Every one of the Allies on this North
Atlantic Treaty Organization is
necessary to the others.
2.
Repeat the theme of confidence in the
West - anti-Spenglerism. The West is
on the rise. All we have to do is hold
together. NATO is the fundamental
organization for this holding together.
3. Note of confidence in the future of
the North Atlantic Alliance.
4. It is appropriate that the North
Atlantic Council be located in Paris.
My visit with President de Gaulle -
about which I am very much pleased -
has as one main purpose: the strengthen-
ing of the Alliance, of our bonds with
France. For I am convinced that the
strength of the relations between my
country and France and the strengthening
of the Alliance are in the same direc-
tion.

The President might reassure the Council
that if Mr. Rusk does not get here
next Monday, a responsible officer
will brief the Council on the President's
meeting with Khrushchev.
