SECRET/SENSITIVE -2- post-hostage period. This is a follow-up to an earlier tele- gram from Laingen assessing the current political situation in Iran which was circulated as a telegram from Embassy Bern. -- Swiss Ambassador Hegner called on me yesterday to convey the concerns and recomnendations of Swiss Ambassador Lang in Tehran with respect to where the hostages should be quartered just before their departure from Iran. He re- called that the hoped-for release last April was frustrated by the fact that the hostages were not really under Govern- ment control at that time. Lang suggests that we not make known our preferences in this regard to the Iranian,author- ities until release appeal- imminent because of the "Tabass syndrome. " However, when it becomes timely to address the problem, he recommended that we not oppose Evin Prison, if offered, and suggested that the Ministry of Foreign Affairs (which still has the beds which had been located there last April) would also be an acceptable location. I told him that we have no more definite information than Ambassador Lang with respect to the current status and whereabouts of the hostages, but indicated that when the Iranians give a comprehsnsive reply to our latest clarifications, it might then be appropriate to have the Algerians ask them whether the hostages are indeed under Government control. If they are under undisputed Government control, it would then not matter whether they were still in the Embassy compound or at some other location prior to their departure for the airport.
