However, there is something new about its development in invisible
form. Police states come into existence in response to the need
for controls over the people and a military industrial complex
costing - even before the spread of the Viet Nam war - more than
twenty billion dollars a year needs extensive controls in order
to stay in being. In a country with an authoritarian tradition
such as Germany had, the trappings of the police state may be
flouted as flamboyant evidence of power. In America, however,
with its tradition of concern for individual rights, jackboots
concentration camps and assassinations by the government would
arouse suspicion that all was not well - at least, this would have
been the case a few years back. As long as verbal homage is paid
to the revered traditions, however, and as long as material bless-
ings are present to replace the people's loss of control over the
government, totalitarian power can be exercised almost as effec-
tively through indirection.
The problem is that now there are two Americas. There is the one
in which most Americans think they are living - the one which tells
the rest of the world to give us your poor, your downtrodden, for
here is their refuge from tyranny. One nation, indivisible, under
God, with liberty and justice for all. A government of the people,
by the people and for the people. Perhaps it was not quite as
idyllic as we like to think, but there really was such a country

Then there is the America in which we really live, the one which
mushroomed out of the Cold War. The old, romantic forms of the
government have been maintained so that you can visit Congress and
observe debates about daylight savings time. You can even help
elect a President or a Senator, if you wish, although if he gets
in the way of the warfare complex he will be eliminated.
The government now has a right to lie to the people, as a govern-
ment official has publicly stated. 1 It follows, as the night follows
the day, that the government has the right to murder. And so it
has come to pass that in the land of the free and the home of the
brave techniques of assassination are taught to selected intelli-
gence agents. Every device, from old fashioned arsenic to the
frangible bullet - which breaks into tiny pieces inside the victim -
is used to advance the interests of the warfare complex. If it is
desired that the victim's autopsy indicate that he died of a heart
attack then he can be fed aconitine - one milligram for every
hundred pounds of his weight - or he can be sprayed in the face
by a government agent who has previously been injected with an
antidote.
The Central Intelligence Agency, unchecked by Congress, operates

not only outside of the country but inside as well. The Federal

As if this were not enough, there is another
intelligence operation - designed especially to serve the interests
of the warfare complex - which operates literally everywhere and
which is so little known to most Americans that it has no known
name. We will call it, as some of its members appear to, the

Wide World Trading Company. The Wide World Trading Company makes
the Mafia look like the Bobbsy twins at the beach. If you get in
the way of the war machine, the Wide World Trading Company will
kill you quickly and expertly and your local newspaper will write

another editorial about crime in the streets. It doesn't matter
whether you served in combat as a Dogface with the Third Division
or whether you are the President of the United States, if the
warfare complex decides you are a "national security problem" you
will be removed. It too is an organism with a strong survival
instinct and it has effective murder machinery built with your taxes.
The warfare complex is not going to give up its billions and its
power simply because you have examined the Constitution and have
found that it is not supposed to be running the country. Nor is
it going to abandon the doctrine of massive retaliation, with its
vast array of military hardware simply because a transient young
President has recognized that the vast array of equipment has
become virtually obsolete.

It is the official enemy, the villainous and savagely denounced

enemy who is the dearest friend of the warfare complex - - for the
existence of the official enemy and the quality of his villainy
is the sole reason for the war machine's ability to survive. The
fear and hate stirred up in the populace about the strange creatures

If there were no official enemy it would invent an official enemy,
whether herds of unicorns or squadrons of flying saucers, so that
the people will give up their liberties in exchange for protection
against the threat.

America does not lightly forget its departed leaders. After it
murdered John Kennedy and buried the truth along with him, it

the ceremony, as it always is. There were tears, eloquent words
and numerous indications of compassion to show that although John
Kennedy was gone he was not forgotten. When it was over the war-
fare complex had another nuclear powered aircraft carrier to add

It might have been expected that the commentators and the professional
intellectuals of the country would find some irony in this inasmuch
as President Kennedy was murdered by the military industrial complex
because he was working to end the Cold War. However, the first
lesson of history is that we learn nothing from history. We are
condemned to re-live it, as Santayana has pointed out, only now we
must re-live it in a nuclear era. It will all come to pass because
the power urge of the warfare complex inevitably will cause it to

come. That is, after all, the story of Nazi Germany. The auto-
bahns were beautiful and the people were among the most civilized
on earth, but men had acquired uncontrolled power. And now it has
happened in America.
One thing has been added. We learned that E = MC². Now all the

speed of light. If you still believe that in such an age the real
reasons for the murder of President Kennedy can continue to be kept
hidden, then look into the faces of your children and tell yourself
that it makes no difference if the air is filled with cobalt.
When the time comes for the war, there will be nothing you can do
about it. Your country doesn't belong to you anymore.
