilization of the armed forces, the peak of the demand had
been advanced to the point that the presently available funds will be
exhausted before the end of February.
The Bureau of the Budget has informally contacted the Veterans
Administration, which initiated the estimate, and it recommends that
the resolution be approved.
I recommend that the resolution be approved.
