GENERAL LE/HS August 17, 1964 Dear Whitney: This is in reply to your telegram of August 7 to the President reporting approval of a Resolution by the Delegate Assembly of the National Urban League urging immediate passage of a full-scale Housing Bill, including 15 listed provisions contained in the bill originally proposed by the Administration. You will be pleased to know that the chances appear excellent for enactment of a Housing Bill substantially fulfilling your re- commendations. The Senate passed its version (S. 3049) of the Housing Act of 1964 on July 30th, and the House passed its version (H.R. 12175) last Thursday, August 13. Enclosed for your information is a comparison of the principal provisions of the two bills. Although the bills differ in considerable detail, the great majority of the 15 provisions recommended in the League Resolution are con- tained in both versions in substantially identical form. Other provisions recommended by the League are contained in either the House or the Senate version and may be adopted in Conference. Sincerely, Lee C.
