THE WHITE HOUSE
Subject: Iran: Reply to the Shah's Congratulatory
Message on Orbital Flight of Commander Schirra
Reference is made to your October 5th memorandum requesting
the Department of State to prepare a reply to the Shah's congrat-
ulatory message on Commander Schirra's successful orbital flight.
It is recommended that the attached reply from the President be
sent to the Shah at Tehran.
It is recommended that release of the exchange of messages
be left to the discretion of the Government of Iran and this view
is incorporated in the attached message.
