As long as verbal homage is paid\nto the revered traditions, however, and as long as material bless-\nings are present to replace the people's loss of control over the\ngovernment, totalitarian power can be exercised almost as effec-\ntively through indirection.\nThe problem is that now there are two Americas. There is the one\nin which most Americans think they are living - the one which tells\nthe rest of the world to give us your poor, your downtrodden, for\nhere is their refuge from tyranny. One nation, indivisible, under\nGod, with liberty and justice for all. A government of the people,\nby the people and for the people. Perhaps it was not quite as\nidyllic as we like to think, but there really was such a country\n-2-\n8\nSome Some is OK west\nonce, as artifacts unearthed by archivists one day will reveal.\nThen there is the America in which we really live, the one which\nmushroomed out of the Cold War. The old, romantic forms of the\ngovernment have been maintained so that you can visit Congress and\nobserve debates about daylight savings time. You can even help\nelect a President or a Senator, if you wish, although if he gets\nin the way of the warfare complex he will be eliminated.\nThe government now has a right to lie to the people, as a govern-\nment official has publicly stated. 1 It follows, as the night follows\nthe day, that the government has the right to murder. And so it\nhas come to pass that in the land of the free and the home of the\nbrave techniques of assassination are taught to selected intelli-\ngence agents. Every device, from old fashioned arsenic to the\nfrangible bullet - which breaks into tiny pieces inside the victim -\nis used to advance the interests of the warfare complex. If it is\ndesired that the victim's autopsy indicate that he died of a heart\nattack then he can be fed aconitine - one milligram for every\nhundred pounds of his weight - or he can be sprayed in the face\nby a government agent who has previously been injected with an\nantidote.\nThe Central Intelligence Agency, unchecked by Congress, operates\n2\nnot only outside of the country but inside as well. The Federal\n-2-\n8\nBureau of Investigation operates not only inside the country but\n3\noutside as well.\nAs if this were not enough, there is another\nintelligence operation - designed especially to serve the interests\nof the warfare complex - which operates literally everywhere and\nwhich is so little known to most Americans that it has no known\nname. We will call it, as some of its members appear to, the\n4\nWide World Trading Company. The Wide World Trading Company makes\nthe Mafia look like the Bobbsy twins at the beach. If you get in\nthe way of the war machine, the Wide World Trading Company will\nkill you quickly and expertly and your local newspaper will write\n5\nanother editorial about crime in the streets. It doesn't matter\nwhether you served in combat as a Dogface with the Third Division\nor whether you are the President of the United States, if the\nwarfare complex decides you are a \"national security problem\" you\nwill be removed. It too is an organism with a strong survival\ninstinct and it has effective murder machinery built with your taxes.\nThe warfare complex is not going to give up its billions and its\npower simply because you have examined the Constitution and have\nfound that it is not supposed to be running the country. Nor is\nit going to abandon the doctrine of massive retaliation, with its\nvast array of military hardware simply because a transient young\nPresident has recognized that the vast array of equipment has\nbecome virtually obsolete.\n-3-\n8\n(At this point there should be a short paragraph\non the tendency of institutions - as well as\norganisms - to fight to survive, indicating that\nit is instinctual rather than rational.)\nConclusion of the conducion\nare win of in new 13,th\nIn the totalitarian state - whe ther the old, familiar overt model\nbequires and ends\nor the new, streamlined covert model - it always comes down to\nmurder. In the early phases of the build-up of power it is the\nmurder of its own people, the very ones it claims to be protect-\ning, for they are the real enemy by virtue of their potential\npower to dismantle the warfare machinery. The taxes paying for\nthe endlessly varying armaments, the steadily devaluating money,\nthe official lies and the lost sons are too much to take without\ncontrols. The major control is murder, for the voices which say\n+\nthat all is not well - whether from a New York Senator or a\nnational negro leader - must be stilled forever so that new markets\nfor the warfare machinery can be developed.\nIt is the official enemy, the villainous and savagely denounced\n-4-\n8\nenemy who is the dearest friend of the warfare complex - - for the\nexistence of the official enemy and the quality of his villainy\nis the sole reason for the war machine's ability to survive. The\nfear and hate stirred up in the populace about the strange creatures\n+\non the other side is the fountainhead of its power and its billions.\nIf there were no official enemy it would invent an official enemy,\nwhether herds of unicorns or squadrons of flying saucers, so that\nthe people will give up their liberties in exchange for protection\nagainst the threat.\n-5-\nTHE MACHTNE\nor\n\"America, America,\nfor\nGod shed his grace on thee --\nAnd crown thy good\nOLD WINE in\nWith brotherhood\nFrom sea to shining sea.\"\naNEW BOTTLE\nAncient Song\nAmerica does not lightly forget its departed leaders. After it\nmurdered John Kennedy and buried the truth along with him, it\nnamed an aircraft carrier after him.\nThis was a concession to the mythological country in which most\nAmericans believe they live. In the media, the emphasis was on\nthe ceremony, as it always is. There were tears, eloquent words\nand numerous indications of compassion to show that although John\nKennedy was gone he was not forgotten. When it was over the war-\nfare complex had another nuclear powered aircraft carrier to add\nto its steady build-up of war machinery. Dealey Playes: Parting\nIt might have been expected that the commentators and the professional\nintellectuals of the country would find some irony in this inasmuch\nas President Kennedy was murdered by the military industrial complex\nbecause he was working to end the Cold War. However, the first\nlesson of history is that we learn nothing from history. We are\ncondemned to re-live it, as Santayana has pointed out, only now we\nmust re-live it in a nuclear era. It will all come to pass because\nthe power urge of the warfare complex inevitably will cause it to\nA\ncome. That is, after all, the story of Nazi Germany. The auto-\nbahns were beautiful and the people were among the most civilized\non earth, but men had acquired uncontrolled power. And now it has\nhappened in America.\nOne thing has been added. We learned that E = MC². Now all the\nworld knows that energy is equal to mass times the square of the\nspeed of light. If you still believe that in such an age the real\nreasons for the murder of President Kennedy can continue to be kept\nhidden, then look into the faces of your children and tell yourself\nthat it makes no difference if the air is filled with cobalt.\nWhen the time comes for the war, there will be nothing you can do\nabout it. Your country doesn't belong to you anymore.\nCan you hear me? Turn off your television set and listen.
