to make C. full roport to him with suggostion for improvements on
operational plans end criticisms on shortcomings. This to be pro-
sentod to Stato Her Council at Los Angolos noxt week.
5:10 P.M. All four above named persons como baok to my office--
hold 30 minutes conforence. Thon took thom to dinnor. Matters of
importance discussing further at dinner to 8:20 P.M.
9:05 A.M. July 20--J.Waltor Bloir, U.P.B. Son Francisco called to
advise Don Kramor, Red Cross Diroctor had boon given blankot auth-
ority to issuo V.P.B. clearances on minor omergoncy materials for
ropairs. Lerger projects will be givon emergency clearances repidly
from the San Francisco hoadquarters. I suggosted that W.P.B. send
a man to stey on the scent, thus saving time. Gosolino and menpower
CS well as Cotting rapid action all the way around. Blair agroed
to confer immodiately with his suporiors and advise our office
within an hour.
