Secley, Cifice of Education, HEW Mr. william Taylor, General Gounsel, Commission on Civil Rights Mr. Pate Libassi, Commission on Civil Righte Lisle Carter will be sending each of you a copy of the draft regulations prepared by the Genoral Councel of HEW to imple- ment the portions of the Civil Rights am relating to the Da- partment's responsibilities. It seems to me worth discussing those regulatione in somo detail. 1 hope, therefore, that you can be present at a mesting on Monday, June 8 at 3 in the 24 floor ccaference room in the West Wing of the White House. Cuite obviously, the prematuze release of the draft regulations, or even the fact that they are being worked on, could be harmful to the Buits prospects and should, therefore, be treated with a high degzee of confidentiality.
