Sefeguards to assure that the limited nuclear test-ban traaty
will not impair the national security were carried forward in the
following ways:
The underground nuclear testing program has been expanded
to includo devices of higher yiclds and complexity, and an
additional undorground tosting area adjacent to the present one
is being developad.
Muclear woapons laboratories are being strengthened.
Capability to resuça atmospheric nuclear testa, should
that ever becoma necessary for the national security, is being
devoloped and improved.
(Fourth safeguard -- improvement of nuclest test
detection capability -- is responsibility of DOD.)
