Between office and Port Chicago numerous timos during the doy. Not
too many important developments. Red Cross still feeding people.
Salvation Army on job since midnight, July 17, still serving coffee
and food. Poople still walking around in daze--rehabilitation just
beginning to take shape. County Co-ordinator Bowers still in strick-
en area.
July 22, 1944
9:36 A.M. In Port Chicago. Judge Lichti advised most pressing
thing at that timo was tc get head or toil about what VOS going to
be done by the insurance companies and the navy concerning settle-
ment of claims.
9:41 A.M. Called on Walter Van Winkle and told him what Ischui said.
He confirmed it. Said he would call mecting that evening or Sunday
at 2 P.M. Ho said that if the situation had not cleared by that time
he was going to get me to untanglo the mess.
1:00 P.M. Back in office proparing sheets and maps to be ready to
take completo appraisol of damage starting Monday morning, July 24,
if necossary.
2:44 P.M. Colled Dunklee to ask if he would come down and Get
necessary maps.
4:07 P.M. Dunkloo arrived SCW what I wantod and offored to moke
maps up at carliost time Monday morning.
7:30 P.M. Drove to stricken oroa for survey. Roads blocked agoinst
curious sightscors.
July 23, 1944
8:30 A.M. All morning in office in properation for appraisment if
nocessary.
3:00 P.M. Van Winkle called-said government opproisors had arrived
on scene in accordance with orders of Judgo Advocate General of Navy.
At that tino I decided my procoeding with approisel would be a
duplication and that I would stand by temporilly to watch dovelopmento
9:30 P.M. Survey of town, all quict--Road blocks had boen on all
day ainst sightscors, but wore not up at that hour.
July 24, 1944
9:13 A.M. Arrived in Port Chicago. Conference Van Winkle shows
things were pretty confuses CS to situation. Decided to go back to
office and find out what WGB what.
1. Basis of rumar that groupe of insurance companios,
honded by Hartford had pledged up to $2,000,000 to care for demages.
2. Just what was going to do on damagos?
10:21 A.M. Cliff Russol and Socretary, Miss Pratt, called togothor.
10:40 A.M. Placed call to Congrossman Cartor, Washington, sooking
tion. This phone completed at 3:34 P.M.
12:15 P.M. Attended luncheon at Chamber of Commorce whore Mr. Thomas,
hoad adjustor insurance compenios, mado sporch. Askod him numerous
questions, among thom about the $2,000,000. Ho did not know any-
thing about such on offor.
2:02 P.M. Mr. Shafer, Hartford officiel, called saying no truth
about such 0 rumor. Also said insurance companios woro going to loan
thoso covored with insurance until such timo as it was dotormined by
War Demago Commission what was final status of casos.
2:20 P.M. Miss Grace Kampan, Stato notritionist call.
3:34 P.M. Talked with Congrossman Certor in Washington who advisod
that Novy would assumo up to $1,000 on those not covered. That
spocial laws would bc introducod in Congross covering all those above
