ALCOCK, Assistan t District Attorney RE: EDWARD JULIUS GIRNUS, Prison #A-90428-A EDWARD JULIUS GIRNUS was interviewed at the United State Peni- tentiary in Atlanta, Georgia, on December 5, 1967. He was in that institution for a violation of the Dyer Act (interstate trans- portation of stolen vehicles). GIRNUS stated he owed the State of Virginia 28 years for various unspecified criminal violations. As GIRNUS recalls, he was released from the United States Penitentiary at Leavenworth, Kansas, on January 11, 1963 -- his rap sheet indicates he was released on February 14, 1963. He was in that institution for interstate transportation of a forged instrument. Immediately upon his release, GIRNUS moved to Pasadena, Texas, which is just outside of Houston. Being on 21 month conditional release, he had to report to a federal parole officer every thirty days. While in Pasadena he used the name of EDWARD STARK. Sometime in February or early March, 1963, GIRNUS made a trip to New Orleans. He was down here looking for some old friends. He stayed at a hotel one block off of Canal Street, on or near North Rampart Street. He did not find the persons he was looking for so he returned to Pasadena, Texas. While he stayed in Pasadena, he lived on South Randal Street. He couldn't recall the street number. In March, 1963, GIRNUS moved to Waco, Texas. While there he lived with a woman, not his wife, at 1806 Independence Avenue. Sometime in March or April, 1963, GIRNUS moved to Dallas, Texas. He was still with the woman he met in Waco, and he stayed at the St. George Hotel. The St. George is on Elm Street two blocks from the Records building. At this time he was using the name EDWARD STARK almost exclusively. During this period GIRNUS was charged with embezzlement from a gunsmith who owned two gun shops in Dallas. (GIRNUS' rap sheet shows an embezzlement charge was nolle prossed in Dallas on May 18, 1964). Also during this stay in Dallas, GIRNUS, using the name of STARK, frequented the Theatre lounge, Circus lounge and the Diamond Horseshoe lounge. JACK RUBY allegedly owned one of these lounges. GIRNUS associated with some of the strippers from these clubs. Most of these girls stayed at the Blue Bonnet Hotel on Commerce Street. Through his association with these people and these clubs, GIRNUS met a friend of JACK RUBY's who was interested in buying guns. This man, who GIRNUS would not identify, was associated with a rabid right-wing group who had access to large amounts of money. GIRNUS also met a man from New Orleans through this group who was interested in purchasing guns. As a result of a conversation with the man from New Orleans, GIRNUS moved to Leesville, Louisiana. GIRNUS would not identify this man from New Orleans. -2- On Chartere the French Street, Quanta or in GIRNUS went to Leesville in a pickup truck he had purchased in Oak Cliff using the name of RITTNER. RITTNER is supposed to be an engineer from New Orleans. GIRNUS had somehow gotten his identification papers. GIRNUS arrived in Leesville sometime in early April, 1963. He moved in with a woman who owned a bar and gambling joint by the name of Marie's Hideaway. The woman's first name was MARIE. While in Leesville, GIRNUS became associated with an organization known as the Democratic Club. The membership of the club consisted of both military and civilian personnel. The organization used a private club named the Ponderosa for their functions. At this time, GIRNUS was buying and selling guns. He bought most of his guns from some military men he had met at the club. During this time he shot a sergeant, but paid $800 and no charges were pressed. The sergeant's name was FOWLER and after the shooting he was transferred to Fort Sam Houston in Texas. GIRNUS made several trips to New Orleans with the guns and ammunition. He thought the guns were ending up ultimately in Central America. On one of these trips to New Orleans in May or June, 1963 GIRNUS SHAW: met CLAY SHAW On this particular trip GIRNUS, using the name of EDWARD STARK, stayed at a big hotel which had a street-level garage facing Chartres Street. The garage was at the back of the hotel and it was near the Alpine Restaurant and Bar. GIRNUS met SHAW in the Alpine Restaurant and Bar. He was introduced to SHAW by a man who owns an apartment house on Exchange Alley or Place. This apartment building has a courtyard. The man who owns it is a homosexual. He is short, fat, wears glasses, bald and everytime GIRNUS saw him he was wearing bermuda shorts and sometimes he would be walking a dog. When GIRNUS met SHAW on this occasion, he was with a group of people. A man who owned a bar in the Quarter by the name of MAXIE "Max" WOOD or WOODS was in the group. Also, there was a woman who was either presently WOOD (S) wife or ex-wife. She also owned a bar. A New Orleans Police Sergeant who owned a cafe or bar was also present. The police officer was heavy set with brown hair. He did not wear glasses. 0 Identify police sergement SHAW spoke to GIRNUS a little while, and during the conversation invited GIRNUS (STARK) to his home in Hammond, Louisiana. GIRNUS felt that everyone in the group knew of his gun running activities. About 8 or 9 days after this initial meeting with SHAW, GIRNUS returned to New Orleans from Leesville. He stayed at a motel on the Airline Highway, but he cannot remember its name. He went to a bar in the Quarter -- the one the woman at the Alpine bar owned and met a man who he deemed to be the manager. He and this man (name and description unknown) went by car to an office in a building in the central business district near Sears Roebuck. SHAW was in the office and they started talking about guns. SHAW SHAW: allegedly knew some people who wanted to buy some guns, SHAW USWALD: made a telephone call, and sometime thereafter two men came to the office. One of the men was LEE HARVEY OSWALD. OSWALD was intro- duced by SHAW to GIRNUS as LEE. GIRNUS cannot remember the name of the man who came in with OSWALD. He was well dressed in a business suit, 5'11" tall, 210 pounds, and he had dark black hair OSWALD was wearing khaki pants and a white shirt. This meeting took place sometime before noon, however, GIRNUS cannot remember the day of the week. -3- This conversation centered principally on Central and South America -- the best way to get there and the general living conditions. GIRNUS, who said he had traveled quite a bit in Central America, told OSWALD what he knew about these countries. Suddenly, at this point in the interview, GIRNUS told me he did not want to give me any more details. He said the institution (penitentiary) bugged him, and he did not want to talk any further lest he get himself into a storm. (He was obviously committing crimes in this area, and was fearfulof prosecution). He said he Not dear did not realize I would be taking down everything he said. He told me he would have someone in Atlanta send me a picture of two me people. One of the persons in the picture was LEE OSWALD. He said the picture was taken in Mexico. Additionally, he was or sending me an FAA flight plan which would be self explanatory and helpful in our investigation. FERRIE allegedly had something to do with the flight recorded on the flight plan. I assured him we were only interested in facts that aided us in our investigation, but he still refused to go on with a fact- detailing interview. So I put my pad away, and engaged him in general conversation about the prison. During this conversation I was able to elicit a few more facts. ? The last time GIRNUS saw OSWALD was when he drove him to Catulla Texas. This trip took place sometime in September, 1963, While in Catulla, GIRNUS introduced OSWALD to a friend of his who was an ex-Mexican army man. OSWALD and GIRNUS' friend went into Mexico through Laredo, Texas. Their trip had something to do with getting OSWALD a passport. GIRNUS attended several parties where SHAW was present. At least one of these took place in Hammond, Louisiana, GIRNUS thought SHAW it was SHAW's home, but he was not sure of this OSWALD was at this particular party which took place in a large colonial brick house which had a big yard all around it Though GIRNUS terminated this particular interview abruptly and at a crucial time, I feel he will talk to me further. Ra:5HAW (+ FERRIE) STATEMENT OF MR. NICHOLAS TADIN I was out at the New Orleans Airport on a Saturday or a Sunday afternoon sometime during the summer of 1964. I had brought my boy out there to take some flying lessons from Dave Ferrie. After I parked my car I noticed Dave Ferrie and Clay Shaw coming out of the hangar. Dave Ferrie was about three feet ahead of Clay Shaw. Clay Shaw turned to go to his car and Dave Ferrie was coming towards me. When Shaw turned Dave waved at him. Shaw just got into his automobile and left. I asked Dave Ferrie if this was a new student that he had because I knew of Clay Shaw and he said, - No, it was a personal friend and the Manager of the International Trade Mart, and that was the end of that. However, I did call it to the attention of my wife when I saw Clay Shaw and told my wife who he was at the time. I had seen Clay Shaw several times before around the French Quarter and know positively that this was him. MATHILDA TADIN My husband and I had gone out to the New Orleans Airport one afternoon sometime in the summer of 1964. While waiting to see Dave Ferrie, we saw him come out of the hangar with another person. My husband turned to me and said "Look who's with Dave" and I said "Who's that"? My husband told me that the man was Clay Shaw, a notorious degenerate. PORTER met OSWALD in the summer of 1963 in the Penny Arcade located in the 100 block of Royal Street. OSWALD was with a male prostitute by the name of JOHN who, according to PORTER, spent most of his time "hustling the queens" around the Arcade. OSWALD told CAPT. MARTELLO that JOHN was a member of the Fair Play for Cuba Committee. PORTER currently lives in California but has relatives in the city. Efforts should be made to get his California address so that we may further communicate with him. 42) SHAW PARTIES LEAD 68. "PATSY", a colored female impersonator, said that he has entertained at some of the parties given by CLAY SHAW. He said that he quit working for SHAW because he didn't like his attitude. (REID can contact). 43) BILL GAUDET LEAD (See FOWLER memo of 4/15/69) 67. GAUDET is editor and publisher of the Latin American Reports. He had offices in the old International Trade Mart and is now located in the new Iternational Trade Mart. According to WEISBERG, GAUDET is C.I.A. 44) SHAW IN ST. FRANCISVILLE, LOUISIANA (See Sciambra memo of 4/3/69) 66. appeady Leads pertaining to SHAW's activities in St. Francisville have come in. I suggest that ALFORD who has made a contact in St. Francis- ville handle this lead in conjunction with me. SECURITY 45) FRIENDS OF DEMOCRATIC CUBA (See Special File) 65. According to numerous reports, the Friends of Democratic Cuba was Affert created and sponsored by the C.I.A. It was organized around 1960 by BILL DALZELL and SERGIO ARCACHA SMITH. (BANNISTER was its Director). Supposedly, its F.B.I. contact was REGIS KENNEDY and its C.I.A. contact was a man named LOGAN. It moved from the Balter Building to the International Trade Mart a few months after its conception. On Janta ry 20, 1961, JOSEPH MOORE along with a person named OSWALD attempted to buy some trucks from Bolton Ford for the Invasion. Although this may not be a matter of priority, because of the people involved in the organization, I think we should keep an open mind in this area. 46) GUY BANNISTER AND 544 CAMP STREET (See Special File) 64. Because of the importance of GUY BANNISTER and the 544 Camp Street AlFoRd location I suggest we assign one man to look thoroughly into GUY BANNISTER and related activities around 544 Camp Street. OTILLIO, JR., DETECTIVES RE: STATEMENT OF CLYDE JOHNSON, RESIDING BOX 327, KENTWOOD, LOUISIANA On January 11, 1964, at about 9:00 A.M. or 10:00 A.M. my wife OUIDA, EDWARD MCMILLAN and his wife, MRS. MCMILLAN, and I went to St. Helena Parish, fifth ward, so that OUIDA and I could vote. After having voted the four of us left St. Helena and drove to New Orleans. We stopped at various bars and restaurants to more or less to politic and discuss the election with friends. When we arrived in New Orleans, we checked into the Monteleon Hotel. ED and MRS. MCMILLAN came to our room and we all went downstairs to the Carousel Lounge and had a few drinks. We left the Carousel Lounge, my wife and I returned to our room. ED and MRS. MCMILLAN had gone out to eat, meanwhile someone called my room and asked me to come downstairs to MCKEITHAN headquarters to make a, statement on television about the election. After having made the statements, I gave the key to my room to one of my supporters and told him to go upstairs and have drinks brought to the room. We all then went to the Carousel and had more drinks and then went to my room to watch television and celebrate the election. When we got to the room, it was packed like sardines and I met a lot of people there. ED and MRS. MCMILLAN were with OUIDA and I when we got back to the room. ED and MRS. MCMILLAN stayed for a good while and left, saying they were going to the Famous Door and asked if we wanted to go, but because we still had people there we told them we would stay. I do remember one thing distinctly, before they left there was a grey haired gentleman about 50 or 51 that told my wife to get up and fix him a drink, at the time he was laying across one of the beds, surrounded by two or three other people. I told this gentleman to get up and fix his own damn drink; my wife is not your barmaid or anyone else's. This man was known to me as ALTON BERNARD, that I have since identified as CLAY SHAW, after having seen his picture in the paper many times. After having viewed the four pictures you've just showed me, I identified #4 as the man known to me at that time as ALTON BERNARD. It was not very long after this that the party broke up and my wife and I went to bed. The above statement, consisting of three pages of yellow legal paper, taken in long hand, by Det. L. Otillio, Jr., and witnessed by Det. D. Ward and attorney WILLIAM M. QUIN (MR. CLYDE JOHNSON'S attorney) was taken on this date, Thursday, June 1, 1967, and completed at 12:25 P.M. This statement was taken in Kentwood by Det. L. Otillio, Jr., in MR. JOHNSON'S own words and read back to him before his signature was placed at the end along with his address, also let it be noted that his attorney has also read this statement. KAYE, a vocalist at Pat O'Brien's, was interviewed in our office on April 19, 1968. The interview was conducted as a result of statements attributed to her in the December 14, 1963, issue of the Saturday Evening Post magazine. MISS KAYE told us she saw OSWALD in Pat O'Brien's about two or three times. He would slip in the back and stand in a corner. He never purchased a drink. The times she saw him he was wearing a white sport shirt open at the collar. The shirt was somewhat soiled and he looked very haggard and emaciated. He looked, to her, like many of the French Quarter male prostitutes. He never seemed to be with anyone, however. At the time, during her routine MISS KAYE would refer to FIDEL CASTRO as "that Bastro". After one performance in which she used this gag, she had a run-in with OSWALD at the Bourbon House. He, without invitation, interrupted her conversation to castigate her for knocking CASTRO. From his looks, she deduced he was a "character" and did not engage him in any debate or conversation. As she recalls, this incident happened sometime in September, 1963. OSWALD was wearing his usual attire (slacks and white sport shirt open at the collar) and he had what appeared to be a couple of days' growth of beard. All told, MISS KAYE saw LEE OSWALD two or three times at Pat O'Brien's and one time at the Bourbon House. Re: SHAW (as "BERTRAND") STATE OF LOUISIANA PARISH OF ORLEANS AFFIDAVIT BEFORE ME, the undersigned authority, personally came and appeared MR. JAMES A. HARDIMAN, JR. who, after being duly sworn did depose and say: I reside at 2006 Pauger Street in the City of New Orleans, and my telephone number is 949-2187. That I am presently employed by the United States Post Office as a mail carrier. My delivery route covers the lower French Quarter section of the city. I deliver mail to 1414 Chartres Street, which is the residence of Jeff Bidderson. After the Clay Shaw case broke and the name Clem Bertrand became well known, I realized that I had delivered letters addressed to Clem Bertrand to 1414 Chartres Street. I feel that I have delivered at least five such letters to this address. I am positive the addressee was Clem Bertrand. The letters were in personal sized envelopes and were addressed in script in blue ink. I did not notice whether there was a return address on the envelope. At about the time I was delivering the letters addressed to Clem Bertrand to Jeff Bidderson's residence at 1414 Chartres Street, I was also delivering letters addressed to Clay Shaw to Bidderson's residence. These letters addressed to Shaw had been forwarded from another address. Unlike the letters addressed to Clem Bertrand, all letters addressed to Clay Shaw, but delivered to Jeff Bidderson's residence, were forwarded from another address. I feel I delivered at least ten letters addressed to Clay Shaw and forwarded to 1414 Chartres Street. None of the letters addressed to Clem Bertrand were ever returned to me. They would have been returned to me if the address had been bad or the addressee was not receiving mail at that residence. James JAMES A. a. HARDIMAN, Hardeman JR. I had an occasion to print and process a white male who identified himself as CLAY LEVERGNE SHAW who was booked under police item number C-466-67 of the New Orleans Police Department. MR. SHAW was given three fingerprint cards and asked to sign his name in a designated spot on the card. After having been fingerprinted by Patn. James Millet who is a New Orleans Police Officer and was assigned in the B of I of the Central Lockup along with myself on the above date. In order to fill these cards I asked MR. SHAW related questions as to his date of birth, middle name, occupation, birth date and place, scars or marks or tatoos of identification on his body, and also asked him "what other names other than CLAY L. SHAW do you use" and in reply MR. SHAW gave me the name of CLAY BERTRAND. I would not consider MR. SHAW's attitude as being facetious in fact he was most cooperative during the entire time. The above statement is true and correct and I have made same of my on free will. JESSIE PARKER who, after being duly sworn did depose and say: I reside at 1623 North Galvez Street in the City of New Orleans, and my telephone number is 947-0838. That I am presently employed at Rubenstein Brothers located at the corner of Canal and St. Charles Streets. Before this employment I was employed as a hostess in the V.I.P. Room at the Moisant International Airport for Eastern Airlines, and I started this employment on November 14, 1966. My working hours of employment were from 8:00 in the morning until 2:00 in the afternoon. I was actually paid by Gulf Janitorial Service but the V.I.P. Room was under the supervision of Eastern Airlines. The V.I.P. Room remains locked and in order for someone to get into it they have to be admitted by someone who has a key. The people besides myself who had keys are: Cecilia Fagan who was also a hostess and who worked with me in the V.I.P. Room, Mr. Saladiano, Mr. Provenzano, Mr. Paul Cook, Mr. Phillip Scofield and the three ground hostesses whose names are Kay Kulman, Elizabeth Bloodsaul and a girl named Barbara whose last name I cannot remember. There was also Mr. Keller and Mr. Gaudin and the man who was supervisor of the Ticket Counter on Common Street J.S. Page -2- NO one could enter the V.I.P. Room unless they were brought in by someone who had authority to grant them entrance and also who had a key. I had directions not to let anyone in unless he was escorted by one of the above named people. The V.I.P. Room is a place where people who are considered to be important people could come in and sit down and wait for incoming or outgoing flights. The room was divided into three sections and had a television and drinks were served for their convenience. There was also a registration book in thw V.I.P. Room and it was part of my job to get the people who visited the V.I.P. Room to sign their names in this registration book. Mr. Sciambra has shown me a group of approximately forty photographs of various individuals and out of these photograph I have picked three photographs which I have marked "S-1", "S-2" and "S-3" and signed my signature to them. I do not know the names of any of these people and I am identifying them by the above numbers. I identified the picture marked "S-1" which is of the person who has an identification plate with New Orleans, Louisiana, and numbers 125388 and dated 3/1/67 across his chest, as the man who came into the V.I.P. Room on December 14, 1966, and signed the registration book with the blue pen. Prior to his coming into the V.I.P. Room no one else had signed the registration book while I was on duty. He entered the V.I.P. Room with another gentleman whose identity I do not know but who was almost as tall as the man whose picture I have identified as "S-1" and was dressed in a business suit as he was JB. Page -3- I do not know if this other gentleman signed the registration book. After they left and before anyone else signed the registration book, I examined the book as was my custom to see who had signed and the signature on the book by the party whose picture I have identified as"S-1" was CLAY BERTRAND. This was the signature he used in signing the registration book and I saw him sign the book. I observed the person whose picture I have previously identified as "S-1" in Judge Haggerty's court room last Tuesday and I recognize him to be the same person who signed the registration book CLAY BERTRAND on December 14, 1966. I have examined the registration book and I recognize the signature CLAY BERTRAND as the one which the gentleman I have identified placed on the book. I am unable to identify the other party that was with him. I recognize the party that I have identified as "S-1" particularly because of his height and the color of his hair and his facial characteristics. MRS. Mr. Malcolm Campbell, of 1099 Eastlawn, Sarnia, Ontario, who wrote your office about an eyewitness to the Dallas shooting, cannot provide any more information on the subject. The eyewitness, Liberty magazine editor "orman Similas, is unavailable. Liberty magazine was published by Consolidated Press until 1964 when it was sold to another company and folded after a few issues. When it wound up its operations, Ir. Similas was writing a serial on his experiences in Dallas and in the last issue Mr. Similas said the next issue, which never appeared, would carry a picture taken of shots being fired at Kennedy. I made some enquiries regarding the sudden collapse of the publication, but people in the business seem to be convinced that it was genuine financial trouble. "They went broke," as one spokesman put it. Mr. Similas can't be located at the moment. & relative, Helen Similas of Toronto (probably an estranged wife or a mad sister) doesn't want to tall: about him at all and becomes irritated when someone mentions his name. The people he formerly worked with have lost track of him. His name has boon mentioned, however, by Ramparts magazine and other critics of the Warren report as one of a list of witnesses never interviewed by the Warren commission. Ramparts misspelled his name quite badly. Re: KEITH ALLEN (in SHAW'Smolelook) Mr. Keith Allen, 40, a Seattle accountant (VANCOUVER) Whose mother lives at 1189 Matthews Avenue, Vancouver, British Columbia (the address listed in Shaw's notchook) is a service buddy of your man. He's single and probably queer, but the last time he's seen Shaw was 20 years ago. They've been exchanging Christmas cards since. Mr. Allen has never heard of Kootenay Bay. Ro: KOOTENAY BAY, B.C. (in SHAW'S notebook) Kootenay Bay, B.C. June-September (1963) seems a very mysterious notation. The place is in the interior mountainous country of B.C. on the shore of a lake. A ferry runs across the lake to Kootenay Bay and one can also reach the place from the south, from the U.S. by narrow, winding mountain road. There is one notel in the town, the Mary Ann motel, but it doesn't seem to have a telephone. There are also camp grounds and cabins and the whole area is 2 prine tourist region in the summer, empecially from June to September. Re: LARRY ROGERS (in SHAWS notetrik) [TORON Mr. Larry Romgers, 25, of the St. James Town apartments in downtown Toronto (his aunt and uncle live at 43 Jarlock Crescent, Allowdale, which was the address listed in Shaw's notebook) also seems queer. He doesn't have a Job, but is in the position to travel extensively, throw big parties and generally live it up. Has made several trips to London, England, where he chummed around with Shaw and a group of decadent Englishmen which included the former manager of Christine Keeler, He first met Shaw shortly before the Kennedy assassination, but he doesn't want to say where. In March of this year he went to Dallas "to visit friends and in April to New Orleans for the same reason. He intended to look Shaw up while he was there, but later accided not to. He last saw him in London in 1966. He knew Shaw as a very bright person, who loved London, the theatre and big parties. He calls Shaw a "masochist" Rogers doesn't think Shaw had anything to do with an assassination for ** of the president of the United States, because Shaw didn't care about politics and "didn&t give a damn about the Whole United States." He says he feels "badly" for Shaw because Shaw is a "fun-loving fellow who likes a great time, likes to drink and likes to spend money." This is the information I have gathered SQ far. If anything sounds interesting I can pursue these things further, of course. It would probably be easier for me as a Canadian newspaperman than for you as a New Orleans prosecutor. I have not yet written any story on the things discussed above for the newspaper, but I hope you will keep in mind that I am always interested in a story when something develops. I'll play ball with you any way you like, whatever confidential information you have that you don't want published but that might help me in tying up loose ends will be safe with me. I might add that I am professionally as well as personally interested in helping your investigation any way I can. What you are doing in New Orleans takes a great deal of courage. ARCACHA mentioned that BILL DALZELL and some of the other Americans who had been hanging around the Front office suggested starting a new group which Americans could join to be called "Friends of Democratic Cuba". (The Cuban Revolutionary Democratic Front was a group headed by ARCACHA-SMITH consisting of Cubans and the Friendsof Demo- cratic Cuba was a group which consisted of Americans and which worked hand and hand with the Cuban Revolutionary Front.) DALZELL asked me if I would be willing to let them use my name on the letterhead. Next thing I knew I was down as President of the organization. The group was in existence for about four or five weeks after its inception which was January 9, 1961. After this happens I went over to see the man I had been contacting at the FBI; a man who used the name MR. CALL. I was never sure that this really was his name. I explained to MR. CALL that I noted what might be conflicts between my heading up the American group at the same time that I was handling the propaganda for the Cuban Revolutionary Front. There could be a conflict of interest at some point. He indicated to me that he thought it would be better if I did take the Presidency because that way I would know what was going on. All the group did then was to get some furniture into a downstairs office in the Balter Building and we had a few meetings but the people who came to those meetings mainly were Cubans from the Cuban Revolutionary Front) We actually never really had many American members. We had no formal membership card. The only thing the Friends of Democratic Cuba ever did really was to shake cans on Mardi Gras Day on Canal Street once. About four or five maybe six weeks after the thing was started I was called over to the FBI office and MR. CALL told me to dissolve the organization. When I asked him for a reason to give the people he told me simply to tell them it was in violation of the law in working with a foreign power and if we didn't dissolve they might be arrested. I went back and told them the organization was through. When I was first contacted by ARCACHA and asked if I wanted to handle publicity for the Cuban Revolutionary Democratic Front which was organized in November or December, 1960; I called ADMIRAL WARDER, who was then Commandant of the 8th Naval District, who was a roommate of mine when we were at Annapolis. I asked him to check with his Naval Intelligence man to find out if it was all right for me to work with these people or not. The Naval Intelligence man then con- tacted me and set up an appointment with a man at the FBI who used the name MR. CALL. From that time forward until after the Bay of Pigs whenever I had anything to report to the FBI or whenever I was contacted by them the man was always the man I described as MR. The one outstanding feature he had was very light blue eyes -- extremely light blue eyes. I would guess he was somewhat taller than I am - maybe 5'10" or 5'11". He was not heavy-set. He had the kind of leathery sort of face that someone who has served in the Navy a long time has. He had black hair, as I remember it. It was not patent leather black hair, perhaps a little kinky though not really. My last contact with these people was made in the summer of 1961 about two months after the Bay of Pigs when I received. a call from Admiral Warder who suggested that I should no longer have the contact with the Cuban Revolutionary Demo,- cratic Front. Some of the people who were in ARCACHA'S company before the Bay of Pigs were DR. DELHAYA and a MENENDEZ, perhaps LOUIS. Also a big, husky Latin type who was with the Honduras Revolutionary Front. After the Bay of Pigs he was constantly in the company of CARLOS LOPEZ, JULIO BUZNADO and ENRIQUE SAGAS. Q. Do you know GERARD TUJAGUE? A. No There were a number of Americans who were neighbors or friends of ARCACHA'S who names I don't remember that I have met. He may have been one of those. There was one man who was American but his wife was Cuban but I don't remember their names. Q. Do you know GRADY DURHAM? His wife JUNE DURHAM? A. No. At least I don't remember the names. Q. Did you say that you were aware that the Cuban Revolutionary Front and the Friends of Democratic Cuba were working with the FBI? A. Yes. I was aware that the FBI was supervising the Cuban Revolutionary Democratic Front. As far as the Friends of Democratic Cuba is concerned, I know of the conversations which I have already described. If they had more control than that I don't know. Q. Are you aware that in January, 1961 a person by the name of JOSEPH MOORE and another person by the name of OSWALD attempted to purchase ten trucks from Bolton Ford? A. I was not aware of that. Q. Did you ever hear ARCACHA claim that the CIA was involved in either the Cuban Revolutionary Front or the Friends of Democratic Cuba? A. He always said that the CIA had approved the Revolutionary Front and was supervising the invasion. -3- Q. Are you familiar with the Neptune Shipping Company? Have you ever heard the name of CAPTAIN ANDY mentioned in connection with the Neptune Shipping Company? A. No. Q. While working with the Cuban Revolutionary Front did you ever have occasion to hear the name of CLAY SHAW mentioned? A. No, I never did. Q. In connection with your Cuban-type activities you have never had occasion to meet or hear the name of CLAY SHAW mentioned? A. No. I met FERRIE once. We had a fund-raising party prior to the Bay of Pigs, I think, at the Coffee House on Exchange Alley. The proceeds from the night's entertainment were to go to the Front. FERRIE showed up there which was the only time I saw him from the Bay of Pigs. I understand from what you all said that he became more active later. Q. Did you have occasion to talk to him? A. Only for a few minutes. Said he was a flyer and wanted to train flyers. My impression was that he wasn't allowed to do anything prior to the Bay of Pigs. He wanted to train flyers for the Front. Q. In other words, his feelings were the same as the anti- Castro groups? A. Yes. He wanted to do something but it was my impression that he was not accepted at that time. But, they could have been keeping something from me. Q. Do you know of any activity across the lake for train- ing purposes. A. No. It was my impression that RODRIQUEZ (RODRIQUEZ was local head of MRP - Movement Revolutionary Popular) -- it was my impression that he leaked the story to Bill Slatter of a training camp across the lake. The national head of MRP was MANALO RAY. Under Eisenhower the Cuban Revolutionary Democratic Front was the main Cuban revolutionary organization. When Kennedy took over it was re-organized into the Revolutionary Council which included all groups. I informed Slatter that there were no such camps, but it is my opinion that if there were any camps going on at the time they were being conducted by the MRP and not the Revolutionary Front. Q. Did you ever have occasion to meet WILLIAM CRAIS? A. I may have but I can't tell by the name. CUBANS (Infor from Mary Forrell) When I was in New Orleans two weeks ago today, you gave me a XeΓox copy of a memo, dated April 7, 1967, re: Ammo Cache in St. Tammany Parish, August, 1963, 'with an attached memo dated Feb. 14, 1967, from William Gurvich, re: Seizure of Explosives, etc. In this second memo, there is a list of 11 names, Including Rich Lauchli. There is a strong possibility that two or three of these men are Dallas residents. I am almost certain that Antonio Soto Vasquez is a Dallas man, and I am trying to determine if Victor Hernandez, Carlos Sanchez, and Miguel Jimenez exexwee aren't Dallas men. Spanish men usually use at least three names, in this order: Given name (i.e. Antonio), father's name (i.e. Soto), mother's name (i.e. Vasquez). In the 1961 and 1962 City Directories, there was an Antonio Soto (wife Sipriana) cook Texaco Cafe, h 1411 Romine (he was shown as owner of 1411 Romine). At the same address was listed a Lupe L. Vasquez, clk. Bio-Assay Laboratory, 1411 Romine. Bio-Assay Laboratory was at 3535 Fairmount. I know a little about their operation, which was rather strange in itself. (Remember that Gary Taylor, DeMohrenschild's son-in-law lived along there on Fairmount?) There has never been any listing for a Texaco Cafe in the city of Dallas. The Texaco Building is located at 1512 Commerce but I am not sure as to whether or not they had a cafe in there. Mr. Soto was the only person on his entire block who had a telephone in 1961 and one of the few who owned his home. My reasoning is that his mother was Lupe Vasquez and according to Spanish custom, his name was Antonio Soto Vasquez. The Miguel Alvarez on whom I am "checking" was bartender at the Baker Hotel which is across the street from the Adolphus. 2 Mr. William R. Klein 500 Glydon Street N.E. Jim Garrison Office of the District Attorney Rs: RADICAL RIGHT WING Criminal District Court Building (Ed Butler) Tulane and Broad New Orleans, Louisiana Dear Jim: Relative to our most recent conversation, I am enclosing the only material I have with respect to the Free Voice of Latin America. The president of the Free Voice of Latin America was Juan Calixto Garcia, the grandson of the Garcia who received the famous message. I believe that he owned a plantation in Cuba and for one reason or the other left shortly after the Revolution. He was a student at Tulane University and worked part-time in the school cafeteria. Garcia was a mild-mannered, even-tempered fellow. Otto Hofius was the vice president. He was shy, intelligent, easy- going and I believe a citizen of Belize, Honduras. The last time I heard from him, he was working for the superintendent of schools in New Orleans. I drew up the Articles of Incorporation and was subsequently appointed secretary-treasurer shortly after the organization was formed. At my request the Free Voice was registered with the FBI in New Orleans. I have forgotten what office, if any, Bill D lzell held but his tenure was short-lived. Dalzell was fired for charging office equipment under the corporate name. He was a drifter, more interested in creating impressions than working for a living. For all of these negative quali- ties, I could not call Dalzell a dangerous man - merely a con-artist and not a very good one at that. On one occasion Dalzell introduced me to Jack Martin. Martin is a kind of manikin seeking involvement. He can contribute nothing to your investigation. I met Edward S. Butler during a presentation of the Free Voice at a YMBA meeting. My first impression of this young man was favorable. He seemed aggressive and dynamic; prescisely what the organization needed. Butler turned out to be an incredible organizer and in a few short months he had gotten together a Board composed of prominent New Orleans citizens. Ed Butler was ultimately asked to leave the Free Voice of Latin America. This young man's ultra right wing views were not only embarrassing but in my opinion, dangerous. After assuming office as Executive Director, this ex-John Bircher metamorphosized into a kind of leashed Robespierre. He could think of nothing but the danger of some kind of globe-encircling communist conspiracy and that it was the primary goal of the Free Voice to forewarn the people of Latin America, His insistance on "exporting" this message abroad made his removal from office mandatory. The true concept of the Free Voice was prepared shortly before Butler left and enclosed herewith. It was written by Clint Bolten, a former editor for Reuters in India. Our investigation of Butler was untimely but nonetheless appropriate. We learned that he either withdrew or flunked out of 2 schools. (Loyola University, and a private school in Mississippi); that he was an ex-male model for Maison Blanche: a Fuller Brushman; an ex-member of the John Birch Society, and that he was formerly employed by the Perry Brown Advertising Agency, Mr. Brown is an agreeable fellow and should be able to assist you if further information is desired. In spite of these apparent short-comings, Butler formed his own organization - The Information Counsel of the Americas (INCA) and induced every member of our Board to join his organization. This seduction of our membership arrested the growth of the Free Voice and I finally got around to filing for liquidation with the Secretary of State. Butler apparently made a tremendous impression on Hale Boggs, much to my surprise and chagrin. He was lauded by Congressman Boggs before the U. S. House of Representatives (Cong. Record 1965) in connection with a "Freedom Academy. 11 I am continually amazed by Butler's orwellian use of conceptual words and for his uncanny ability to impress his screwball definitions on men of high office. I understand that he is now sending messages to Latin America called "Truth Tapes". Butler is one of those people with so little faith in his country that he perceives its imminent downfall. He calls himself an expert on Communism; can quote from the manifesto, but has never heard of the Federalist Papers or the writings of Tocqueville. Butler once told me that fighting Communism was his whole life but conversely, one is never really sure what people like this are defending. 2 I do not know the present status of INCA, but by November 1965 many prominent citizens of New Orleans were either directly involved with the organization or on its Advisory Board. The social giants of New Orleans have always demonstrated a weird penchant for swapping medals and joining organizations at random providing they can spot one of their own, In the case of INCA, Dr. Alton Ochsner was the Queen Bee. I believe that the Ochsner Foundation is supporting Butler's organization. I suggest that you call the INCA office in New Orleans and ask them for a brochure and a membership list. Butler has the support of the White Citizens Counsel and has spoken before that group. The Free Voice of Latin America was in no way connected with any other organization. The names you mentioned during our telephone con- versation made no impression on me. I cannot, however, speak for the other members of this now defunct organization. The life of the Free Voice as a corporate entity was ephemeral and uneventful. I suppose you could say that its members were naive, inexperienced, and uninspired. For my own part it was an absolute bore. But then again, freshmen lawyers must endure so many things. Jim, you have come a long way since I first met you. It seems like only yesterday that you stood before my desk in the Schiro Campaign Headquarters, rain water dripping from the lapel of your coat. It would be a terrible waste if the constructive work of your administration were undone by "vaulting ambition" and bad advice. As of this date, I am unimpressed with the strength of the state's case but undoubtedly there are many things that I do not know. Best of luck. Cordially Bd yours, WILLIAM R. This was apparently picked up on the photostat machine when they made copies of his cancer article and obviously was not intended to be preserved. It appears that a letter or memo which he had made concerning his private activities was accidentally stuck in the photostat machine leaving us the bottom portion of his memorandum. The portion which was reproduced reads as follows: " round faced - cross-filed file. " .man -- Bill Dazell (Billie Littlehorse) Some of B's microfilm were sent to Atlanta right-wingers - many of original files are at Guy Johnson's" JIM GARRISON Re: DAVID FERRIE I have now compiled and compared almost 3,000 phone numbers (after deleting duplications). At first I was very disappointed when comparisons were so fruitless. But, I guess, after thinking about it, it really lends credence to the assumption we've all already had... you are dealing with an extremely clever group whose plans didn't include "slip-ups." There were only two numbers that were interesting at all. In Vol. 16, page 40, Oswald had the number PE 8-1951, FT Wth TV. When we check Ruby's phone calls, we see that he called this number twice. (We watch this channel almost constantly and I've never seen any advertising for the Carousel on it) Refer to Vol. 22, P. 517 and Vol. 25, P. 252. 6-10-63 Ft. Worth PE 8-1951 I minute $ .35 6-11-63 Ft. Worth PE 8-1951 10 minutes 1.57 On page 58 of Ferrie's long distance calls, he called Chicago, WH 44970, on Sept. 24, 1963. (1 called Chicago and determined that this is the number for Delaware Towers, 20 East Delaware, Chicago) This is apparently a hotel type establishment near the Drake. In Vol. 25, page 335, Lawrence Meyers (Ruby's friend), with Ero Manufacturing Co., called this same number 11-20-63 Chicago WH 4-4970 3 minutes $1.70 The "additional information" tells us he cafled from Kansas City, Mo., at 9:09 a.m. to Miss A. Asie in Room 1405. Now, Lawrence Meyers (a happily married man with 3 children, according to his testimony in Vol. 25, pages 190 and 191) and his "girl friend", Miss Jean Aase, arrived in Dallas that same night, Nov. 20th, at 8 p.m., and checked in at the Ramada Inn (on Love Field). The next morning they moved to the Cabana Motel (on the President's route to the Trade Mart). The Cabana is owned by Hoffa's bunch. (You can read all of this in his statement but there is one little "funny" thing.) On the morning of the assassination, he took his brother, Edward Meyers, up to McKinney Texas, to show him their plant. They spent 20 or 30 minutes going through the plant. The brothers got back to Love Field about 10 minutes before Kennedy's plane came in. Lawrence wanted to get to Ft. Worth so he dropped Edward and went on toward Ft. Worth. He says he stopped for lunch at Howard Johnson's and that is where he was when he heard that the President had been shot. It shouldn't have taken him more than 15 minutes to get to Howard Johnsons from Love Field. If he was in such a hurry to "drop" his brother and get on to Ft. ALCOCK, Assistan t District Attorney\nRE:\nEDWARD JULIUS GIRNUS, Prison #A-90428-A\nEDWARD JULIUS GIRNUS was interviewed at the United State Peni-\ntentiary in Atlanta, Georgia, on December 5, 1967. He was in that\ninstitution for a violation of the Dyer Act (interstate trans-\nportation of stolen vehicles). GIRNUS stated he owed the State of\nVirginia 28 years for various unspecified criminal violations.\nAs GIRNUS recalls, he was released from the United States\nPenitentiary at Leavenworth, Kansas, on January 11, 1963 -- his\nrap sheet indicates he was released on February 14, 1963. He was\nin that institution for interstate transportation of a forged\ninstrument. Immediately upon his release, GIRNUS moved to\nPasadena, Texas, which is just outside of Houston. Being on 21\nmonth conditional release, he had to report to a federal parole\nofficer every thirty days. While in Pasadena he used the name\nof EDWARD STARK.\nSometime in February or early March, 1963, GIRNUS made a trip to\nNew Orleans. He was down here looking for some old friends. He\nstayed at a hotel one block off of Canal Street, on or near North\nRampart Street. He did not find the persons he was looking for\nso he returned to Pasadena, Texas. While he stayed in Pasadena,\nhe lived on South Randal Street. He couldn't recall the street\nnumber.\nIn March, 1963, GIRNUS moved to Waco, Texas. While there he\nlived with a woman, not his wife, at 1806 Independence Avenue.\nSometime in March or April, 1963, GIRNUS moved to Dallas, Texas.\nHe was still with the woman he met in Waco, and he stayed at the\nSt. George Hotel. The St. George is on Elm Street two blocks\nfrom the Records building. At this time he was using the name\nEDWARD STARK almost exclusively. During this period GIRNUS was\ncharged with embezzlement from a gunsmith who owned two gun shops\nin Dallas. (GIRNUS' rap sheet shows an embezzlement charge was\nnolle prossed in Dallas on May 18, 1964). Also during this stay\nin Dallas, GIRNUS, using the name of STARK, frequented the\nTheatre lounge, Circus lounge and the Diamond Horseshoe lounge.\nJACK RUBY allegedly owned one of these lounges.\nGIRNUS associated with some of the strippers from these clubs.\nMost of these girls stayed at the Blue Bonnet Hotel on Commerce\nStreet. Through his association with these people and these\nclubs, GIRNUS met a friend of JACK RUBY's who was interested in\nbuying guns. This man, who GIRNUS would not identify, was\nassociated with a rabid right-wing group who had access to large\namounts of money. GIRNUS also met a man from New Orleans through\nthis group who was interested in purchasing guns. As a result of\na conversation with the man from New Orleans, GIRNUS moved to\nLeesville, Louisiana. GIRNUS would not identify this man from\nNew Orleans.\n-2-\nOn Chartere the French Street, Quanta or\nin\nGIRNUS went to Leesville in a pickup truck he had purchased in Oak\nCliff using the name of RITTNER. RITTNER is supposed to be an\nengineer from New Orleans. GIRNUS had somehow gotten his\nidentification papers.\nGIRNUS arrived in Leesville sometime in early April, 1963. He\nmoved in with a woman who owned a bar and gambling joint by the\nname of Marie's Hideaway. The woman's first name was MARIE.\nWhile in Leesville, GIRNUS became associated with an organization\nknown as the Democratic Club. The membership of the club consisted\nof both military and civilian personnel. The organization used a\nprivate club named the Ponderosa for their functions.\nAt this time, GIRNUS was buying and selling guns. He bought most\nof his guns from some military men he had met at the club. During\nthis time he shot a sergeant, but paid $800 and no charges were\npressed. The sergeant's name was FOWLER and after the shooting he\nwas transferred to Fort Sam Houston in Texas. GIRNUS made several\ntrips to New Orleans with the guns and ammunition. He thought the\nguns were ending up ultimately in Central America.\nOn one of these trips to New Orleans in May or June, 1963 GIRNUS\nSHAW:\nmet CLAY SHAW On this particular trip GIRNUS, using the name of\nEDWARD STARK, stayed at a big hotel which had a street-level\ngarage facing Chartres Street. The garage was at the back of the\nhotel and it was near the Alpine Restaurant and Bar. GIRNUS met\nSHAW in the Alpine Restaurant and Bar. He was introduced to SHAW\nby a man who owns an apartment house on Exchange Alley or Place.\nThis apartment building has a courtyard. The man who owns it is\na homosexual. He is short, fat, wears glasses, bald and everytime\nGIRNUS saw him he was wearing bermuda shorts and sometimes he\nwould be walking a dog.\nWhen GIRNUS met SHAW on this occasion, he was with a group of\npeople. A man who owned a bar in the Quarter by the name of MAXIE\n\"Max\"\nWOOD or WOODS was in the group. Also, there was a woman who was\neither presently WOOD (S) wife or ex-wife. She also owned a bar.\nA New Orleans Police Sergeant who owned a cafe or bar was also\npresent. The police officer was heavy set with brown hair. He\ndid not wear glasses.\n0 Identify police sergement\nSHAW spoke to GIRNUS a little while, and during the conversation\ninvited GIRNUS (STARK) to his home in Hammond, Louisiana. GIRNUS\nfelt that everyone in the group knew of his gun running activities.\nAbout 8 or 9 days after this initial meeting with SHAW, GIRNUS\nreturned to New Orleans from Leesville. He stayed at a motel on\nthe Airline Highway, but he cannot remember its name. He went to\na bar in the Quarter -- the one the woman at the Alpine bar\nowned and met a man who he deemed to be the manager. He and\nthis man (name and description unknown) went by car to an office\nin a building in the central business district near Sears Roebuck.\nSHAW was in the office and they started talking about guns. SHAW\nSHAW:\nallegedly knew some people who wanted to buy some guns, SHAW\nUSWALD:\nmade a telephone call, and sometime thereafter two men came to the\noffice. One of the men was LEE HARVEY OSWALD. OSWALD was intro-\nduced by SHAW to GIRNUS as LEE. GIRNUS cannot remember the name\nof the man who came in with OSWALD. He was well dressed in a\nbusiness suit, 5'11\" tall, 210 pounds, and he had dark black hair\nOSWALD was wearing khaki pants and a white shirt. This meeting\ntook place sometime before noon, however, GIRNUS cannot remember\nthe day of the week.\n-3-\nThis conversation centered principally on Central and South\nAmerica -- the best way to get there and the general living\nconditions. GIRNUS, who said he had traveled quite a bit in\nCentral America, told OSWALD what he knew about these countries.\nSuddenly, at this point in the interview, GIRNUS told me he did\nnot want to give me any more details. He said the institution\n(penitentiary) bugged him, and he did not want to talk any further\nlest he get himself into a storm. Additionally, he was\nor\nsending me an FAA flight plan which would be self explanatory and\nhelpful in our investigation. FERRIE allegedly had something to\ndo with the flight recorded on the flight plan.\nI assured him we were only interested in facts that aided us in\nour investigation, but he still refused to go on with a fact-\ndetailing interview. So I put my pad away, and engaged him in\ngeneral conversation about the prison. During this conversation\nI was able to elicit a few more facts.\n?\nThe last time GIRNUS saw OSWALD was when he drove him to Catulla\nTexas. This trip took place sometime in September, 1963, While\nin Catulla, GIRNUS introduced OSWALD to a friend of his who was\nan ex-Mexican army man. OSWALD and GIRNUS' friend went into\nMexico through Laredo, Texas. Their trip had something to do\nwith getting OSWALD a passport.\nGIRNUS attended several parties where SHAW was present. The room was divided\ninto three sections and had a television and drinks were served\nfor their convenience. There was also a registration book in\nthw V.I.P. Room and it was part of my job to get the people who\nvisited the V.I.P. Room to sign their names in this registration\nbook. Mr. Sciambra has shown me a group of approximately forty\nphotographs of various individuals and out of these photograph I\nhave picked three photographs which I have marked \"S-1\", \"S-2\"\nand \"S-3\" and signed my signature to them. I do not know the\nnames of any of these people and I am identifying them by the\nabove numbers.\nI identified the picture marked \"S-1\" which is of the\nperson who has an identification plate with New Orleans,\nLouisiana, and numbers 125388 and dated 3/1/67 across his chest,\nas the man who came into the V.I.P. Room on December 14, 1966,\nand signed the registration book with the blue pen. Prior to\nhis coming into the V.I.P. Room no one else had signed the\nregistration book while I was on duty. There is one notel in the town, the Mary Ann motel,\nbut it doesn't seem to have a telephone. (The Cuban\nRevolutionary Democratic Front was a group headed by\nARCACHA-SMITH consisting of Cubans and the Friendsof Demo-\ncratic Cuba was a group which consisted of Americans and\nwhich worked hand and hand with the Cuban Revolutionary\nFront.)\nDALZELL asked me if I would be willing to let them use my\nname on the letterhead. Next thing I knew I was down as\nPresident of the organization. The group was in existence\nfor about four or five weeks after its inception which was\nJanuary 9, 1961.\nAfter this happens I went over to see the man I had been\ncontacting at the FBI; a man who used the name MR. CALL.\nI was never sure that this really was his name. I explained\nto MR. CALL that I noted what might be conflicts between\nmy heading up the American group at the same time that I\nwas handling the propaganda for the Cuban Revolutionary\nFront. There could be a conflict of interest at some point.\nHe indicated to me that he thought it would be better if\nI did take the Presidency because that way I would know\nwhat was going on.\nAll the group did then was to get some furniture into a\ndownstairs office in the Balter Building and we had a few\nmeetings but the people who came to those meetings mainly\nwere Cubans from the Cuban Revolutionary Front) We actually\nnever really had many American members. We had no formal\nmembership card. The only thing the Friends of Democratic\nCuba ever did really was to shake cans on Mardi Gras Day\non Canal Street once.\nAbout four or five maybe six weeks after the thing was\nstarted I was called over to the FBI office and MR. CALL\ntold me to dissolve the organization. When I asked him\nfor a reason to give the people he told me simply to tell\nthem it was in violation of the law in working with a foreign\npower and if we didn't dissolve they might be arrested. There was\none man who was American but his wife was Cuban but I\ndon't remember their names.\nQ. Do you know GRADY DURHAM? His wife JUNE DURHAM?\nA. No. At least I don't remember the names.\nQ. Did you say that you were aware that the Cuban Revolutionary\nFront and the Friends of Democratic Cuba were working\nwith the FBI?\nA. Yes. I was aware that the FBI was supervising the\nCuban Revolutionary Democratic Front. As far as the\nFriends of Democratic Cuba is concerned, I know of\nthe conversations which I have already described. If\nthey had more control than that I don't know.\nQ. Are you aware that in January, 1961 a person by the\nname of JOSEPH MOORE and another person by the name\nof OSWALD attempted to purchase ten trucks from Bolton\nFord?\nA. I was not aware of that.\nQ. Did you ever hear ARCACHA claim that the CIA was involved\nin either the Cuban Revolutionary Front or the Friends\nof Democratic Cuba?\nA. He always said that the CIA had approved the Revolutionary\nFront and was supervising the invasion.\n-3-\nQ. We had a fund-raising party\nprior to the Bay of Pigs, I think, at the Coffee House\non Exchange Alley. The proceeds from the night's\nentertainment were to go to the Front. FERRIE showed\nup there which was the only time I saw him from the\nBay of Pigs. I understand from what you all said\nthat he became more active later.\nQ. Did you have occasion to talk to him?\nA. Only for a few minutes. Said he was a flyer and wanted\nto train flyers. My impression was that he wasn't\nallowed to do anything prior to the Bay of Pigs. He\nwanted to train flyers for the Front.\nQ. In other words, his feelings were the same as the anti-\nCastro groups?\nA. Yes. He wanted to do something but it was my impression\nthat he was not accepted at that time. But, they could\nhave been keeping something from me.\nQ. Do you know of any activity across the lake for train-\ning purposes.\nA. No. It was my impression that RODRIQUEZ (RODRIQUEZ was\nlocal head of MRP - Movement Revolutionary Popular) --\nit was my impression that he leaked the story to Bill\nSlatter of a training camp across the lake. The\nnational head of MRP was MANALO RAY. Under Eisenhower\nthe Cuban Revolutionary Democratic Front was the main\nCuban revolutionary organization. When Kennedy took\nover it was re-organized into the Revolutionary Council\nwhich included all groups. I informed Slatter that\nthere were no such camps, but it is my opinion that if\nthere were any camps going on at the time they were\nbeing conducted by the MRP and not the Revolutionary\nFront.\nQ. I may have but I can't tell by the name.\nCUBANS\n(Infor from Mary Forrell)\nWhen I was in New Orleans two weeks ago today, you gave me a XeΓox copy\nof a memo, dated April 7, 1967, re: Ammo Cache in St. Tammany Parish,\nAugust, 1963, 'with an attached memo dated Feb. 14, 1967, from William\nGurvich, re: Seizure of Explosives, etc. In this second memo, there is\na list of 11 names, Including Rich Lauchli. There is a strong possibility\nthat two or three of these men are Dallas residents. I am almost certain\nthat Antonio Soto Vasquez is a Dallas man, and I am trying to determine\nif Victor Hernandez, Carlos Sanchez, and Miguel Jimenez exexwee aren't\nDallas men.\nSpanish men usually use at least three names, in this order:\nGiven name (i.e. Antonio), father's name (i.e. Soto), mother's\nname (i.e. Vasquez).\nIn the 1961 and 1962 City Directories, there was an Antonio Soto (wife\nSipriana) cook Texaco Cafe, h 1411 Romine (he was shown as owner of 1411 Romine).\nAt the same address was listed a Lupe L. Vasquez, clk. Bio-Assay Laboratory,\n1411 Romine. Bio-Assay Laboratory was at 3535 Fairmount. I know a little about\ntheir operation, which was rather strange in itself. (Remember that Gary Taylor,\nDeMohrenschild's son-in-law lived along there on Fairmount?) There has never\nbeen any listing for a Texaco Cafe in the city of Dallas. The Texaco Building\nis located at 1512 Commerce but I am not sure as to whether or not they had a\ncafe in there. Mr. Soto was the only person on his entire block who had a\ntelephone in 1961 and one of the few who owned his home. My reasoning is that\nhis mother was Lupe Vasquez and according to Spanish custom, his name was\nAntonio Soto Vasquez.\nThe Miguel Alvarez on whom I am \"checking\" was bartender at the Baker\nHotel which is across the street from the Adolphus.\n2\nMr. William R. Jim Garrison\nOffice of the District Attorney\nRs: RADICAL RIGHT WING\nCriminal District Court Building\n(Ed Butler)\nTulane and Broad\nNew Orleans, Louisiana\nDear Jim:\nRelative to our most recent conversation, I am enclosing the\nonly material I have with respect to the Free Voice of Latin America.\nThe president of the Free Voice of Latin America was Juan Calixto\nGarcia, the grandson of the Garcia who received the famous message.\nI believe that he owned a plantation in Cuba and for one reason or the\nother left shortly after the Revolution. He was a student at Tulane\nUniversity and worked part-time in the school cafeteria. Garcia was\na mild-mannered, even-tempered fellow.\nOtto Hofius was the vice president. He was shy, intelligent, easy-\ngoing and I believe a citizen of Belize, Honduras. The last time I\nheard from him, he was working for the superintendent of schools in\nNew Orleans.\nI drew up the Articles of Incorporation and was subsequently\nappointed secretary-treasurer shortly after the organization was formed.\nAt my request the Free Voice was registered with the FBI in New Orleans.\nI have forgotten what office, if any, Bill D lzell held but his\ntenure was short-lived. Dalzell was fired for charging office equipment\nunder the corporate name. He was a drifter, more interested in creating\nimpressions than working for a living. For all of these negative quali-\nties, I could not call Dalzell a dangerous man - merely a con-artist and\nnot a very good one at that. On one occasion Dalzell introduced me to\nJack Martin. Martin is a kind of manikin seeking involvement. He can\ncontribute nothing to your investigation.\nI met Edward S. Butler during a presentation of the Free Voice\nat a YMBA meeting. My first impression of this young man was\nfavorable. He seemed aggressive and dynamic; prescisely what the\norganization needed. Butler turned out to be an incredible organizer\nand in a few short months he had gotten together a Board composed of\nprominent New Orleans citizens.\nEd Butler was ultimately asked to leave the Free Voice of Latin\nAmerica. This young man's ultra right wing views were not only\nembarrassing but in my opinion, dangerous. After assuming office as\nExecutive Director, this ex-John Bircher metamorphosized into a kind of\nleashed Robespierre. He could think of nothing but the danger of some\nkind of globe-encircling communist conspiracy and that it was the primary\ngoal of the Free Voice to forewarn the people of Latin America, His\ninsistance on \"exporting\" this message abroad made his removal from office\nmandatory. The true concept of the Free Voice was prepared shortly before\nButler left and enclosed herewith. It was written by Clint Bolten, a\nformer editor for Reuters in India.\nOur investigation of Butler was untimely but nonetheless appropriate.\nWe learned that he either withdrew or flunked out of 2 schools. (Loyola\nUniversity, and a private school in Mississippi); that he was an ex-male\nmodel for Maison Blanche: a Fuller Brushman; an ex-member of the John Birch\nSociety, and that he was formerly employed by the Perry Brown Advertising\nAgency, Mr. Brown is an agreeable fellow and should be able to assist you\nif further information is desired.\nIn spite of these apparent short-comings, Butler formed his own\norganization - The Information Counsel of the Americas (INCA) and induced\nevery member of our Board to join his organization. This seduction of our\nmembership arrested the growth of the Free Voice and I finally got around\nto filing for liquidation with the Secretary of State.\nButler apparently made a tremendous impression on Hale Boggs, much to\nmy surprise and chagrin. He was lauded by Congressman Boggs before the\nU. S. House of Representatives (Cong. Record 1965) in connection with a\n\"Freedom Academy. 11 I am continually amazed by Butler's orwellian use of\nconceptual words and for his uncanny ability to impress his screwball\ndefinitions on men of high office. I understand that he is now sending\nmessages to Latin America called \"Truth Tapes\". Butler is one of those\npeople with so little faith in his country that he perceives its imminent\ndownfall. He calls himself an expert on Communism; can quote from the\nmanifesto, but has never heard of the Federalist Papers or the writings\nof Tocqueville. Butler once told me that fighting Communism was his\nwhole life but conversely, one is never really sure what people like this\nare defending.\n2\nI do not know the present status of INCA, but by November 1965\nmany prominent citizens of New Orleans were either directly involved\nwith the organization or on its Advisory Board. The social giants\nof New Orleans have always demonstrated a weird penchant for swapping\nmedals and joining organizations at random providing they can spot\none of their own, In the case of INCA, Dr. Alton Ochsner was the\nQueen Bee. I believe that the Ochsner Foundation is supporting\nButler's organization. I suggest that you call the INCA office in\nNew Orleans and ask them for a brochure and a membership list.\nButler has the support of the White Citizens Counsel and has spoken\nbefore that group.\nThe Free Voice of Latin America was in no way connected with any\nother organization. The names you mentioned during our telephone con-\nversation made no impression on me. I cannot, however, speak for the\nother members of this now defunct organization. The life of the\nFree Voice as a corporate entity was ephemeral and uneventful. I\nsuppose you could say that its members were naive, inexperienced, and\nuninspired. For my own part it was an absolute bore. But then again,\nfreshmen lawyers must endure so many things.\nJim, you have come a long way since I first met you. It seems\nlike only yesterday that you stood before my desk in the Schiro Campaign\nHeadquarters, rain water dripping from the lapel of your coat. It would\nbe a terrible waste if the constructive work of your administration were\nundone by \"vaulting ambition\" and bad advice.
