    "ocrText": "- 3 -\n\"Whereas the Legislature finds and hereby declares that practices\nof racial discrimination against any of the inhabitants of the\nVirgin Islands because of race, creed, color, or national origin\nnot only threatens the rights and proper privileges of its\ninhabitants but menaces and threatens the foundations of a free and\ndemocratic territory and menaces and threatens the peace, order,\nhealth, safety, and general welfare of its inhabitants; and\n\"Whereas it is the cultural and democratic heritage of the people\nof the Virgin Islands to respect the human and civil rights of all\npeople and to judge all persons according to their individual merit\nwithout reference to race, creed, color, or national origin; and\nto cherish the racial equality, harmony, and goodwill that exists\nin the Virgin Islands; and\n\"Whereas racial discrimination, segregation, and other forms of\nbias and bigotry are not part of the way of life of the people of the\nVirgin Islands:\n\"Now, therefore, it is declared to be the public policy of the Virgin\nIslands that all natural persons within its jurisdiction shall be entitled\nto the full and equal accommodations, advantages, facilities, and\nprivileges of any place of public accommodations, resort, or\namusement, and to the equal opportunity and treatment in employment\nin any and all businesses and industrial establishments, and to member-\nship in all labor organizations, and to equal privileges in the purchase,\nlease, or rental of real estate, and in the purchase of any commodity\nor service offered for sale; subject only to conditions or limitations\nimposed by law and applicable in like manner to all persons.\n\"In order to implement this public policy, it is the intent of this\nchapter to prevent and prohibit discrimination in any form based\nupon race, creed, color, or national origin, whether practiced\ndirectly or indirectly, or by subterfuge in any and all places of\npublic accommodations, resort, or amusement, and in all sales of\nreal estate, goods, articles, accommodations, commodities, or\nservices, and in the employment of persons, or their working conditions,\nor obtaining union membership, and to prohibit clubs from establishing\na\nprivate clientele of either members or guests, which they have\nselected, and with which persons alone will they transact their business\nand commerce.'"
