ROSALYNN CARTER even FROM: ACHSAH NESMITH SUBJECT: Iowa Jefferson-Jackson Day Dinner This draft will need updating to reflect what happens on energy in Congress, last minute farm prices and conditions and other events that might overtake us. It would also be stronger with a few more personal reminiscences about some of these stops (or others). Tim Kraft couldn't come up with any that he felt would hold up well in a crowd. If Marie Jahns is going to be there it would be good to do something beyond just this mention. I understand she did come to the Inauguration, was unable to attend the Iowa party and the J-J Dinner last year but I'm told she plans to come to this, and that she is almost totally blind now -- able to distinguish little more than between daylight and darkness. FOR YOUR BACKGROUND 1. Issues: As you know, we lost Iowa by only 13,000, although it has rarely voted for a Democratic for President. Catholic areas went heavily Democratic, Lutheran heavily Republican, Methodist split evenly. The President had three main things going for him among Iowans -- they thought he understood farmers (more Iowans depend directly on agriculture for a living -- most of their industry is agricultural equipment -- than in almost any state), would have a highly moral and honest administration and would manage government efficiently. -2- So far they do not perceive government as any more efficient than usual, and they are disturbed by incidents such as Peter Bourne saying drug use was common at the White House. Corn (corn prices are soft) and cattle farmers are not happy about our farm programs. Hog farmers seem to be prosperous and happy though the beef import decision makes some uneasy. The record corn crop apparently is something to see, so you can stress their accomplishment and avoid price discussions. The grain set-asides affect them some, but not much. Beef According to our agricultural specialists, the experts expected beef prices to go down even if we had not increased import quotas. Beef prices were leading the inflation spiral, and had gone way above what conditions called for. The drop was not as immediate as some farmers indicate. The import quota increase amounts to only 1/4 of 1% of the beef market, and has a minimal actual long-term effect, but market prices are partly psychological and the action signalled everyone that the President did not intend to let prices just go up and up. That countered the psychology of "buy now at whatever you can get things for because tomorrow they will cost more. This, of course, was the whole idea. Beef prices to farmers are on the way back up, and have -3- now recovered about half of the ground lost then, may recover more by the time of this speech. Since cattle do not have to go to market regardless of price, as might be the case with lettuce or peaches for example, it is not exactly correct to say farmers "lost" certain amounts because of the drop. They have considerable leeway on when to sell. Those who went ahead to market just after prices fell did not get what they expected, perhaps, but the number is relatively small. What counts is that they feel that after several years of losses as soon as things began to improve for them they were cut off at the pass, and will be again before they can make up for past years. They don't buy our arguments that letting in lean cattle gave them a better market to use up all the fat cattle. Livestock is a major factor in the 25% increase in farm income in the past year, but they still feel we've let them down. The important thing to remember, though, is that had the President not acted, the psychology of inflation would have heated up the whole economy, not only with consumers but with the businessmen who make decisions that raise wages and prices all down the line. The beef import quota decision was a small adjustment in the market, but was an important gesture in relieving pressures for strong controls of beef and other food prices that would have become intense if he had not acted when he did. -4- Because Iowa farmers are generally specialized, almost all of them buy a considerable amount of food at grocery stores and they are hurt by food price increases in other areas. Also, Iowa has one of the highest percentages of elderly people to its total population in the country, and the elderly are hit hard by inflation. (They are also vitally concerned with Social Security.) UAW The UAW is unhappy because of the health insurance decision. Since they have a disproportionately high influence on delegate selection, and Chuck Gifford was an important factor in our success in that in 1976, anything you can do to improve relations there would be helpful. 2. Candidates: (See accompanying Congressional Quarterly Summary) Clark is reportedly in better shape (his arch- conservative Republican opposition has been tied to a past scandal) Clark has always led in the polls but not as much as he would like this far ahead for an incumbent. He has been playing down his Carter ties somewhat in recent days, and just how to handle that at the time to be most helpful will take some last minute consultation with his people. Fitzgerald has a very uphill fight because of Gov. Ray's popularity and the fact that he has apparently been a good administrator and run a scandal-free state for three terms. Here again we'll need some last minute consultation. -5- Congressman Bedell is said to be the most in trouble of the Congressional candidates. Accompanying articles from the Des Moines Register on Bergman's visit indicate some of the problems there. 3. Judge: Don O'Brien, who was campaign coordinator in Michigan and almost beat Ford in his home state, is a very popular Sioux City attorney and was on the Democratic National Committee in 1976. He was recommended by the Senators for a judgeship and everyone expected him to be appointed. There are problems, but Margaret McKenna says the final decision should be made early in September. 4. Recent Iowa Appointees: John Devereaux, who was originally from Louisiana but lived in Iowa and served on Congressman Harkin's staff, until his recent appointment as executive director of the White House Conference on Small Business. Iowa has such a low unemployment rate it is considered technically over-employed. Perhaps he can help the rest of the country figure out how to match Iowa's record. 5. Other Issues: HEW got into a controversy last year by demanding that girls basketball teams in Iowa abandon their traditional 6 players and go to 5 like everybody else (apparently scholarship eligibility, etc, was involved). Girls basketball is a very -6- serious thing in Iowa; fathers travel around to cheer their daughters on. Califano eventually held up a decision because of the uproar so Iowa still has 6 girls to a team. (Lori Baux in personnel, who worked on the Iowa campaign, is remembered by some Iowans from her basketball days.) I can find no well-known difference in Iowa and Georgia corn comparable, say, to Idaho potatoes. There are differences in varieties, they grow mostly feed but some eating corn, a little pop corn (Indiana is the major pop corn producer.) They apparently do not grow white "eating" corn like ours. Griffin Smith, our gourmet speechwriter, tells me he once ate some corn specially flown in from Iowa after it was picked at its peak in the morning dew, and swears it was better than any corn he ever tasted, even some picked while the water was boiling in the best prescribed manner. Despite this testimony from a serious connoisseur, I can find no official corn experts who can tell me why this would be so, but experts have produced many of the beautiful plastic-tasting fruits and vegetables we know SO well, on the theory that consumers won't know the difference in taste, so I'd go with Griffin's assessment of Iowa corn's obvious superior flavor. ROSALYNN CARTER IOWA JEFFERSON-JACKSON DAY DINNER September 1978 I was especially pleased that you invited me back to Iowa at harvest time. Your corn crop is just beautiful. I know after last year's bad weather how satisfying it must be to see those miles and miles of healthy corn- fields. You have a right to be proud. Farming can be discouraging, even heartbreaking sometimes. I know the risks and the hard work involved, but when I see a crop so healthy and abundant I remember why we endure all those risks, all the work and struggle and years of disappointment. It's for such a harvest as this. I'm sorry I couldn't have been here last year with Jimmy, but one of my fondest memories is of the Jefferson- Jackson Day dinner in 1975 -- the great night of the straw poll. Coming back to Iowa is almost like coming home. You all know how much your help and support meant to us. You took us in when nobody else outside of Georgia knew or cared - 2 - who we were. You listened to us and brought your friends and neighbors over to listen to us -- in all that snow. Even if we had never gotten to the convention, I'd still love you for it. And after you'd listened and decided we had something to say, you made the rest of the country listen. We wouldn't be in Washington if it hadn't been for you. Those were some of the longest, busiest days of my life. There were many days -- and many people -- in Iowa that fall and winter that I will never forget: the reception at Fort Dodge and another at Paul Kampa's farm in September, 1975; the luncheons at Mason City and Ottumka in December. One snowy day in January stands out -- I'd spent the night at the home of Nancy (?) and Jim Schaben after campaigning the day before with Brent Wynja. Bill Ryerson picked me up and drove to Council Bluffs for a luncheon and then to a coffee at the Shenandoah library. I was supposed to fly to Centerville but the weather was too bad, so Bill drove us on to a reception at the country club in Knoxville. We were about an hour late, but everyone waited. Bill and I finally finished that night with a function at the Ramada Inn in Des Moines. One of the people I remember best, not only because she was one of our earliest and strongest supporters, but - 3 - because she was such a remarkable person, is Marie Jahns. She wasn't able to make it to the Iowa party, or to dinner last fall, but I'm glad to see she's here tonight. Jimmy's first trip to Iowa was to a dinner honoring Marie at Le Mars for her 38 years of service as Plymouth County recorder. She holds the record for the longest time in elected office in Iowa of any woman from either party. But it wasn't her longevity that impressed us so much as her own strong character -- she symbolizes the honesty, integrity and selfless dedica- tion that we found so typical of Iowans. The thing I remember and cherish most about Iowa, antenna however, is the chance we had to get to know you --- to talk to you about what was wrong with the country and what was right, to share your worries and your hopes and dreams for the future of this great nation. I discovered that the people here worried about much the same things that occupied us in Plains -- about crops and making ends meet and preparing for their old age, that you loved your churches and your schools and took great pride in your communities and wanted to make a better world for your children and grandchildren. I discovered a wealth of friendship and strong moral values, a love of the land and a deep love for this country. - 4 - One of the things I missed later in the campaign, when the crowds got so large and the television cameras and reporters so numerous, was the opportunity to really talk to people as we could here in Iowa at coffees for 8 or 10 in a farmhouse and receptions for 20 or 30 in a big town. I won't say I'm sorry so many people are here tonight because I'm not -- I'm glad to see all of you, learning proud that you came, and I know the Iowa Democrats experience you'll be voting for in November are glad to see you and will be looking for your help and support. But I loved those little gatherings. That's one of the reasons that in the next few months I plan to be getting out into the country more and more. I want to have a chance to really talk to people about things that we need to do in our country and how we can do them -- not how we can get government to do them, but how we can get together and do what needs doing where we are in our own communities. We each have to take responsibility for our own actions and for our demands as well, always asking ourselves "What would our world be like if everybody did what I'm doing?" We found so much of that spirit in Iowa -- people accepting responsibility for their actions and their communities, not waiting for somebody else to solve their problems, but edition - 5 - working with their neighbors to make their community what they wanted it to be. You demand the same spirit from. those who serve you as you do from yourselves, and that's what Jimmy is trying to do -- to take hold of the problems we inherited and take the necessary steps to solve them. problems have built up over long periods but Often in the past our leaders ignored them because there were no easy or popular solutions. The people assumed things were not as bad as they might seem. They rightfully counted on their leaders to warn them of impending trouble instead of putting off hard decisions. Jimmy could have delayed some of these problems still longer, but that would have made them even harder to correct. Instead he has tried to be honest with you about the issues as he saw them to get the nation to face up to its problems and responsibilities and its potential. The hopeful thing to me is that there is so much we can do as a people and as individuals to control energy use and inflation and our en- vironment. We are not helpless. But we must work together on our common goals if we are to accomplish anything. We can not wait for the next fellow to make the first move, to accept the necessary sacrifices of temporary advantages. - 6 -- It is that spirit that has made the Democratic Congressional delegation from Iowa so outstanding and SO respected in Washington. Senator Clark and Senator Culver are known for their independence and integrity and their concern for the welfare of the whole nation. Tinsert here comments on the Congressmen closer to election7 Iowa is especially fortunate to have such a distinguished delegation. People keep saying Iowa is really still a Republican state, but I look at our two fine Democratic Senators and I see both houses of your legislature have Democratic majorities and four of your six representatives in Congress are Democrats, and I wonder where it is "really" Republican. Of course, you've still got a Republican governor, but you've got a good chance to correct that with Jerry Fitzgerald. We tried to get Jerry to come on our campaign staff but he was in the middle of a legislative session, and Jerry's not the kind of person who walks away from his responsibilities. He had a job to do and he had promised to reform Iowa's tax system to make it fairer. He kept that promise to the people of Iowa as majority leader, and I know he'll keep his promises as governor. - 7 - In Georgia when I was growing up times were hard and almost everybody was poor. Absolutely everybody was a Democrat. We were born Democrats, it was part of our heritage. In recent years as people have become more prosperous, some of them thought they'd gotten rich enough that they could afford to become Republicans, but then they elected a Republican President and found they couldn't afford it after all. When he was here in 1975 and 1976 Jimmy talked to you about a lot of tough problems that had been developing over a long period of time -- energy and inflation and health care costs. He talked about reorganizing the government SO it would work for us instead of against us. He talked about farm prices that would assure farmers of a decent living and some stability so you could plan, instead of the boom or bust situation we had had. He promised to make the Social Security system fiscally sound and he did. He promised to get Americans back to work and get the economy moving again, and he did. A record number of jobs were created over the past year -- more than 6 million. He promised you better farm and steadier income and its up 25 per cent, with livestock a major factor. He promised he would find ways to hold down hospital costs and he would propose the first comprehensive national - 8 - energy program and he did. Those two proposals could do more than anything else we could do to hold down inflation, but special interests have tied them up for months. He has proposed reforms that will restore merit to the merit system, so incompetence and laziness will not be rewarded and even more important, so good workers will have incentives to do their best. He has proposed a gradual phasing in of national health insurance. He has been criticized for not committing himself to fully implement national health insurance even if the overall economy does not warrant it. Some people call that a failure of leadership. I think leadership involves more than just the ability to order "full steam ahead". It also involves knowing when to cut the engines, and when to drop anchor. One of the first things a naval officer learns is that a ship is responsible for its wake. We must make sure that in the wake of our programs we don't do more damage than good. Inflation is not a simple issue. Like the energy problem, it is made up not only of major trends, but of millions of individual decisions. Wasted energy is a major cause of inflation, but so is the fear of many Americans that inflation is inevitable. Because of their fear they raise their prices and wage-demands not only to meet existing conditions, but to anticipate additional inflation. And that keeps us in a constant spiral of self-fulfilling fears. - 9 - When President Franklin Roosevelt said we had nothing to fear but fear itself, he was referring to the fear of further depression that was preventing people from starting to rebuild the economy. Whenever we over-react to real problems we make them worse. Before our country could start to rebuild then, it had to stop reacting with fear. We, too, must learn to stop reacting in fear. We must not let our fear of inflation control us if we are ever to control inflation. There are no magic cures. The solutions have to come in hundreds of individual and group decisions to use re- straint. Self-restraint is not glamorous. Americans much prefer to go all out on things, but what is needed right now is for labor and management, farmers and factor workers, consumers and government to join together to act responsibly and with restraint. FLORIDA KEYS AQUEDUCT AUTHORITY MONROE COUNTY, FLORIDA FmHA Loan $53,225,000 Florida Keys Aqueduct Authority was created by the State Legislature originally as the Florida Keys Aqueduct Commission in 1937. The enabling legislation was revised July 1, 1970, changing the name to the Florida Keys Aqueduct Authority. The Authority has the responsibility for providing potable water to Monroe County, commonly referred to as the "Fabulous Florida Keys." Fresh ground water is non-existent in Monroe County. Potable water is supplied from wells and treatment facilities located on the mainland at Florida City and piped about 138 miles to Key West through an 18" aqueduct. Other water is secured from a large desalination plant located in Key West and a smaller desalination plant located at Rock Harbor. The 18" aqueduct was constructed by the U. S. Navy in 1942 primarily to serve the naval facilities in the Key West area. On February 8, 1976, the U. S. Government transferred by quitclaim deed the facilities to the Florida Keys Aqueduct Authority. The aqueduct is old, has inadequate capacity, and leaks. It requires the services of three repair crews to repair leaks. Energy costs are excessive to operate the two desalination plants and the five pumping stations. Planned Improvements The project consists of the construction of a new pipeline from the Florida City well field and treatment plant in South Dade County to Stock Island in Monroe County. The pipeline will be approximately 138 miles long or 700,000 linear feet. The pipeline diameter will be 36" from the 2 Florida City well field to Tavenier, 30" from Tavenier to Marathon and 24" from Marathon to Stock Island. The capacity of the water treatment plant and water storage will be increased. Three new wells will be constructed. The capacity of the main pumping station will be increased by the installation of a high volume pump. All other pumping stations will be eliminated. Estimated Project Cost The total estimated project cost is $79,225,000. Planned funding consists of the following: FmHA Loan $53,225,000 State Aid Construction of Pipeline on Bridges $24,896,900 Economic Development Grant (Previously Approved) $ 1,103,100 Energy Savings When the improvements are completed the two desalination plants will no longer be used and five booster pumping stations will also be dis- * continued. This will save 100,000 barrels of oil annually. The elimination of the desalination plants and booster pump stations will save the Authority an estimated $2,708,000 annually in energy, chemicals, and other operating and maintenance costs. In addition, labor cost of maintaining the new pipe- line will be only a fraction of the cost of maintaining the old pipeline. Economic Benefits The planned improvements will provide an increase volume of potable water which will permit development of residential and commercial properties in Monroe County. Development in the past has been restricted because of limited water. 3 Referendum Required The Farmers Home Administration loan cannot be closed or construc- tion commenced until a referendum election is held at which a majority of those voting vote in the affirmative for the proposed loan to be secured by bonds. He understands that we can't come to their new facility and is grateful that RSC is willing to meet with him and the people who have been instrumental in setting it up. I told him our advance people would be in touch regarding the details of the meeting. It will include the 12 people who are the ones who started the project. I do think we should try to get them a little local press, as their real problem is community acceptance. I asked if there was a local reporter who was sympathetic and had been following their progress. He said there was. They had not pursued the bowling alley at all, but had come up with an alternative proposal for an event at the center. The visual impact is about the same as the bowling alley and I made the judgment it's better to do an event there rather than disappoint them at this time. I have discussed with Mary and Paul and both agree. The event is a demonstration of creative drama therapy for kids. It is done by a dramatic artist who volunteers his time to do this. He is mildly handicapped himself. Volunteer foster grandparents also help with the program. 10-12 preschool kids will participate. Some are emotionally disturbed and others are developmentally disabled. RSC will participate in the activities. I have asked Dr. Shriner to prepare two fact sheets for us -- one on the center itself and the other on the specific program that we will see, which will also elaborate a bit on the volunteer program at the center. This facility, staffed by volunteers, has provided tours for residents from the 17 counties of Western North Carolina through the years. The need for an enlarged and more comprehensive Health Education Facility to aid in the improvement of personal health standards of all residents of Western North Carolina has been shown by the increased use of our old facility and also by area health surveys. The Mountain Area Health Education Center, a continu- ing education training center for medical and dental profes- sionals, in Asheville, responded to this need by donating 6,000 square feet of space to house a new health education facility. This is the new home of The Health Adventure. The Chicago firm of Richard Rush, recognized designer of health education displays and facilities, was retained to design The Health Adventure. The announcement will take place at the hotel on Friday morning. The grant IOAN is $53 million for a new pipeline of 138 miles in length for the Florida Keys (Monroe County). No freshwater is available in this area, and the old pipeline, built in 1942 for a lesser demand, is no longer adequate. It leaks. I spent so much time here that I was eligible to vote here in the Primary. There are three things I want to make clear: First, I'm not running for anything; second, I was for Jimmy Carter before Iowa; and, third, I'm not going to pretend to be objective, because I'm not. My father said over and over again during the campaign that the American people deserve a responsive government, a compassionate government, and a streamlined, effective government. That may have sounded new, but it wasn't. It was just a new way of expressing a very old idea -- the idea of government of the people, by the people, and for the people. That kind of government is the best guarantee of our liberties. And, that kind of government is the only kind that has a real chance to make progress toward putting people back to work, protecting our environment, preserving our health, and conducting a foreign policy that is a source of pride to Americans and a source of hope to people everywhere. Those are the goals of the Carter Administration. I think most Americans share those goals. My father has been the President only nine weeks and we are off to a good start. I think the Administration has already shown a firm stand on human rights and majority rule highlighted by the United Nations' address and the repeal of the Byrd Amendment. - 2 - In January, the Administration announced its economic stimulus package which, we hope, will boost the economy by 23 to 30 billion dollars. Some major components are: 1. A 50-dollar rebate to individual taxpayers, Social Security recipients. low-income persons receiving earned income credit, and to recipients of supplemental security income. 2. An increase in public service jobs to 725, 000 in two years. 3. Training and youth programs under CETA will be increased by 346, 000 people in two years. The Administration Budget Revisions included: 1. Greater assistance to state and local government. 2. Increases for lower and higher education, particularly for disadvantaged and handicapped children. 3. Increased funds for health programs. 4. Increased subsidies for housing programs for 400,000 units. 5. $312 million more in social services overall; $200 million to the states for day care centers for the poor. 6. Dropped Ford proposals to cut costs in food stamp, school lunch and other nutrition programs. 7. Increased funds for the rental subsidy program. 8. Increased funds for juvenile justige and delinquency prevention programs and increased funds for the Legal Services Corporation. - 3 - There are many new programs that my father is proposing in trying to carry out his campaign promises. For st instance: We have no energy policy. We haven't even had the machinery to make and carry out such a policy. Responsibility is spread over more than fifty boards, agencies and committees. The Carter Administration has moved to pull all that together into a single Department of Energy so that our efforts in this critical area will have the unity and coordination and importance they need. Sometime around the end of April, my father will present to Congress and the people a comprehensive energy policy. This is a step that is many years overdue. The energy crisis is going to be with us for the rest of this century, probably longer. Dealing with it will be one of the great challenges of our nation's history. This policy will call for difficult and sometimes painful adjustments, and for sacrifices that all of us will have to make. But, it will make sure that the sacrifices are shared fairly and that nobody gets a free ride at somebody else's expense. We need to reform the tax structure that is, in Dad's words, "a disgrace to the human race". The way it's been, the average laborer thinks the only time the government is interested in him is Election Day and April 15th. Those who are rich and can hire their own lobbyists seem to get all the breaks. That is going to change. and you can depend on it. - 4 - The last thing I want to talk about is Universal Voter Registration. The basis of our democratic system is the right of every eligible citizen to vote. We have, in recent years, witnessed a disturbing trend toward lower and lower levels of voting by our citizens. This cannot be remedied by any one solution, but it is a fact that millions of Americans are discouraged from voting in every election by overly restrictive Voter Registration laws. The Carter Administration is proposing to remove the unneceessary and unfair barriers by creating a method of Universal Voter Registration whereby citizens qualified to vote under state laws could go to their polling places on Federal election day and register there after proving their eligibility. Under this plan. state and local officials will still register as many people prior to the elections to avoid congestion at the polls. As a part of this plan, stiff penalties would be applied in case of voter fraud, and the Federal Government would pick up the cost of additional registrars. It is a fact that four our of five states with the highest voter turnout in the 1976 elections permitted citizens to register and vote on election day. I was in North Dakota during the campaign where this plan is already in place. When I asked if they had any problem with voter fraud, the reply was. "Nobody in North Dakota thinks there is a politician worth voting twice for. " - 5 - In closing, let me say that in writing this speech I decided that because it is my first chance to talk about what interests me since the campaign to just come and tell you what was on my mind.
