On this subject we find that the most recent
statements could not be more contradictory: BS stated yesterday
that they are scattered throughout the country. Khoeini (sic)
declares that the transfer of control has taken place. A
journalist tells us that in the compound there are clearly
two versions, and therefore two groups; one says that the
(transfer of). control has taken place, and the other says
that there is no question of its taking place. The
Chief
of Protocol has heard from a source at the Prime Minister's
office that they are supposed to be scattered - somewhere
outside Tehran. Personally, for administrative and supply
reason3, M think rather that they are scattered throughout
Tehran.
I find that Protocol, therefore the Ministry of
Foreign Affairs, has already tended to hesitate to accept
gifts if there is no guarantee that they can be delivered
