Although it may seem premature, I suggest that you make plans
to have published an edited collection of your campaign speeches.
oh
The Government Printing Office will routinely put out an unedited
collection of everything you said, but I'm thinking of a well-edited,
nicely bound collection to be issued by a major publisher.
I could take charge of this if you like (assuming I am around
after the election; if not, someone else could take over, but
I think the process should be ga begun as soon as possible).
I would suggest the following steps:
First, you should be represented by a literary agent. He gets
10% of your profits, but he will more than R make up for that.
I would suggest my agent, Sterling Lord, who is the best in
no
the business. His other clients include Ted Sorensen, Pierre
Salinger, Barbara Hower, Doris Kearns, Dick Goodwin, Jimmy
Breslin, etc etc. Sterling is highly respected, is a gentleman,
and would never embarass you.
Sterling would negotiate a contract with one of the major
publishers. You should get 1) as much money as possible, even
if it goes to charity, and 2) complete control over the
binding, the editing, the advertising and every aspect of the
book.
The money is important, as a matter of principle, eveN if
you give $ it to charity. I would guess you could get an advance
ok
in the $25,000 to $50,000 range. The publisher might or might
not make money, but would want this book as a step toward your
eventual memoirs.
From our end, after the election, we would have to have a lot
of speeches transcribed, then I or someone would have to edit
out the best material, and someone would have to write
oh
an introduction. The editing should be imaginative; i.e., not
just prepared speech texts, but also the best moments from your
imprompto speech, highlights of the debates (like the closing
statement from the first debate), and so on.
Let me know how you feel about this.

JC --
I wanted both you and Pat to know that I'm not
the one who sat on the October 13 memo and caused
the mix-up. I mailed the memo to Pat as soon as
I received it, which was about two weeks ago.
Someone in Pat's office assumed that I had returned
it after cleaning out my files and gave it to
him with that notation. Returning your instruc-
tions to staff and advisors is always my top priority.

I yesterday solved the mystery of a recent screw-up,
and I want to pass the information along to you.
On October 13, I gave you, at your home
in Plains, a memo suggesting a collection of your speeches.
Among other things, I suggested that you employ my
literary agent, Sterling Lord. You wrote "No" in the
margin beside that item.
However, and this is the key to the fiasco, the memo was
never returned to me -- not until yesterday, when it was
sent along with a note saying Maxie had been cleaning out
her mink files and thought I might want this memo.
So, a day or two after the first memo, not having had a
reply, I raised the question of the collection of speeches
in a second memo, and you wrote in the margin "I saw
it. (the first memo) Good idea. Proceed." "
So there you have it. You had specifically vetoed the
use of the agent -- but I didn't know that, because I
never got that memo back. I got the second memo, which
I took to be an endorsement of my entire proposal.
The matter has been resolved now, but I was glad to learn
that it was an honest misunderstanding, and I wanted you
to know I had not knowingly gone against your wishes.

You speak to the American Public Health Association on Tuesday
morning. I will be drafting a speech today and tomorrow and
get it to you on Sunday evening. I have plenty of material
to draw from in your April 16 speech, memos from Mary King,
brief Keep
your previous statements, etc. My main question would be
whether there are any specific proposals you can put forward
in the general area of preventive health care. Please let me
know if there are points you want to make on this. I will hold
Emghasis prevention
the speech to eight pages, and can give you all the backup
material you want.

Later that same morning, you speak to what I think will be an
outdoor rally of X elderly people. I will prepare you a short,
this
punchy, factual statement on what Nixon-Ford have done wrong
and what you will do right. Again, please tell me if there
tough
are any particularly points you want to make.
Beyond those two speeches, Fran advises me that there are no
more formal-type speeches scheduled, and you'll mainly be
addressing outdoor political rallies. I will gladly withdraw
from the major-speech business and devote my energies to
political rhetoric.

One thing we shold should consider at an appropriate forum is
an entirely positive, vision-of-America type speech, setting out
what you hope to accomplish in your first term, in legislative,

economic and spiritual terms.
Bill Kexx Keel is on the plane. He did that excellent Litton bio

on which you based your excellent speech last night. It would be
good if you could ***** thank his him; he's done a lot of good
work for us.
Did you see my memo discussing a collection of your campaign
speeches? When I came to your house the other night about
the Liberal speech, I put it on your breakfast table. It
may still be there.

STATEMENT TO THE PRESS
THE FIRST INDICATION OF THE CHARACTER
OF MY ADMINISTRATION WILL BE THE QUALITY
OF TOP OFFICIALS CHOSEN TO SERVE WITH ME
AND SENATOR MONDALE. THIS WILL BE ONE
OF OUR MOST IMPORTANT TASKS PRIOR TO
INAUGURATION.
PROCESS FOR FILLING CARINET AND OTHER
TOP POSITIONS
I WOULD LIKE TO OUTLINE FOR YOU
TODAY IN GENERAL TERMS THE PROCESS BEING
USED IN SELECTING MEN AND WOMEN FOR TOP
POSITIONS IN THE NEXT ADMINISTRATION.
PRESERVATION PURPOSES
ELECTROSTATIC REPRODUCTION MADE FOR
THE PROCESS WILL BE SIMILAR TO THE
ONE I FOLLOWED IN SELECTING SENATOR
MONDALE AS MY RUNNING MATE. ALTHOUGH I
AM EAGER TO HAVE MY CABINET-DESIGNEES
APPOINTED AS EARLY AS POSSIBLE, I AM
MORE CONCERNED ABOUT ASSURING THAT WE
FIND THE BEST PERSON IN THE COUNTRY FOR
2 1 I
EACH POSITION. WE WILL BE CAREFUL,
THOROUGH AND DELIBERATE IN MAKING THESE
MAJOR DECISIONS.
I HAVE ASKED SENATOR MONDALE TO
WORK CLOSELY WITH ME IN THIS PROCESS.
I WILL ASK FOR HIS RECOMMENDATIONS ON
EACH APPOINTMENT AND FOR HIS HELP IN
EVALUATING THOSE PERSONS BEING CONSIDERED.
A LIST OF PERSONS WHO SHOULD BE
CONSIDERED FOR EACH POSITION IS BEING
DEVELOPED. SOME OF THEM ARE ALREADY
OBVIOUS TO ME, BUT THERE WILL BE AN
INTENSIVE SEARCH AND OUTREACH TO INSURE
THAT I HAVE THE NAMES OF ALL PERSONS WHO
MERIT FULL CONSIDERATION. I SOLICIT

ALL
SENATOR MONDALE AND I HAVE ALREADY
BEGUN TO CALL AND CONSULT WITH DISTIN-
GUISHED AMERICANS TO SEEK THEIR ADVICE
AND SUGGESTIONS AS TO WHO SHOULD BE
CONSIDERED. THIS CONSULTATION PROCESS

WILL CONTINUE UNTIL ALL APPOINTEES
ARE ANNOUNCED.
LATER THIS WEEK, I WILL ANNO UNCE
THE NAMES OF SOME OF THOSE WHO WILL HELP
US TO IDENTIFY AND EVALUATE PERSONS WHO
SHOULD BE CONSIDERED FOR EACH POSITION.
MEMBERS OF THIS GROUP WILL FUNCTION AS
INDIVIDUALS, PROVIDING US DIRECTLY WITH
THEIR OWN THOUGHTS AND SUGGESTIONS.
IN ORDER TO ASSURE MAXIMUM PERSONAL
KNOWLEDGE OF QUALIFICATIONS AND COMPATI-
BILITY, QUITE OFTEN THOSE BEING CONSIDERED
FOR APPOINTMENT WILL BE ASKED TO WORK
PRESERVATION PURPOSES

PROJECTS RELATING TO THE NEXT ADMINI-

WE WILL EVALUATE INFORMATION AS IT

INFORMATION WHICH WE HAVE DEVELOPED
THROUGH OUR OWN EFFORTS. WE WILL DISCUSS
THE POTENTIAL APPOINTEES AND DECIDE WHICH
PERSONS SHOULD BE CONSIDERED AND INTER
VIEWED.
4 1 I
THE PRESS AND THE AMERICAN PEOPLE
WILL, OF COURSE, KNOW WITH WHOM WE ARE
MEETING, BUT WILL NOT ALWAYS KNOW FOR
WHAT POSITION THEY ARE BEING CONSIDERED.
AFTER PROPER CONSULTATION WITH
CONGRESSIONAL LEADERS AND AFTER SECURITY
CHECKS HAVE BEEN COMPLETED AND REVIEWED
BY ME, I WILL MAKE MY DECISIONS KNOWN
TO THE AMERICAN PEOPLE.
AS I'M SURE YOU REALIZE, THERE WILL
BE THE INEVITABLE SPECULATION ABOUT WHO
I AM CONSIDERING AND WHO I WILL SELECT.
BUT JUST AS IN THE VICE PRESIDENTIAL
SELECTION PROCESS, NO ONE ON MY STAFF
AND NO MEMBER OF MY FAMILY IS AUTHORIZED
PRESERVATION PURPOSES

TO SPEAK ON MY BEHALF ABOUT POSSIBLE
APPOINTEES DURING THIS DECISION PERIOD.
I WILL WITHHOLD MY FINAL DECISION UNTIL
I AM READY TO MAKE A PUBLIC ANNOUNCEMENT.
AND ONCE I HAVE DECIDED, I WILL MAKE THE
ANNOUNCEMENT AS EXPEDITIOUSLY AS POSSIBLE.<

AS SOME OF YOU LEARNED WHILE I WAS
SELECTING MY RUNNING MATE, QUITE OFTEN
THOSE WHO TALK THE MOST KNOW THE LEAST.
SENATOR MONDALE WILL BE ASSISTING ME
FROM ASHINGTON. THE STAFF WORK FOR THIS
PROCESS WILL BE COORDINATED BY HAMILTON
