M M O R A N D U M February 15, 1967 TO: JIM GARRISON, DISTRICT ATTORNEY FROM: ANDREW SCIAMBRA, ASSISTANT DISTRICT ATTORNEY RE: FBI INVESTIGATIONS AT THE FINALE BAR, 1041 ROYAL STREET Upon talking with some of the employees of the Finale Bar, we have learned from them that two unidentified men had come into the bar asking for information about any Cuban refugees who may frequent the bar. Another person came to the bar with a picture of a Latin American type person, asking the person on the door if he had ever seen this person before. These people did not identify themselves to any of the employees but merely came in, asked their questions, and left. The management told me that there have been several inquiries in the last six to eight weeks regarding Latin Americans and Cubans from people who continually neglect to identify them- selves.
