Mrs. Carter's Remarks to
New Hampshire Mental Health Association
Thank you. I am pleased to be here tonight, to see SO many old
friends, and to join in your celebration of the International Year of
the Child.
Children are our legacy to the future. They are resilient, ten-
acious and adaptable. But they are also vulnerable, defenseless and
powerless. We have an opportunity during this special year to focus
national attention on ways to ensure that our children have safe and lov-
ing environments in which to grow and flourish and become the healthy,
competent, caring members of society they are meant to be.
As happens SO often, you here in New Hampshire have taken the lead.
You have spent the day studying, learning from experts and sharing com-
mon experiences about "coping with children and helping children cope."
By now I feel certain you are almost experts yourselves! And SO I want
to take this occasion to do a little lobbying -- to share my sense of
urgency about passing the new Mental Health Systems Act this year.
I have lost track of the hundreds of hours I spent since I came to
Washington working to improve mental health services in this country. At
times I have been frustrated by the magnitude and complexity of the
problems, by how slowly the bureaucracy moves, by the general apathy that
exists about this subject.
But I am convinced that the product we now have -- the Mental Health
Systems Act -- charts a new course for mental health care in the '80's.
And I am determined to do all that I can to see that the momentum we have
gained is not lost.
In the last several weeks I have talked with Hilda Robbins, National
President of the Mental Health Association and the President-elect,
Beverly Long, about this crucial legislation. Now I am glad to have the
chance to bring my case directly to you -- for you can wield great power
and influence -- on the National Association, on your representatives in
Congress, on elected officials here in your state and on influential
leaders in your own communities.
Together we must convince the American public and the United States
Congress that 1979 is the year to make a new national commitment to the
proper care and treatment of the mentally ill.

I don't need to remind you that there are many pressing issues
competing for the time and attention of members of Congress right now --
energy, inflation, hospital cost containment, the Salt II agreement --
issues which are vitally important to all of us. Therefore we must mo-
bilize a nationwide campaign in support of the Mental Health Systems Act,
or it may never become law.
The proposed Act was developed with the Report of the President's
Commission on Mental Health as its blueprint. That Report, as you know,
was the result ot thousands of hours of deliberations and involved indiv-
iduals from every sector of the mental health field, as well as federal,
state and local officials, labor representatives, concerned lay people,
patients, former patients, parents of the mentally ill.
On many occasions there were strong differences of opinion on the
issues we considered. But our Commission worked very hard to reach con-
sensus on the recommendations made in our Final Report. The Mental Health
Systems Act translates those recommendations into action. I believe it is
sound, it is do-able and that it is an important step in making mental
health care accessible to all Americans.
As the legislative process moves forward, there may be some re-
servations about certain specific aspects of the bill. If SO, we must
move quickly to resolve any differences if we are to build a strong,
nationwide effort to push for a new Act this year.
The proposed Act provides the best framework for completing a com-
prehensive system of mental health care for all Americans. It addresses
many of the obstacles that hold back progress in our field. Fragmentation,
duplication, and lack of coordination are problems that have plagued our
present programs for far too long. We must have new partnerships between
federal, state and local authorities. The Act promotes them.
We must have realistic plans in each state that clearly define
responsibility for assuring a responsive system of mental health care.
The Act provides the tools to do SO. While our goal is accessible services
for all Americans, we must concentrate our limited resources first on
those who are SO neglected -- children, adolescents, the elderly, racial
and ethnic minorities, the chronically mentally ill -- all those who
remain unserved despite the major investments that have been made over
the past fifteen years in the Community Mental Health Centers program.
The new initiative proposed in the legislation will enable commun-
ities to provide care for those most in need and then add on more compre-
hensive services over time. I want to stress to you that this new program --
the new initiative -- is the result of many long hours of study by the
Commission's Task Panel on Community Mental Health Centers and by all of
our Commission members. It is a key element in our strategy to make care
available to all.

The new legislation has been carefully drafted to eliminate rigid
requirements and unnecessary detail. We have already seen the problems
that are produced when too many regulations are written into law. It
can hinder the creation of innovative and responsive programs. It can
hamper the ability of people at all levels of government to help those
the programs were intended to serve. It can prevent communities from
receiving any assistance at all.
Lack of flexibility was the single most important complaint we
heard throughout our year-long study. We have tried very hard to elim-
inate this barrier and I believe we have succeeded. I am convinced that
this new legislation defines a more appropriate role for the federal gov-
ernment in guiding the development of a national mental health policy
which responds to the priorities identified by the President's Commis-
sion on Mental Health. It also gives to state and local officials the
technical assistance, financial support and flexibility to create services
that will meet the needs of all people.
I assure you I intend to use all of my influence as First Lady to
see that this legislation is adopted this year. But I need your help.
We share an awesome responsibility. Despite myths to the contrary, people
who are suffering from serious mental illness are not loud or violent or
demanding. They will not clamor at the doors of Congress for more money
or better services
nor will the disturbed child, the troubled ad-
olescent, or the despondent elderly person.
Many people who have received help for a mental problem hide their
past history. They fear rejection or discrimination. They will not "go
public." They will not fight for better care for others who suffer from
mental and emotional disorders. Just recently a former patient wrote
poignantly to me, "I am still left with a stigma I may never be able to
lose and a question about why a mentally ill person is SO hated and
feared in our society."
And yet, I need hardly remind you that one out of four families is
touched by mental health problems. It is an issue which affects each of
us, either personally or among our families, friends or neighbors. We --
you and I -- must assume a leadership role in mobilizing citizens across
the nation to take visible action. You can all leave here tonight re-
cognizing the importance of this legislation -- but that is not enough.
You must commit yourselves to taking positive steps to ensure it becomes
law.
--discuss the legislation with local media -- tell them what it
means to your community and to the State of New Hampshire.
write your Senators and Representatives -- sensitize them to the
problems of the mentally ill -- ask them to support this legis-
lation when it comes to a full floor vote.

organize a speaker's bureau to talk about the legislation to the
PTA, professional organizations, women's groups and civic organ-
izations -- all of whom have a stake in improving mental health
care in your community and in this country.
sensitize your neighbors and friends to the issue and get them
involved in this effort.
forge a coalition with advocate groups for children, the elderly,
the poor and disadvantaged and minorities. They must know the im-
portance of this legislation.
--be creative --- and don't allow yourselves to think that this legis-
lation will pass without your active support.
We must all be effective advocates. If we are not, no one else
will be. Passing the Mental Health Systems Act must be your top priority
for this year. It is mine.
Together, we can make 1979 the year in which we do, indeed, make
a new national commitment to the proper care and treatment of the mentally
ill.

HEALTH LEGISLATION THAT I'VE BEEN WORKING ON EVER SINCE JIMMY
BECAME PRESIDENT --
AND TO ASK THE MEMBERS OF THE MENTAL HEALTH ASSOCIATION
TO HELP ME WITH GETTING IT PASSED THROUGH CONGRESS.
I LOOK FORWARD TO TODAY AND OTHER -- (LACONIA STATE

SUCH EXPERIENCES STRENGTHEN OUR FAITH IN PRAYER AND MUCH
MORE IN GOD HIMSELF.
IT IS EASIER I THINK -- THOUGH IT SHOULD NOT BE ---
TO PRAY IN TIMES OF CRISIS,
IT IS IN THESE CRISIS TIMES THAT WE KNOW THAT WE IN
OURSELVES ARE INSUFFICIENT.
THAT WE ALONE DON'T HAVE THE STRENGTH TO SOLVE OUR
PROBLEMS, LEAD OUR LIVES, CARRY OUR LOADS.
AND THROUGH PRAYER COMES THE REALIZATION THAT WE DON'T

VERY HARD FOR WHAT WE BELIEVE TO BE RIGHT AND GOOD, BUT IT DOES

I CAN SLEEP BETTER AT NIGHT WHEN I CAN REMEMBER THAT GOD
IS THE FATHER AND AUTHOR OF HISTORY, OUR, "PRAYING WITHOUT
CEASING" HELPS US REMEMBER THAT MARVELOUS FACT.
I BELIEVE GOD WANTS TO KEEP ON BLESSING OUR NATION. HE
DOES NOT WISH OR DESIGN ILL FOR US. I BELIEVE HE WANTS TO KEEP
ON USING US AS INSTRUMENTS FOR PEACE AND STABILITY IN THE WORLD.
HISTORY TEACHES US THAT WE HAVE NO GUARANTEE AT ALL THAT
GOD WILL KEEP ON BLESSING US so WONDERFULLY, BUT MY FIRM CON-
VICTION IS THAT HE DOES WANT TO BLESS US ALONG WITH ALL NATIONS
WHO WILL DO HIS WILL.
BUT HE CAN USE US ONLY AS WE ARE WILLING TO BE USED.
HE CAN USE US ONLY AS THE MORAL AND SPIRITUAL HEART OF OUR
NATION IS STRONG. HE CAN USE US ONLY AS LONG AS WE ARE DEEPLY
AND HONESTLY COMMITTED TO EXISTING AS A RIGHTEOUS, GOOD,
HUMANE NATION.
I BELIEVE THE MORAL CENTER IS STRONG. As I TRAVEL AROUND,
I AM ENCOURAGED BY THE NUMBERS AND WAYS THAT OUR PEOPLE ARE
ACTIVELY CARING FOR THE MORAL, SPIRITUAL AND PHYSICAL WELL-BEING

THE NEED FOR SOMEONE WHO WAS COURAGEOUS AND NOT AFRAID TO
TACKLE THE VERY COMPLEX, CONTROVERSIAL ISSUES THAT CONFRONT OUR
NATION --
I AM VERY GLAD TO BE HERE TONIGHT TO TELL YOU THAT WE
NOW HAVE THAT LEADER IN THE WHITE HOUSE TODAY --
AND I'M VERY PROUD OF JIMMY -- AND THE JOB HE IS DOING.
WE HAVE HAD SOME GREAT SUCCESSES.
WE ARE A NATION AT PEACE. No AMERICAN HAS HAD TO GIVE

THE UNEMPLOYMENT RATE HAS BEEN CUT BY 25%.
WE'VE CREATED 7 MILLION NEW JOBS,
REJUVENATING OUR CITIES,

ON IT --
INSPECTOR GENERAL LEGISLATION --
WAR ON WASTE AND FRAUD --

ETHICS LEGISLATION.
REORGANIZED 6 DEPARTMENTS OF THE GOVERNMENT -- MAKING
THEM MORE EFFICIENT, MORE EFFECTIVE, MORE RESPONSIVE TO THE
NEEDS OF THE PEOPLE --
AND PASSED CIVIL SERVICE REFORM --
Now WE CAN RECOGNIZE THOSE PEOPLE IN GOVERNMENT WHO DO
A GOOD JOB -- AND, FOR THE FIRST TIME -- GET RID OF THOSE
WHO DON'T.
BY CUTTING RED TAPE AND REDUCING PAPERWORK, WE ARE SAVING
THE TAXPAYER PRECIOUS DOLLARS --
MAKE GOVERNMENT WORK -- AND WORK FOR THE PEOPLE,
THE LAST FIGURES I SAW SHOWED THAT WE HAD REDUCED PAPER-
WORK BY APPROXIMATELY 12%.
IN SOME DEPARTMENTS IT'S MUCH HIGHER.
Do YOU KNOW WHAT THIS FIGURE MEANS? A 12% REDUCTION
INVOLVES 50,000 FULL-TIME EMPLOYEES FILLING OUT FORMS ALL DAY
EVERY DAY FOR A YEAR!

JIMMY HAS CUT THE BUDGET DEFICIT IN HALF. WHEN I WAS
CAMPAIGNING THE BUDGET DEFICIT WAS 66 BILLION.
IT IS NOW DOWN TO AT LEAST 30 BILLION, AND JIMMY IS
COMMITTED TO REDUCING IT FURTHER --
AND EVENTUALLY BALANCING IT!
EVEN WITH REDUCING THE BUDGET DEFICIT, WE HAVE PASSED
THE LARGEST APPROPRIATION FOR EDUCATION EVER!
I COULD CONTINUE INVENTORING THINGS WE HAVE ALREADY DONE --
BUT INVENTORIES DON'T TELL THE WHOLE STORY.
THE REAL STORY TO ME IS THAT OF LEADERSHIP.
To BE A LEADER, ONE MUST BE COURAGEOUS, AND THIS PRESIDENT
IS COURAGEOUS. HE HAS BEEN WILLING TO TACKLE THE TOUGHEST, MOST
CONTROVERSIAL PROBLEMS FACING OUR COUNTRY,
HE HAS HAD THE COURAGE TO TAKE POLITICALLY RISKY POSITIONS.
HE HAS TOLD THE PEOPLE THE BITTER TRUTH ABOUT INFLATION AND ENERGY.
HE HAS TAKEN ON ONE POLITICALLY POWERFUL INTEREST AFTER
ANOTHER:
THE CONGRESS,
THE OIL LOBBY,
THE HOSPITAL LOBBY,

SUBTLE, FRUSTRATING, INTRACTABLE PROBLEMS,
INFLATION -- IT HAS BEEN WITH US FOR 10 YEARS --
QUICK FIXES HAVE BEEN TRIED, OFTEN JUST BEFORE A NATIONAL
ELECTION, WHICH MIGHT HAVE HELPED IN THE SHORT RUN, BUT WHICH
OVER THE LONG RUN HAVE MADE THE PROBLEM WORSE,
WE HAVE A SERIOUS ENERGY PROBLEM. IT'S SERIOUS NOW.
IT'S GOING TO GET WORSE --
BROUGHT ON BY INACTION, POLITICAL TIMIDITY, DEMAGOGUERY.
WE'VE KNOWN FOR YEARS THAT WE FACED AN ENERGY SHORTAGE
BUT NO ONE HAD THE POLITICAL COURAGE TO TAKE ON THIS
CONTROVERSIAL ISSUE UNTIL JIMMY CALLED IT THE "MORAL EQUIVALENT
OF WAR" -- FOR WHICH HE WAS PROMPTLY RIDICULED!
BUT SOMEONE HAS TO FIND THE ANSWERS,
SOMEONE HAS TO SEARCH FOR SOLUTIONS,

THERE ARE NO "MAGICAL SOLUTIONS" AND OUR PROBLEMS ARE
NOT GOING AWAY OVERNIGHT.
THIS IS OUR CHALLENGE.

MRS. CARTER: And we've had some really wonderful successes.
Our Country is at peace. No American has had to give his
life in war since my husband has been President and did you
know that our last seven President's were not able to say that.
And Jimmy's determined to keep our country strong so that no one
will have to fight or die in the future. When I was campaigning
the prime issue was unemployment. And we're working on that.
Seven and a half million more people today are working than
were working when we were campaigning. We've cut the unemployment
rate by 25%. Not enough, but we've cut it by 25%. We're
rejeuvenating our cities. We passed the largest appropriation
for education ever. And the buracracy I've already spoken of
the buracracy you see how distressed I get about it sometimes.
But I can tell you without reservation it's worse than we ever
imagined it was. We have new Inspector General legislation,
that allows an independent person to go into the departments
and seek out waste and fraud and also look at Management to
see if the departments are being run the way they should be.
We've reorganized six departments of the Government so that
they are more efficient and more effective. We've passed
Civil Service reform for the first time we can identify those
persons or recognize those persons who are doing a good job
for the government and do something about those who are not
doing a good job. We're cutting red tape and reducing paper
work saving the taxpayers your and my precious dollars. I read

once one of the statistics and I'm not going to give you a lot
of statistics but I read that we had cut paper work by 12% much
more in some of the Departments. Do you know what cutting paper
work by 12% involves? Fifty thousand federal employees working
all day every day filling out forms. Can you imagine? Jimmy
has cut the budget deficit in half. When I was campaigning in
1976, the budget deficit was $66 billion, $66 billion, stand at
30 billion now. And Jimmy is determined that he's going to
balance the budget of the United States. I could continue
inventorying the accomplishments that we have had and things
that we've done. But inventories don't tell the whole story
to me. The real story to me is that of leadership. To be
a leader one must be courageous and this President is courageous.
He's been willing to tackle the most controversial, the toughest
problems facing our country. He's had the courage to take
politically risky positions. He's told the poeple the bitter
truth about inflation and energy. He's taken on one politically
powerful interest after another. The oil lobby, the hospital
lobby, business and labor on inflation, even government
employees even Congress. He's always, always defending the
public interest your interest and my interest against powerful
special interest. On the Middle East, the Panama Canal Treaties
and SALT he put his prestiege and his political future on the
line to do what was right. He's fought many of your battles.
He's won some and he's lost some but he's always had the courage

to take them on and to do what was right for the people of our
country. I would be remiss tonight if I lead you to believe
that we have all of the answers, or that we even think that we
have all of the answers because we don't. We face some very
serious problems in our country. Subtle, frustrating, intractable
problems, inflation, inflation has been with us for ten years.
We've had quick fixes often just before national elections that
might have helped in the short run but over the long run have
made the situation worse. We have a serious energy problem.
It's serious now and it's going to get worse. Brought on by
inaction by political timidity, by
we've known
for years that we faced an energy shortage. But no one had
the political courage to take on this controversial issue until
Jimmy called it the moral equivalent of war for which he was
promptly ridiculed. But someone has to find the answers.
Someone has to search for situations. The days of quick fixes
and inaction are over. There are no magical solutions and our
problems are not going away overnight. We recognize that.
But in spite of that, and this is important, in spite of our
problems we can be opptomistic about the future. We're living
in exciting and challenging times and we can find the answers.
We're Americans. We can work hard and persist. We can even
sacrifice when it's necessary. We Americans have the history
of binding ourselves together in times of crisis and we can
do it again. I don't believe there is any problem that we can't

solve or any obstacle that we can't overcome if we join
together and if we pull together. We have a wonderful country.
We have wonderful people. Working together, joining together,
pulling together, caring for another, we can have a country
even greater than it already is. Thank you all for coming
tonight and thank you for all that you mean to Jimmy and me.

attendance but by the response of the audience tonight, we love
you, we appreciate you and the President himself and I just wish
one day that Mary Beth will have the opportunity of getting up
and saying something like that about me but, but let me say this.
I think it is very well that the President himself was not here
to hear that because even though we might agree with him when
the wife gets up and says something like this about her husband
she's speaking from the heart but I think it might affect his
head. You know in my anxiety to introduce our First Lady, I
forgot that this was a fund raising affair with a real purpose.
And I forgot to introduce and present to you for some remarks
John Dalton who is the treasurer of the Carter Mondale Presidential
Committee for a few remarks so John please accept my apology and
would you come forward at this time, it's a sell out, it's all cash,
it's paid for, we're delighted to have you here.

Thank you very much. Thank you.
Its wonderful for me to be with you today. I want to thank
you for inviting me to come and make this address and letting
me come back to Georgia. I really am grateful for that. I'm
proud also to be here, especially to speak to this graduating
class of the fifth oldest women's college in America. And
your campus is so beautiful. I just arrived and haven't had
time to just kind of wander around like I would like to do but
I'm always impressed by how beautiful the campus is here. And
I admire your fine traditions having always lived in Georgia.
Almost always. And having known about Tift College all my
life. Having gone to school under Miss Julia Coleman. And
having been a Baptist for many, many years. So its a great
pleasure for me to be here. I know in the past as I know much
about the history of your school that you have seen some shaky
moments. But always theres been that right combination of
money and people who absolutely insisted that this school main-
tain its effective witness.
Mr. and Mrs. Tift, other patrons, capable administrators and
faculties at various times through the years have said: "We
believe in this school. We will give our money and our time
to insure its future." I am thankful to all of those who have
had that kind of resolve and that kind of determination. I
am thankful that always there has been carried in the yearts
of those involved in this school, then and now, a commitment
and a love of God.
I love an occasion like this when everybody knows everybody
else. Its home to me when its that way. Because thats how
I grew up. When everybody knew everybody else. And this
college is a wonderful example of small is beautiful, small
is better. I know that your graduates are grateful that
you have received a personalized education. I was reminded
the other day of a frustrated graduate from one of the larger
impersonalized campuses, who was forced to tack up a notice
on the library door and this is what it said: "Dear anyone.
The computer is ignoring me. I do not owe you a library book.
Do you hear?" I am sure this has never happened to you at
Hardin Library.

I love an occasion like this when students, parents, friends
and faculty all celebrate together. Someone once said that
faculty and parents exist to be 'grown out of' by the younger
generation. Well, I disagree with that. And I am not going to
talk to you today about what you will learn -- or what you will
earn -- as you go out into the world alone, leaving behind
faculty and family. I am going to talk to you about what
you have to offer -- now.
I can promise you that the circle of love and the friendship
here today is the most enduring gift you will ever receive.
It is a gift that will give you a permanent sense OS stability
and belonging -- and you will need this as you moye into the
community, or to go to work, to continue your education, or
marry. Your foundation that you have received here at Tift
College -- will help you deal not only with you personal
lives but with our great, but imperfect, society.
In my lifetime. During my life, I have found that my roots
sustain me. Yours will too. I will always be grateful th-t
I grewup in a small town. With a loving family, with people
that I knew and that I knew cared for me. Its a feeling that
I cling to today, no matter where I am. Day by day with
pressures, problems, opportunities. The greatest strength
I have and the greatest stability I have comes from knowing
that I have roots. I have a home that I can go to where
family and friends love me and care for me. I have a God in
Heaven that I know cares for me no matter where I am in the
world.
Thats why I know that your experience here at Tift will serve
you well in the years ahead. Especially as you continue to
ask yourself what you want out of life. In a few moments you
will take your place in that special army of 5,000 women who
have graduated from this school Just think of the lasting
contributions these women have made. Theres an ongoing purpose
for you too. I can't tell you what that purpose is. But if
you look again at your motto found in Psalms 144-12, you'll
get some important clues about your life and about God's
ongoing purpose for your life. Let me paraphrase the New
English Bible's translation of the mottor: Happy are we
whose daughters stand like sculptured pillars, at the corner-
stones of a palace. You can stand like pillars, thy cornerstones
of the palace. You have unprecedented options to stand up in
this world, you will be limited only by your own commitments
and your own imagination. As women you have compelling choices.
In my opinon part of the most difficult choices of any graduating
class in history because of the freedoms that women have won
in recent years. You can choose to work for money, power,
status, for fulfullment. You can choose to marry, to be a
wife, a homemaker, to nurture and sustain family relationships.

Or you can strive for all of these things. The critical point
is to remember who you are and where you came from no matter how
you choose to live your lives, you will need this foundation.
Because freeom can be scary, freedom from authority, freedom
from conformity, freedom of personal preference -- economic,
cultural or professional opportunities. Your freedom can be
scary because it will not guarantee you ability to make critical
judgments about the human problems that will confrtont you.
Still all through your life you will find that your roots
provide you with unexpected wellsprings of confidence, self-
discipline and compassion from which you can draw the strength
to make decisions. You will find that your families, friends,
teachers, pastors, have taught you the subtle realities of
intimacy and communication. Acceptance and security. Growth
and development. Love and affirmation. You will find that
your personal relationship with God matters more than anything
else in the whole world.
I know that you have been taught at Tift College about your
responsibility to your community and your country. Thats
part of the Tift heritage. And I urge you to carefully consider
your citizenship and patriotism in the context of these
unprecedented times. I think you will find as new college
graduates, a growing national preoccupation to analyze the
flaws in our country.
I want to talk you you a minute about that. I want to caution
you that as new college graduates you will be expected not
only to understand increasingly complex national problems, but
to have well-formed opinions about them and even some solutions
for them. And I think that because you are women -- and you
represent a no longer-silent majority -- your views are going
to be held up to a magnifying glass.
What I would like to suggest and I think this is probably
the opposite of what most commencement speakers say -- is
that when you think about your role in the future, look back-
wards to the past!
At this particular time in the life of our country for instance,
many people who read headlines and listen to the evening news
go underground emotionally because they feel a sense of
inadequacy to cope with situations. Others who are more
overtly along, tend to cry out like Henny Penny that the sky
is falling. The sky is falling. But you need to keep in mind
is that Henny Penny has been with us for a long time -- even
before Tift college was founded in the early 1800s. For

instance, your great grandparents had every reason to believe
the sky was falling during the war between the states. Your
grandparents, many of whom are here today, had every reason
to believe the sky was falling during the Depression. Your
parents had every reason to blieve the sky was falling during
World War Ii and Vietnam. And I'm not diminishing
national tragedies that brought their suffering and sacrifice.
But what I'm saying to you is that they persefered. We grow
even stronger in adveristy. Think about it. As you tackle
the real world. Remember those ancestors who coped with
problems that seemed insurmountable. Remember that for
over 200 years Americans have held strong as a nation and as
individuals. Of course its troubling to know theres a world-
wide energy crisis that affects every person in this room.
And its troubling to know that we have inflation with us.
And that there are no easy answers or quick fixes. Maintain-
ing peace in the world. Wiping out poverty. Guarding against
nuclear disaster. Vanishing racism. Striving for justice
and equality for all. These are critical issues. But they
are not new issues in our country. They will be solved as
we.., you and I, continue to educate, to inform, to change
attitudes, maybe even to change lifestyles. In a relentless
effort to improve our great country.
Change is inevitable. Its not the end of the world. Ralph
Waldo Emerson said that -- "the lesson of life is to believe
what the years and the centuries say against the hours."
The hours say that you new life will be precarious; the cen-
turies say that you have the God-given power to create good
lives.
In my opinion, whether you become a wife, or a community
volunteer and a mother of twins; an engineer, a nurse, a
Congressional delegate, a teacher of autistic children, a
Director of Church Music. No matter what you become you can
benefit holding firm to a sense of historical perspective.
It will nudge you to continuously think about the idealistic
aspirations you have today. It will give you courage to
reach out for help -- to family, friend, pastor. It will
give you courage to provide help to those people who need
help. It will remind you with certainty that you as Christians,
responsible women, responsible citizens have roots. You have
roots that are important. So do not hesitate ever to look back.
Use the past as a yardstick. You will recognize that your
values are a precious resource. which can sustain you and nourish
your family and strengthen your community and strengthen your
country. Remember as you leave Tift College today you have
a gift that you can carry with you forever. Its a precious
gift. And its a gift that you will never be afraid to share
with others.

But if the American people will work with him we
can whip these problems, slay this two-headed monster.
Naturally the buck for all our problems stops in the
Oval Office. He realized that when he ran for the
Presidency. But he can handle the Buck, let me tell
you!

We call on the American Congress to work with the
Administration to lick our problems.
The Congress must not simply play an advocacy role.
Those in the White House and those on the Hill must
rise above mere parochial interests to solve the
problems of the nation. The American public will
respect and elect those men and women whom they sense
to be honestly struggling with our besetting problems.
They will also be able to tell in a rather short time
who is simply playing games to insure his or her own
election.
Jimmy Carter is willing to tackle those thorny problems
regardless of the potential damage to his political
career. He is determined to do the right thing no
matter the costs to himself. What political cowardice
has done, political courage can undo. Jimmy Carter
has that measure of courage.
We must all rise above party and individual concerns
to do what is right and best for this nation, for
the world, for today and for the future.

Mrs. Carter's Commencement Address
Thank you. I am proud to be speaking to the graduating class of the
fifth oldest women's college in America. I am always impressed by the
beauty of this campus. I admire your fine traditions, and the obligations
you assume for each other and for your community. I know you've seen some
shaky moments. But always there was the right combination of money and
people who absolutely insisted that this school maintain its effective
witness.
Mr. and Mrs. Tift, other patrons, capable administrators and faculties
at various times through the years have said: "We believe in this school.
We will give our money and our time to insure its future." I am thankful
to all of those who have had that kind of resolve and that kind of deter-
mination. I am thankful that always there has been carried in the hearts
of those involved in this school, then and now, a commitment to God.
I love an occasion like this when everybody knows everybody else.
Tift College is a wonderful example of "small is better." I hope you
are as grateful as you should be that you have received a personalized
education. Just think about the frustrated graduate from one of the
larger, more impersonal campuses who was forced to tack up a notice on
the library door that read: "Dear anyone. The computer is ignoring me.
I do not owe you a library book. Do you hear?" I am sure this has never
happened to you at Hardin Library.
I love an occasion like this when students, parents, friends and
faculty celebrate together. Someone once said that faculty and parents
exist to be 'grown out of' by the younger generation. I disagree. And
I am not going to talk to you today about what you will learn -- or what
you will earn -- as you go out into the world alone, leaving faculty and
families behind. I am going to address myself to what you have to offer --
now.
I can promise you that the circle of love and friendship here today
is the most enduring gift you will ever receive. It is a gift that will
give you a permanent sense of stability and belonging -- and you will
need this as you move out into your community, or go to work, or continue
your education, or marry. Your ties to family friends and teachers --
the moral and spiritual foundation that you have received at Tift College --
will help you deal not only with your personal lives but with our great,
but imperfect, society.
In my own lifetime, I have found that my roots sustain me. Yours
will, too. I will always be grateful that I grew up in a loving family
in a small town where I felt secure. It is a feeling I cling to today.
As we go day to day, having to make important decisions, dealing with
pressures, the greatest strength I have is in knowing that I have roots --
a home that I can always go back to, and friends and family who care for
me. -- and a spiritual foundation on which to anchor, knowing that there
is a God in heaven who cares for me no matter where I am or what my
circumstances are.

That is why I know your experience here at Tift will serve you well
in the years ahead -- especially as you continue to ask yourself what you
want our of life.
In a few moments you will take your place in the special army of
5,000 women who have graduated from this school. Just think of the ever
lasting contribution these women have made. There is an ongoing purpose
for you, too. If you will look at your motto, you will find the call to
stand as cornerstones in society. You have unprecedented options to
serve as cornerstones. You will be limited only by your own commitments
and imagination.
As women, you have compelling choices to make -- in my opinion,
perhaps more difficult choices than any other graduating class in history
because of the freedoms women have won in recent years. You can choose
to work for money, power, status or self fulfillment. You can choose to
marry, to be a wife or to be a homemaker, or to nurture and sustain family
relationships. Or you can strive for all of these rights.
The critical point is to remember who you are and where you came
from, no matter how you choose to live your lives. You will need this
foundation. Freedom can be scary -- freedom from authoritarianism,
freedom from conformity; freedom of personal preference in economic,
cultural and professional opportunities. Your freedom can be scary because
it will not guarantte your ability to make critical judgements about the
human problems that will confront you.
Still, throughout your lives, you will find that your roots provide
you with unexpected wellsprings of confidence, self-discipline and com-
passion from which you can draw the strength to make decisions. You will
find that your families, friends, teachers and clergy have taught you the
subtle realities of intimacy and communication, acceptance and security,
growth and development and love and affirmation. You will find that your
personal relationship with God matters more than anything else in the world.
I know that you have been taught here at Tift College about your
responsibility for your community and your nation. This is a Tift legacy.
And I urge you to carefully consider good citizenship and patriotism in
the context of these unprecedented times. I think you will find as new
college graduates, a growing national preoccupation to analyze the flaws
in our country.
I want to talk about that. I want to caution you that as new college
graduates you will be expected not only to understand increasingly complex
national problems, but to have well-formed opinions about them, even solu-
tions for them. And I think that because you are women -- and you represent
a no-longer-silent majority -- your views will be held up to a magnifying
glass.
What I would like to suggest -- and I think this is the opposite of
what most commencement speakers usually say -- is that when you think
about your role in the future, look backward to the past!

At this particular time in our national lifé, for instance, many
who read the headlines and listen to the evening news go 'underground'
emotionally out of a sense of inadequacy about what they can contribute.
Others, who are more overtly alarmed, tend to cry out like "Henny Penny"
that "the sky is falling, the sky is falling." What you need to keep in
mind is that Henny Penny was a creature of fable who surfaced in our
national consciousness decades ago, even before Tift College was founded
in the early 1800's.
Your great grandparents had every reason to believe the sky was
falling during the war between the states; your grandparents --- many of
whom are here today -- had every reason to believe the sky was falling
during the Depression years; your parents had every reason to believe
the sky was falling during World War II, the Korean conflict and Vietnam.
And I am not diminishing the national tragedies that brought their suffering
and sacrifice. What I am saying is that they persevered.
We grow even stronger in adversity. There is a 1979 version of this
fable which I want you to think about. Its message is that when the
businessman cries, "the sky is falling" his stockbrocker says, "Well,
sell sky!" Think about it.
As you tackle the real world, please remember those ancestors who
coped with problems that seemed insurmountable. Please remember that
for over 200 years Americans have held strong as a nation and as individuals.
Of course it is troubling to know that there is a world-wide energy crisis
that affects every person in this country. But it is not a new problem;
we have known for years that our natural resources are running out. There
are no easy answers. We -- you and I -- are simply going to have to conserve
and change our way of doing things.
Inflation is a troubling fact. It touches every one of us. It is
certainly not a new problem, and there are no easy answers for a quick
fix. But we -- you and I -- can ride it out if we will simplify our
needs -- and, yes, change our style of life.
Maintaining peace, wiping out poverty; guarding against nuclear
disaster; banishing racism, striving for justice and equality for all.
These are critical issues; but they are not new issues in our country.
They will be solved as we -- you and I -- continue to educate, inform
and change attitudes in a relentless effort to improve our great country.
Change is inevitable. It is not the end of the world.
Ralph Waldo Emerson said that -- "the lesson of life is to believe
what the years and the centuries say against the hours." The hours say
that your new life will be precarious; the centuries say that you have
the God-given power to create good lives within the limitations of your
times.
In my opinion, whether you end up as the wife of a businessman, a
community volunteer and mother of twins; an engineer, nurse, space technician,
Congressional delegate or teacher of autistic children, you can benefit
from holding firm to a sense of historical perspective.

- It will encourage you to educate others about the continuity
of life.
- It will nudge you to continuously recall and review the more
idealistic aspirations you hold today.
- It will give you courage to reach out for help from family,
friends, teachers and your clergymen.
- It will remind you with certainty that as Christians, responsible
women, and responsible citizens you have roots.
So do not hesitate to look back. Use the past as a yardstick. You will
recognize that your values are a precious resource which can sustain you
and nourish your family and strengthen your community and your country.
Remember, as you leave Tift College today, you have a gift you can
carry with you forever -- and it is a gift you will never be afraid to
give away.

up in this world. You will be limited only by your own

ONE OF US. IT IS CERTAINLY NOT A NEW PROBLEM, AND
THERE ARE NO EASY ANSWERS FOR A QUICK FIX. BUT WE --
YOU AND I -- CAN RIDE IT OUT IF WE WILL SIMPLIFY OUR
NEEDS -- AND, YES, CHANGE OUR STYLE OF LIFE.
MAINTAINING PEACE, WIPING OUT POVERTY; GUARDING
AGAINST NUCLEAR DISASTER; BANISHING RACISM; STRIVING
FOR JUSTICE AND EQUALITY FOR ALL. THESE ARE CRITICAL
ISSUES; BUT THEY ARE NOT NEW ISSUES IN OUR COUNTRY,
THEY WILL BE SOLVED AS WE -- YOU AND I -- CONTINUE TO
EDUCATE, INFORM AND CHANGE ATTITUDES IN A RELENTLESS
EFFORT TO IMPROVE OUR GREAT COUNTRY,
CHANGE IS INEVITABLE. IT IS NOT THE END OF THE

RALPH WALDO EMERSON SAID THAT -- "THE LESSON OF

Notes on proposed Tift Commencement Address for
Mrs. Carter.
1. I have talked with one of the deans and have
read the school's material so historical material
is correct.
2. I built the address around the school's motto.
I moved the motto from King James language to a
careful paraphrase from the New English Bible
which makes the motto more understandable.
No one in the dean's memory has done anything
with the motto. In fact she commented that no
commencement speech in her years at Tift has been
personal. Speakers have apparently lifted a
commencement address and fed it to the audience.
I did not tell the dean I was suggesting the motto.
In the course of an extended conversation I sort of
fished from her the word about the motto because
I wanted to use it as the angle for the address.
3. There has been considerable tension between
the administration and a vocal group of alumnae
over policies, especially as the policy focuses on
a new evening division. The administration is proud
of the evening division but many of the exes do not
like it. Thus I have avoided mentioning any specific
program. June Powell, Jody Powell's mother, is a
leader among the disenchanted alumnae.
4. All concerned are extremely pleased that Mrs.
Carter is coming. I believe she will be cordially
recieved.

I would like to be able to go back to 1849 and experience
again the vision, hopes, aspirations even fears of the men and
women who bravely created the FORS Female Collegiate Institute.
Probably not in their most far-reaching dreams would they have
imagined this beautiful campus, these stately buildings, the
innovative programs that are constantly coming out of your
faculty, administration and alumnae planning sessions. I am
told that more than five thousand women have graduated from
this school. Just think of the evidasts indelible contribution these
women have made on the homes, churches, school and mission

fields of our nation and world!
at this point in the address.
Surely those concerned citizens in 1849 participated in
an event far larger than themselves.
By the time another commencement is held in this building
we will have entered a new decade in our history. The 70's
have been years of great change and turmoil. You young women
who graduate today, who commence today are "70's children."
You have grown up with incredible opportunities and with

hitherto unknown pressures.

As we stand today between the decades I would like to
affirm with you some basics about your school, about our faith
as Christians and Baptists, and hopefully help you make an even
better start into your new future.
1. There is an ongoing purpose for this college.
Your history proves my belief.
There have been times when the school teetered on the
brink of financial and academic disaster. As you know at
crucial timesonly the generosity of Bessie Willingham Tift are
5 saved the school. But as God determined, at the right
time, she came along and made the future of the school more
secure.
The expression of that purpose changes from decade to
decade.
As society changes the emphasis of the school must
necessarily change but of this we can be sure: Young women will
always need to pursue education in a Christian context. From
what I know of Tift College you have struggled to understand the
needs in a given time-span and then have set about to meet
those needs. I commend you in that search and struggle. I
applaud your notable achievements.
It is the responsibility of the administration, trustees,
faculty, students and alumnae to interpret the ongoing purpose
of the school as time rushes by. The mandate of future gene-
rations of Tift students is for you to work together in a give
and take relationship to do what must be done through Tift College.

2. Surely I will not attempt to define your purpose for today,
but in your motto drawn from Psalm 144 I find the foundation
stones for undergirding, defining, even correcting the ongoing
purpose of Tift College in every generation.
Let me paraphrase your motto using the New English Bible:
"Happy are we whose daughters stand like sculptured pillars at
the corners of a palace (Psalm 144:12 NEB) "

the Students, to stand. [I appreciate the Bible's emphasis on
standing. Seldom does the Bible tell us to prostrate ourselves
before the Lord. Nearly always the Bible urges us to stand be-
fore the Lord--in humility and reverence to be sure, but to
stand as men and women nonetheless. To be a Christian does not
mean you lose your self-identity, rather your relationship to the
Lord heightens your self-identity.]
You have gifts and talents of which you can be proud and

through the Grand Foyer on the main floor of the House. In the

But they are not mere adornments. They help support the
second floor of the house. They are strong.

evident that there is no innate intellectual difference between

3. There are ongoing results that come from living by this
splendid motto:
Blessedness, happiness come when you embrace this simple
yet powerful motto in your life.
You will make God happy.

church and the families of which you are now a part and which

Most of all, in the best sense of the word, you will make
yourself happy; you will feel blessed by God, by others and by
yourself. You will be complete and genuinely happy.
You have worked hard. You have dreamed great dreams.
Your family, friends, teachers and others have made tremendous
investments in you. It is now for you to claim your own future.
Like a known but undiscovered gold mine your future is
before you.
James Michener in his soaring book about Colorado, Centennial
tells of the
gold mine. For decades
prospectors searched for the mine. Indian tales from antiquity
told of the mine but no one had found it. Finally a persistent
prospector worked his way up an obscure mountain stream and began

to pan significant amounts of gold. When he had several pouches
he went back to a saloon in the valley, cashed in the dust, had
himself a good time but never returned to the stream.
Another prospector saw what happened. He too explored
the stream, panned considerable gold from the brook. But he
was not content. He kept climbing and searching. Sure enough,
after
of hard work, he pushed through the barriers,
tore through the mountain side and discovered the fabled mother
lode. He made
dollars.
Claim your motto. Push through to the mother lode.
God's best to you, my dear young women.

Mrs. Carter's Remarks
I am very pleased to be here today to participate with you in the
opening of this new Work Activity Center. And I congratulate and commend
all of you parents and citizens of the Cartersville community who have
worked long and hard to make this dream come true.
I have read the material sent to me by Sam. I know that it has
taken ten years for the Center to evolve -- SO for many of you, it represents
the "Impossible Dream" come true! It represents also what happens when
people really begin to care for each other.
And your experience here communicates some important things to us.
First, that we must never quit dreaming. The great movements in the his-
tory of our country started as dreams. And I believe that the way to keep
our country alive and healthy is to keep our dreams alive. For from our
dreams come new and better ways to be neighbors, to be good citizens, to
be Americans.
I applaud those who had the courage to dream of a facility that meets
our critical human needs. Also, we learn -- or are reminded -- that we
must always see our problems in their human dimensions. Government too
easily relegates people to categories such as "problems" or "programs."
You have remembered -- people will work here. People who feel, hurt, laugh,
cry. People, many of whom may well have felt that their lives were of no
value -- who hitherto would have been cared for by the community, will now
become themselves, contributing, supporting citizens of the community.
And more. You the people of Bartow County will feel better about
yourselves as you become increasingly involved in this enterprise. Any
time we overlook, gloss over, cover up human problems in our midst, our
own esteem, our own good feelings about ourselves are diminished.
But you concerned local citizens -- and I emphasize concerned local citizens --
saw a need and set about to meet that need.
You garnered broad-based local support. You found local manufacturers
and businessmen who needed services performed and who realized that em-
ployees of this Center could do the job. You joined with government
agencies -- the Small Business Administration and the Georgia Department
of Human Resources -- for funding and for help.
All have worked together for the results we see today. It is a story
I will be proud to tell as I travel across the country to encourage others
to build caring communities. Because I have traveled SO much the last few
years, I can tell you with some authority that the people of our country
are the same. The things that are important to us here at home are the
same things that are important to people wherever they live -- making ends
meet and preparing for old age, taking pride in our schools and churches,

our communities, our country, caring for our children and wanting better
things for them and our grandchildren than we had for ourselves. And
needing to feel secure. All are the same; we are a community; our nation
is a family. The problems in one part become the problems of us all. When
people in one part of our nation are put on their feet, enabled to become
full citizens, shown the way to self-esteem and personal integrity, the
fabric of the entire nation is strengthened.
Today, in spite of the problems of energy and inflation and other
difficult problems, I am encouraged. We are becoming a caring society.
Everywhere I go I meet men and women and young people who are willing to
invest vast amounts of time and money to meet a wide range of human needs.
That kind of care and concern will see us through all manner of agonizing
problems. It is happening right here in your outpouring of effort to pro-
vide for these very vulnerable citizens in your community. I am proud that
people in Bartow County are part of that significant and often silent net-
work in our country of people who care. And I am proud to be able to share
this important day with you.

the brilliant corps of Tift graduates become, also, part
of our caring society.

This is the last commencement for this school in the
70's. As we rush into the 80's charging full-steam ahead
into a new century I want to help you affirm some basics
about this school and about our lives as Christians and
Baptists.
1. There is an ongoing purpose for this school. We

You will soon be graduates of a distinguished school.
You can stand. Tall. Quietly proud.
b. Like those pillars you have strength.
(i) Your strength is beautiful.
I hope that you will visit the White House. When you
come you will talk through the State Hall on the main floor
of the House. In this hall there are six beautiful marble
pillars.
Smooth. Gleaming. Cool. Gorgeous. Sometimes I
like to simply feel the velvet softness of those elegant
pillars.
But they are not mere adornments. They help support
the second floor of the House. They are strong. They have
beautiful strength.
As I look out across this class I see sparkling physi-
cal beauty. But even more, I feel strong beauty coming

from within each of you.
(ii) Your strength is physical.
Pioneer women made wilderness treks right along with
the men. We have babies at the cost of tremendous physical
pain and strength. We live longer than men. We are not
the weaker sex.
(iii) You have intellectual strength.
Women are demonstrating their God-given intellectual
strength. In the worlds of government, finance, industry,
science and technology as well as the time-honored field
of education it is evident that there are no intellectual
differences between men and women.
(iv) As a woman you have political strength.
Make no mistake about it: elected officials are
fully aware of our strength in the voting booth and are
learning that we are willing and eager to make our views

and interests known in the political arena. In increasing
numbers women are running for and holding elective office.
(v) And overriding and combining all our strengths is
our completely unique strength and ability to be wives and
mothers. In all our striving and getting let's cherish that
most unique opportunity.
Indeed, we have strength.
C. Those strong pillars were placed in just the
right place to do a job.
There is a place for you to stand. A place for you
to be. You have a responsibility that no one else on the
earth can fill.
Determine now that you will take that stand in just
the right place. Make sure it is a place of high morals
and Christian values.

Determine to find the place where you can make the
most sifnificant contribution to the world in terms of who
you are.
Find and take your place together. There are six
pillars in the State Hall. One alone could not do the job.
It takes all of them. Each one is singularly beautiful
but it takes all of them to properly and evenly bear the
load.
Reach out to each other. Revel in your individual

gifts. But exult in your collective power.
I am not saying you will not have to strive, even
mightily. But I am saying you can do what you want to do.

You will bless God.
You will bless and make happy the nation, the church

and the families of which you are now a part and which you
will create.
And most of all,
you will bless yourself. You will be fulfilled and
happy in the best sense of the word.

You have worked hard. You have dreamed great dreams.
Your family, friends, teachers and others have made tremen-
dous investments in you. It is now for you to claim your
own future.
James Michener in his book Centennial tells the story
of the Blue Valley Mine in Colorado. For centuries Indians
had told the story of a fabled gold mine. No one had been
able to find the mine. Finally a prospector learned that
the mine was supposed to be located in the Blue Valley.
He panned in the streams and got considerable gold but he

stopped short of locating the mother lode. Another penni-
less prospector was not to be deterred. He kept searching
until he did find the mother lode. In a short time before
the vein ran out $19,000,000 in gold was mined.
Do not stop in the streams where life is a bit easier.
Dig through the mountain. Push through to your mother lode.
Claim your motto. God's best to you my dear young women.

MRS. CARTER: And we've had some really wonderful successes.
Our Country is at peace. No American has had to give his
life in war since my husband has been President and did you
know that our last seven President's were not able to say that.
And Jimmy's determined to keep our country strong so that no one
will have to fight or die in the future. When I was campaigning
the prime issue was unemployment. And we're working on that.
Seven and a half million more people today are working than
were working when we were campaigning. We've cut the unemployment
rate by 25%. Not enough, but we've. cut it by 25%. We're
rejeuvenating our cities. We passed the largest appropriation
for education ever. And the buracracy I've already spoken of
the buracracy you see how distressed I get about it sometimes.
But I can tell you without reservation it's worse than we ever
imagined it was. We have new Inspector General legislation,
that allows an independent person to go into the departments
and seek out waste and fraud and also look at Management to
see if the departments are being run the way they should be.
We've reorganized six departments of the Government SO that
they are more efficient and more effective. We've passed
Civil Service reform for the first time we can identify those
persons or recognize those persons who are doing a good job
for the government and do something about those who are not
doing a good job. We're cutting red tape and reducing paper
work saving the taxpayers your and my precious dollars. I read

once one of the statistics and I'm not going to give you a lot
of statistics but I read that we had cut paper work by 12% much
more in some of the Departments. Do you know what cutting paper
work by 12% involves? Fifty thousand federal employees working
all day every day filling out forms. Can you imagine? Jimmy
has cut the budget deficit in half. When I was campaigning in
1976, the budget deficit was $66 billion, $66 billion, stand at
30 billion now. And Jimmy is determined that he's going to
balance the budget of the United States. I could continue
inventorying the accomplishments that we have had and things
that we've done. But inventories don't tell the whole story
to me. The real story to me is that of leadership. To be
a leader one must be courageous and this President is courageous.
He's been willing to tackle the most controversial, the toughest
problems facing our country. He's had the courage to take
politically risky positions. He's told the poeple the bitter
truth about inflation and energy. He's taken on one politically
powerful interest after another. The oil lobby, the hospital
lobby, business and labor on inflation, even government
employees even Congress. He's always, always defending the
public interest your interest and my interest against powerful
special interest. On the Middle East, the Panama Canal Treaties
and SALT he put his prestiege and his political future on the
line to do what was right. He's fought many of your battles.
He's won some and he's lost some but he's always had the courage

to take them on and to do what was right for the people of our
country. I would be remiss tonight if I lead you to believe
that we have all of the answers, or that we even think that we
have all of the answers because we don't. We face some very
serious problems in our country. Subtle, frustrating, intractable
problems, inflation, inflation has been with us for ten years.
We've had quick fixes often just before national elections that
might have helped in the short run but over the long run have
made the situation worse. We have a serious energy problem.
It's serious now and it's going to get worse. Brought on by
inaction by political timidity, by
we've known
for years that we faced an energy shortage. But no one had
the political courage to take on this controversial issue until
Jimmy called it the moral equivalent of war for which he was
promptly ridiculed. But someone has to find the answers.
Someone has to search for situations. The days of quick fixes
and inaction are over. There are no magical solutions and our
problems are not going away overnight. We recognize that.
But in spite of that, and this is important, in spite of our
problems we can be opptomistic about the future. We're living
in exciting and challenging times and we can find the answers.
We're Americans. We can work hard and persist. We can even
sacrifice when it's necessary. We Americans have the history
of binding ourselves together in times of crisis and we can
do it again. I don't believe there is any problem that we can't

solve or any obstacle that we can't overcome if we join
together and if we pull together. We have a wonderful country.
We have wonderful people. Working together, joining together,
pulling together, caring for another, we can have a country
even greater than it already is. Thank you all for coming
tonight and thank you for all that you mean to Jimmy and me.

you, we appreciate you and the President himself and I just wish
one day that Mary Beth will have the opportunity of getting up
and saying something like that about me but, but let me say this.
I think it is very well that the President himself was not here
to hear that because even though we might agree with him when
the wife gets up and says something like this about her husband
she's speaking from the heart but I think it might affect his
head. You know in my anxiety to introduce our First Lady, I
forgot that this was a fund raising affair with a real purpose.
And I forgot to introduce and present to you for some remarks
John Dalton who is the treasurer of the Carter Mondale Presidential

THOUSANDS OF HOURS OF DELIBERATIONS, AND INVOLVED
INDIVIDUALS FROM EVERY SECTOR OF THE MENTAL HEALTH
FIELD, AS WELL AS FEDERAL, STATE AND LOCAL OFFICIALS,
LABOR REPRESENTATIVES, CONCERNED LAY PEOPLE,
PATIENTS, FORMER PATIENTS, PARENTS OF THE MENTALLY

ILL. voluntary organizations
ON MANY OCCASIONS THERE WERE STRONG DIFFERENCES
OF OPINION ON THE ISSUES WE CONSIDERED. BUT
OUR COMMISSION WORKED VERY HARD TO REACH CONSENSUS
ON THE RECOMMENDATIONS MADE IN OUR FINAL REPORT.
THE MENTAL HEALTH SYSTEMS AcT TRANSLATES THOSE
RECOMMENDATIONS INTO ACTION, I BELIEVE IT IS
SOUND, IT IS DO-ABLE AND THAT IT IS AN IMPORTANT
STEP IN MAKING MENTAL HEALTH CARE ACCESSIBLE TO
ALL AMERICANS.

As THE LEGISLATIVE PROCESS MOVES FORWARD,
THERE MAY BE SOME RESERVATIONS ABOUT CERTAIN
SPECIFIC ASPECTS OF THE BILL, IF so, WE MUST
MOVE QUICKLY TO RESOLVE ANY DIFFERENCES so
THAT WE CAN BUILD A STRONG, NATIONWIDE EFFORT
TO PUSH FOR A NEW AcT THIS YEAR.

THE PROPOSED AcT PROVIDES THE BEST FRAMEWORK
FOR COMPLETING A COMPREHENSIVE SYSTEM OF MENTAL
HEALTH CARE FOR ALL AMERICANS. IT ADDRESSES MANY

THE NEW INITIATIVE -- IS THE RESULT OF MANY LONG

AND YET, I NEED HARDLY REMIND YOU THAT ONE OUT
OF FOUR FAMILIES IS TOUCHED BY MENTAL HEALTH
PROBLEMS. IT IS AN ISSUE WHICH AFFECTS EACH

IN LACONIA I VISITED THE STATE SCHOOL AND TRAINING CENTER AND
MET CARING, COMPASSIONATE ELDERLY PEOPLE WORKING WITH RETARDED
CHILDREN.
IN CONCORD I WENT TO THE HOME OF A SEVERELY DEVELOPMENTALLY
DISABLED LITTLE BOY. I MET A WONDERFUL VOLUNTEER WHO SPENDS FOUR

HOURS A WEEK WITH THE CHILD, SO THAT THE FAMILY MIGHT HAVE SOME TIME
FOR THEMSELVES. AND AT THE MENTAL HEALTH CENTER, I BOUGHT LUNCH FROM
PATIENTS WHO ARE LEARNING TO LIVE IN THE COMMUNITY AGAIN.

I can sleep better at night when I can remember that God
is the father and author of history. Our "praying without
ceasing" helps us remember that marvelous fact.
I believe God wants to keep on blessing our nation.
He does not wish or design ill for us. I believe he wants
to keep on using us as instruments for peace and stability
in the world. History teaches us that we have no guarantee
at all that God will keep on blessing us so wonderfully,
but my firm conviction is that he does want to bless us
along with all nations who will do his will.
But he can use us only as we are willing to be used.
He can use us only as the moral and spiritual heart of our
nation is strong. He can use us only as long as we are
deeply and honestly committed to existing as a righteous,
good, humane nation.
I believe the moral center is strong. As I travel
around I am encouraged by the numbers and ways that our
people are actively caring for the moral, spiritual and
physical well-being of each other.
We must not be arrogant. We must not be smug. We
must not think we have a corner on honor and intelligence.
Most of all we must know that we do not have a corner on
God. But let's also remind ourselves that most of us do
want to be of service. We do want to make a lasting
difference on our town, states, nation and the world.
While we want well ourselves, we also want others
to have their part in the American dream of life, liberty
and the pursuit of happiness.

PUBLIC HEARINGS OF THE PRESIDENT'S COMMISSION ON MENTAL HEALTH, I LISTENED
TO ALMOST 300 PEOPLE TESTIFY ABOUT HOW BAD THINGS ARE,
AND SO IT IS GREAT TO BE HERE TODAY! IT IS GREAT TO SEE A PROGRAM
THAT WORKS!
I'm sure you could probably tell me of obstacles

IT IS GREAT TO SEE A COMMUNITY WHERE CITIZENS HAVE ASSUMED RESPONSIBILITY
FOR MAKING YOUR COMMUNITY MENTAL HEALTH CENTER TRULY A MODEL PROGRAM'.
I DON'T NEED TO TELL YOU THAT WHILE OUR GOVERNMENT RESOURCES ARE
FINITE, OUR HUMAN NEEDS ARE NOT.
I DON'T NEED TO TELL YOU THAT WE CAN CREATE ON PAPER THE MOST
ENLIGHTENED MENTAL HEALTH POLICY IN THE WORLD, BUT IF CARING CITIZENS
IN THEIR OWN COMMUNITIES DO NOT GET INVOLVED, DO NOT HAVE A STAKE IN
MAKING THAT POLICY WORK, IT WILL FAIL.
I DON'T NEED TO TELL YOU THAT THERE WILL PROBABLY NEVER BE ENOUGH
